0 MINUTES OF MEETING HELD DECEMBER 10, 1996
The meeting was called to order at 7:00 P.M. by Chairman De Angelis. Also present were Committee Members D'Acquisto,
Sanders and Suhr, as well as Aldermen Patterson (arrived at
7:05), Pionek, Rasmussen, and Salentine, Deputy Clerk Blenski,
Plan Director Sadowski and Jeffrey Mets of MSI.
The Deputy Clerk noted the meeting was noticed in accordance with the Open Meetings Law on Friday, December 6.
The minutes of the previous meeting were reviewed and accepted.
Under Unfinished Business, discussion took place regarding
establishing Planning Department Fee Schedule. Alderman Suhr
stated the fees are being established in keeping with the goals
set during the budget process, however, he would like to see them phased in over time. He expressed concern about areas
where there was no fee charged and now a substantial fee is
being created. Matt Sadowski stated the fees reflect the costs
of his department to perform these functions. Alderman Sanders
questioned why the zoning permit fee for a one and two family
new residence was higher than for a new industrial or commercial
building. Mayor responded that they are also subject to other
review fees such as Building, Site & Operation. Alderman D'Acquisto stated some of this has the net effect of controlling
residential growth, to some extent, which may not be a bad thing
even though it was not the intent. Alderman Sanders stated that
it will not prevent people from building only exclude those that
cannot afford to do so. He does not want the fees to be a means of control. Alderman Salentine asked if we are still less than
other municipalities? Matt responded in some areas we are.and
in some we are not. Alderman Suhr stated he was concerned about the legal defensibility.
Alderman Patterson stated we have been on the low end in the
past. Some of the fees (such as truck parking review) represent
the cost of having a commercial business. Alderman D'Acquisto stated some businesses are small and may be seasonal, such as
snow plowing; the increase in the fee could hit hard. He asked if there could be different fees for seasonal trucks.
Alderman Patterson stated in the case of snow plowing a commercial vehicle is not used. This was created to discourage parking of commercial vehicles. Alderman D'Acquisto stated we cannot use fees to enforce zoning.
Mayor stated Matt went back at the direction of the Committee of
the Whole and created a fee schedule to reflect what you wanted based on time, material, cost and expenses. Alderman Rasmussen asked why are we stepping back? There are costs involved for these services; why should taxpayers pay. Alderman D'Acquisto had to leave the meeting. Alderman Suhr moved to approve to be discussed further by the entire Council. Alderman Sanders seconded; motion carried.
Alderman Pionek asked if Board of Appeals had input in the
increase in their fee. Matt stated he did not present to them.

Alderman Patterson asked if park dedication fees could be increased. Mayor responded that the Finance Committee can
review; there has to be justification. Matt Sadowski was
directed to research. Motion to approve Planning Department Fee
Schedule carried.

New Business
Alderman Suhr moved to defer recommendation regarding costs for light pole on Janesville and Racine as all the information is
not available. Alderman Sanders seconded, carried. Alderman
Patterson stated there were safety concerns and requested Mayor
be authorized to approve subject to the light pole not exceeding
a dollar amount. Alderman Rasmussen stated that entrance at
Culvers is bad also and a light pole should be installed there
as well. Alderman Sanders moved to reconsider. Alderman Suhr
seconded; carried. Sanders moved to approve the cost for two
light poles, one at Culvers and one at the south entrance of
Sentry for an amount not to exceed $1,500 subject to the Mayor's approval. Suhr seconded. Discussion took place regarding if
the light poles could be tied into the lighting of the existing businesses. Mayor stated he was not sure as that lighting is metered. Mr. Metz stated he would check into. Motion carried.
Alderman Sanders moved to approve change in Cellular One

contract per memo from Joe Sommers. Alderman Suhr seconded;
carried. Alderman D'Acquisto returned to the meeting at I:35 P.M.
Alderman Suhr moved to approve entering into the Joint Funding
Agreement with U.S. Geological Survey. Mayor stated that the City has other grant monies that will pay the City's share of
$22,500. D'Acquisto seconded. Suhr added to his motion that it was contingent upon DNR reimbursement. D'Acquisto agreed.
Motion carried.
Release of Funds
Alderman Sanders moved to approve release of $10,650 from the
Letter of Credit for Deer Creek. Alderman Suhr seconded; carried.
Alderman D'Acquisto moved for final release of $1,142.96 from
the Developer's Deposit for MS1 - Pick-IN-Save. Alderman
Sanders seconded; carried.
Alderman Suhr moved for final release of $25,000 from Letter of
Credit for MS1 - Janesville and Racine. It was noted that the City already has the $3,000 to be set aside for landscaping referred to in Matt Sadowski's memo of December 9, 1996.
Alderman Sanders seconded; motion carried.
Alderman D'Acquisto moved to approve preventive maintenance
agreement for Utilities and Public Works time clocks in the
amount of $115 each for period of December 1, 1996 to November 30, 1997. Alderman Suhr seconded; motion carried

0 Voucher Approval
Alderman Suhr moved for approval of General Vouchers in the
amount of $506,336.67 and Utility Vouchers in the amount of
$104,186.67. It was noted that included~ in General Fund
vouchers was a check in the amount of $55,336.67 which represented a transfer to the water utility for the amount paid
by Sprint for their license. Alderman D'Acquisto seconded; motion carried.
Alderman Sanders moved to adjourn at 7:48 P.M. Alderman D'Acquisto seconded, motion carried.
