MINUTES OF MEETING HELD WEDNESDAY, SEPTEMBER 18, 1996

The meeting was called to order at 7:05 P.M. by Chairman De
Angelis. Also present were committee members D'Acquisto, Suhr
and Sanders, and those per the attached list.
The committee noted that the meeting was posted on g/13/96 in accordance with the Open Meeting Law.
Ald. D'Acquisto moved to approve the following applications for Operator's Licenses subject to receipt of fees, favorable police
report and verification of schooling:
Scott Belongia Roulette Jaeger
Kathy Hermanson Charity Quast
Seconded by Ald. Suhr, motion carried 3-O.
Aid. D'Acquisto moved to amend the premise description for Laam,
Inc. (Time Bohne-Agent) for moving operation from one part of
Lincoln Point to the other end and to approve transfer. Seconded
by Ald. Suhr, motion carried 3-O.
Co-applicants for Class B Intoxicating Liquor and Fermented Malt
Beverage License for present Black Duck Inn removed their application and will resubmit with changes.

The Committee noted that the Plan Director has advised that he just received names of two companies that he will be contacting
for quotes for the lighting for the Industrial Park and will have information for the October 2, 1996 Finance Committee
meeting. Ald. D'Acquisto moved to defer. Seconded by Ald.
Suhr, motion carried 3-O.
The committee further reviewed revised quote for Cleaning Service received from Dan Plautz Cleaning Service at the
committee's request. The original quote was for $42,321.36 and
at the suggestion of Mr. Plautz and with the agreement of the
Public Works Department, the cleaning and buffing of tile floors
was changed to two times per month instead of once per week and
the stripping, sealing and refinishing of all tile floors was
changed to two times per year instead of three times per year, resulting in a new quote for 1997 of $41,577.36. Ald. Sanders
moved to recommend acceptance of quote of $41,577.36 for 1997.
Seconded by Ald. Suhr, motion carried 3-O.

The committee further reviewed possible amendment to present
Pension Plan which would incorporate a participant loan program
under the money purchase pension plan maintained by the City of
Muskego. Correspondence from the labor attorneys, Lindner &
Marsack, S.C., dated September 17, 1996, which advised that
legally the City can implement a participant loan program for its money purchase plan if they are willing to accept an increase in paperwork. Ald. Sanders moved to defer until
contracts are approved for 1996. Seconded by Ald. Suhr, motion
carried 3-O.

The committee reviewed the following bids received for the
Denoon Shelter Building:
Schultz Construction $19,711 Katt Construction 36,658 Erdmann Construction 38,482 Hartmann Construction 47,175
The Parks & Recreation Board has requested that the Committee
also authorize a change order in the amount of $523.50 to extend
the concrete slab beneath the structure to a 33-foot width
instead of the original 30-foot width, which would result in an additional $523.50 to the bid award making the contract total
$20,234.50. Ald. D'Acquisto moved to approve the low bid, of $19,711 from Schultz Construction, with funds from the Denoon Escrow Account (#lOO-0000-0331) to be used, and to authorize the
Mayor to sign a change order in the amount of $523.50 for the
additional slab width. Seconded by Ald. Sanders, motion carried
3-o.
Ald. Suhr moved to defer review of contract from Triad
Engineering, Inc., for engineering services for the Muskego Creek and Muskego Canal - Streambank Erosion Control Project until final review is completed by the City Attorney. Seconded
by Aid. Sanders, motion carried 3-O.
The committee reviewed roll for Holz Drive Assessor's Plat and
determined that no payment plan will be offered but that anyone can apply for the City's utility hardship policy. Seconded by
Ald. Sanders, motion carried 3-O.
The committee reviewed the following bids for Muskego Lake
Public Boat Access Dredging Project:
Terra Engineering & Construction Corp. $ 59,409.oo
Inland Dredge Co., Inc. $130,000.00
Ald. Sanders moved to recommend acceptance of low bid from Terra
Engineering & Construction Corp. in the amount of $59,409.00 and
advised that the contract must be reviewed by the Finance
Committee prior to execution with specific conditions for hours of operation, bonding requirements, etc. Seconded by Ald. Suhr,
motion carried 3-O.
The committee reviewed correspondence from Mr. John Davis and
Mr. Hirman Miller, Jr., advising the City that they were in the
process of selling their industrial park property and, in accordance with the Rules & Regulations of the Industrial Park
were offering "right of first refusal" to the City. Ald. D'Acquisto moved to recommend denial of offer to purchase the
property. Seconded by Ald. Suhr, motion carried 2-O.
Ald. Sanders moved to approve the following release of funds for
engineering for the following:

Under Miscellaneous Discussion, the Committee discussed receipt
of two surplus Army vehicles; one being placed in the Parks
Department and one being placed in the Building Inspection Dept.
Ald. D'Acquisto moved to adjourn at 8:31 P.M. Seconded by Ald.
Suhr, motion carried 3-O.
