FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD TUESDAY, DECEMBER 9, 1997
The meeting was called to order at 7:01 p.m. by Mayor De Angelis with Committee
members D’Acquisto, Salentine, and Sanders present. Also present were Aldermen
Slocomb, Woodard, and Patterson (arrived at 7:23 p.m.), Finance Director Gunderson,
Plan Director Sadowski, Clerk-Treasurer Marenda, and Deputy Clerk Blenski. Mr.
Dave Anderson of Ehlers was also present at the request of the Finance Director.
The Mayor noted the meeting was noticed in accordance with the open meeting law.
New Business
Alderman Salentine moved to approve maintenance agreement for time clocks for
Public Works and Public Utilities in the total amount of $230 ($115 each). Alderman
Sanders seconded, carried.
The Mayor noted that discussion relative to collection of fees at posted boat launch
sites during the winter months was referred to the committee by the Parks and
Recreation Board. Alderman Slocomb stated the recommendation from the Board was
that a fee not be charged. It was established specifically as a launch fee for boats.
Discussion took place about snowmobiles being charged an access fee with the
consensus of the committee that a fee not be charged. Alderman Salentine moved to
leave the established fee as is. Alderman Sanders seconded, carried.
Release of Funds
Alderman Sanders moved to approve release of $100 for Kimberly Estates. Alderman
Salentine seconded, carried.
Alderman Sanders moved to approve release of $50,263 as follows: $12,650.84 for
Foxboro and $37,612.16 for Foxboro North. Discussion took place about the resolution
of the bike path issue with the Mayor noting that there were sufficient funds retained to
cover any costs.
Mr. Sadowski discussed the release of funds request for Plum Creek Addition #1 with
the committee. Alderman D’Acquisto requested verification of corporate officers of
Somerset Co. as Waiver of Lien is signed by someone other than Mr. Patch. He noted
time did not allow research to be done prior to this meeting due to communication
between Mr. Patch’s attorney and the Plan Director late Tuesday afternoon. Mayor
noted the Letter of Credit expires on December 15 and requested the committee
approve subject to the verification requested. Alderman D’Acquisto moved to approve
release of $20,859.40 for Plum Creek Addition #1 subject to verification he requested

Voucher Approval
The Clerk-Treasurer asked to address the committee regarding its motion of December
3, 1997 to defer the $600 charge to the Acker property (S64 W18215 Martin Drive).
She noted the amount has already been placed on the tax bill. Alderman Salentine
moved to increase General Vouchers by $600 with a check to be issued for $600 to be
applied to the Acker tax bill. The Finance Director stated the money could be taken
from the City’s miscellaneous expense account. It was noted that the committee
determined the amount would be deferred and paid at the time the property was sold,
or the ability to pay was determined. The Clerk-Treasurer expressed concern about
tracking the item with the Mayor responding that the Building Department software
would allow the item to be entered and tracked. Alderman Sanders seconded; motion
carried.
Alderman D’Acquisto moved for approval of General Fund vouchers in the amount of
$421,894.62, Tax Checks in the amount of $2,500 and Utility Vouchers in the amount
of $106,308.37. Alderman Sanders seconded, motion carried.
Finance Director’s Report
Dawn Gunderson stated she requested Mr. Anderson appear before the committee to
present information on the sale of the general obligation bonds for the police
department addition and library building. Mr. Anderson reported ten bids were received
representing 29 financial institutions. The bid was awarded to Smith Barney, Inc. and
Cronin & Company, Inc. at an interest rate of 4.97%. He noted the interest rate was
very favorable and below what was projected.

Alderman D’Acquisto moved to adjourn at 7:35 p.m. Seconded by Alderman Sanders
motion carried.
