FCM19970114FINANCE COMMITTEE - CITY OF MIJSKEGO MINUTES OF MEETING HELD JANUARY 14, 1997 The meeting was called to order at 7:06 P.M. by Alderman D'Acquisto. Also present were Committee Members Sanders and Suhr, as well as Aldermen Patterson, Pionek, Rasmussen, and Salentine, and Deputy Clerk Blenski. Clerk-Treasurer Marenda and Building Director Dykstra were also in attendance. The Deputy Clerk noted the meeting was noticed in accordance with the Open Meetings Law on Friday, January 10. The minutes of the previous meeting were reviewed. Alderman D'Acquisto clarified his abstention on the proposed purchase of Canon copiers referred to in the January 8 minutes. He has been retained by the law firm of Cook & Franke in a case involving the Gordon Flesch Company, the vendor proposing the sale of Canon copiers to the City. Alderman D'Acquisto relinquished chairing the meeting to Alderman Sanders for further discussion on copy machine purchases. It was determined that Alderman Patterson could remain in the room for the discussion as he would not be voting on the issue. Clerk-Treasurer Marenda further explained her request to purchase the Canon NP-6050 for $13,900. Her memo to the committee outlined the details of her request. Staff in her department and the Finance Department have demonstrated several copiers and liked the Canon the best. During the budget process, $13,900 was approved for the purchase of a copier. The per copy maintenance cost of .008 is the lowest and has been guaranteed for three-years. Over the period of five years, with the .008 per copy rate, the copier has the lowest cost. The City has had a good relationship with the Gordon Flesch Company. Alderman Suhr asked about the differences between the Canon copier and the others. Jean responded that one difference is the Canon's drum yield is 3,000,OOO copies which is substantially higher than that of the other copiers. The Canon NP-6050 retails for $22,780 and the $13,900 is the state contract price. Building Director Chuck Dykstra is also requesting to purchase a Canon copier (Model NP-6025). Mr. Dykstra stated that his staff also preferred the Canon. The cost of the copier is $8,800, approved through the 1997 budget process, and will be split between his department and the Planning Department. The maintenance rate of .008 also applies. Alderman Suhr moved to approve the purchase of the Canon copiers as requested and execution of the accompanying maintenance agreements for the copiers. Alderman Sanders seconded. Motion carried with Alderman D'Acquisto abstaining. Alderman D'Acquisto resumed the chair. He stated that further discussion on the leased vehicles for the Building Department could be removed. Mr. Dykstra stated the price will remain the same as he negotiated with GMAC not to implement the price increase. Alderman Suhr moved to approve release from Letter of Credit for Deer Creek engineering fees in the amount of $3,309.27 as noted Finance Committee Minutes January 14, 1997 Page 2 a in memo from Plan Director Matt Sadowski. Sanders seconded, carried. Voucher Approval Alderman Sanders moved for approval of General Vouchers in the amount of $546,709.96, Utility Vouchers in the amount of $255.770.52, and Tax Checks in the amount of $11,216,408.50. Alderman Suhr seconded; motion carried. Under Communications, Alderman Rasmussen expressed concern about computer printing problems he experienced while working at City Hall over the weekend, He is concerned that the problems are resolved in a timely manner and asked if the Information Systems Committee should meet to review. Alderman D'Acquisto stated the purpose of that committee was to review and make a determination regarding computer purchases. As that has been accomplished, the committee is no longer needed. The problems need to be communicated to the Mayor, Joe Sommers, or Department Heads involved. It will be at the discretion of the Mayor to determine which committee, if any, should review. Alderman D'Acquisto stated that he has talked to Joe and will discuss with Mayor De Angelis. Alderman Suhr moved to adjourn at 7:30 P.M. Alderman Sanders l seconded, motion carried.
