MINUTES OF MEETING HELD WEDNESDAY, SEPTEMBER 4, 1996
The meeting was called to order at 7:05 P.M. by Chairman De
Angelis. Also present were committee members Sanders and Suhr,
and those per the attached list. Ald. D'Acquisto was excused.
The committee noted that the meeting was posted on August 30,
1996, in accordance with the Open Meeting Law.
Ald. Sanders moved to approve Operator's License for Donna L.
Ballo, subject to receipt of fees, favorable police report and
verification of schooling. Seconded by Ald. Suhr, motion
carried Z-O.
Linda Moore and Randy Martens appeared before the committee to
request a Class B Fermented Malt Beverage and Intoxicating
Liquor License for what is presently known as Black Duck, W145
S8016 Schultz Lane. Ald. Suhr moved to defer to further review
applicant's assessment record and to further look at premise
description and determine agent. Seconded by Ald. Sanders,
motion carried Z-O.
Periodic Operator's review for Dave Burgeson showed no
violations.
Periodic Operator's review with Tammy Singleton for J. C.
Hammers, S66 W14475 Janesville Road, indicated a domestic
dispute that occurred on August 17 and August 23, 1996.
Committee requests report from Police Department.
Ald. Sanders moved to defer further review of lighting proposal as the Plan Director has advised that he is trying to secure
additional bids and will have them for the September 18, 1996
meeting. Seconded by Ald. Suhr, motion carried 2-O.
Ald. Sanders moved to defer further discussion on amendment to
Pension Plan as the City is awaiting information from the labor
attorney.
Mr. Dan Plautz, Plautz Cleaning Service, appeared before the Committee to review his quote for cleaning service for 1997.
The committee noted that this was the only quote received. Mr. Plautz advised the committee that his quote was determined from
following specifications, but he discussed with the committee
different cost-effective options. Ald. Sanders moved to defer
to September 18th Finance Committee meeting to allow Mr. Plautz
to submit a revised quote based on committee recommendations. Seconded by Ald. Suhr, motion carried 2-O.
The committee reviewed request from Firstar Bank to adopt bank depository resolutions that follow their individual format. It was noted that the Auditors have reviewed and have recommended approval. Ald. Sanders moved to recommend approval of

depository resolutions. Seconded by Ald. Suhr, motion carried 2-o.
Mayor De Angelis reported to the committee funding that is
available through the DNR's small projects account for a
proposed dredging project of the lower portion of the Muskego
Canal. Ald. Sanders moved to authorize Mayor De Angelis to
request approval for a Local Aids Agreement to be entered into
between the City and DNR for this funding. Seconded by Ald.
Suhr, motion carried 2-O.
Ms. Jeanette Heckert appeared before the committee to request
payment in the amount of $571.20 for damage to her car that was
parked at her residence on May 25, 1996, and was damaged by a
baseball during a game at Horn Field. This claim had been
submitted to the City's insurance carrier, Wausau Insurance
Company, and has been denied as they feel that the City has
taken appropriate measures to prevent this type of accident and
they see no negligence on the City's behalf. Ald. Suhr moved
to approve payment of claim to be paid out of Account
100.1100.7901 pending receipt of second estimate with payment
not to exceed $571.20, taking the lower of the two estimates,
and to continue to try to collect from Wausau Insurance
Company. Seconded by Ald. Sanders, motion carried 2-O.
The committee reviewed Professional Services Agreement-Executive Search Services with David M. Griffith & Associates, Ltd., to
assist in the recruitment of a new Finance Director. Ald. Suhr
moved to recommend approval of agreement pending clarification of number of candidates and term of contract. Seconded by Ald.
Sanders, motion carried 2-O.
Ald. Suhr moved to adjourn at 8:25 P.M.
