FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD TUESDAY, SEPTEMBER 23, 1997
The meeting was called to order at 7:02 p.m. by Mayor De Angelis. Also present were
Committee members D’Acquisto, Salentine, and Sanders. Aldermen Pionek, Slocomb
Woodard and Patterson (arrived at 7:20) as well as Deputy Clerk Blenski were also
present.
The Deputy Clerk noted the meeting was noticed in accordance with the open meeting
law.
The minutes of the committee meeting held September 17, 1997 were reviewed and
accepted following clarification of early start permit request for Muskego Regency
by Alderman Salentine.
REVIEW OF LICENSE APPLICATIONS
Sueann Witt and Brian Shanklin appeared before the committee and submitted revised
security information requested by the Finance Committee at their September 17
meeting. Alderman D’Acquisto requested further clarification of what measures the
applicant would implement for outside security. Mr. Shanklin stated there will be a
person outside if there is “anything” in the back hall. As the written security information
submitted indicated that outside security would be used for “private parties,” Sueann
Witt agreed to initial change in written submittal in fourth paragraph to read “any
events.” Mr. Shanklin further stated that they are working with someone from the
Waukesha County Sheriff’s Office to create a specific security plan. He asked the
Mayor if someone called his office. Mayor De Angelis responded that someone called
him once to say that he was assisting Mr. Shanklin with security issues and then called
back to advise that he would not be doing so. Mr. Shanklin stated that the individual
could not do the security work himself. The Mayor stated that the individual stated that
he would not be doing anything and wanted the committee to be aware of that fact. Mr.
Shanklin stated he did not have knowledge of that fact. Alderman Sanders moved to
recommend approval of the license with the security plan as revised by applicant.
Alderman D’Acquisto seconded.
Mr. Shanklin stated that previous license holder was subject to a 30, 60, and 90-day
review. He and Ms. Witt would agree to that condition. Alderman D’Acquisto reminded
Mr. Shanklin that the applicant for the “Class B” license in question is Sueann Witt. She
is the person who needs to respond to the questions and Mr. Shanklin has done all of
the talking. Alderman Salentine asked about the capacity. Mr. Shanklin stated outside
security measures will ensure that the capacity is not exceeded. Alderman Salentine
suggested that a 30, 60 and 90-day review be placed on the license as a condition with
the license holder to appear before the committee at the time of review. Alderman
Sanders and Alderman D’Acquisto agreed to include in their motion. Motion to
recommend approval of “Class B” license with conditions as stated carried.

NEW BUSINESS
Discussion took place regarding the revocation or suspension hearing for B. J. Mack’s,
Inc. (d/b/a New Klub 24, S66 W14475 Janesville Road). Mayor stated city could not
locate present license holder to serve Summons as to Complaint on her. Due to all the
circumstances involved, the City Attorney has indicated that the city could proceed to
consider application for a license for this premise without revoking prior license.
Alderman D’Acquisto moved to recommend that the city proceed accordingly.
Alderman Salentine seconded, carried.
VOUCHER APPROVAL
Alderman D’Acquisto moved for approval of General Fund vouchers in the amount of
$553,366.77 and Utility Vouchers in the amount of $429,302.64. Alderman Sanders
seconded, motion carried.
ADJOURNMENT
Alderman Salentine moved to adjourn at 7:24 p.m. Seconded by Alderman D’Acquisto,
motion carried.
