FCM199506070 CORRECTED FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD WEDNESDAY, JUNE 7, 1995 The meeting was called to order at 7:lO P.M. by Chairman De Angelis. Also present were Committee Members Patterson and Sanders, Ald. Suhr, Ald. Rasmussen, Ald. Salentine, City Clerk Jean Marenda, Treasurer Jean Sanders, Assessor Laura Mecha and those per the attached list. The meeting was posted on b/5/95 in accordance with the Open Meeting Law. The Committee reviewed the following applications for Operator's Licenses: Gerry Jacques Donna Jankowski Jill Maciosek Jill Kulas Donna Lipofski Ald. Sanders moved to recommend approval of licenses for Gerry Jacques, Jill Kulas (to be issued after July 1, 1995), Donna Jankowski (to be issued after July 1, 1995) and Donna Lipofski subject to receipt of all fees, favorable police reports and 0 verification of schooling. Seconded by Ald. Patterson, motion carried. Ald. Patterson moved to defer action on application for Operator's License for Jill Maciosek until the June 21, 1995 Finance Committee in order to further review police report and to further clarify minutes of June 1994 concerning denial. Seconded by Ald. Sanders, motion carried. Dennis and Donna Lipofski appeared before the Committee to request a Class A license for sale of beer and liquor at Piggly Wiggly Supermarket on Janesville Road. Ald. Patterson moved to recommend approval subject to Close Foods, Inc. relinquishing license. Seconded by Ald. Sanders, motion carried. Mr. Richard Lucht and Mr. Dennis Case, Lakeview Resort, appeared before the Committee to discuss recent after hours serving violations. The Committee warned them of the seriousness of the violation and stated that further violations may result in suspension or revocation of license. Mr. Bert Schneider, license holder for B. Michael's Tavern, appeared before the Committee to discuss recent noise complaints received from area residents. Bill Knueppel and Chris Metcals expressed their concerns with noise, parking problems, etc. 0 Terry O'Neil spoke generaliy in support of the establishment. 0 0 0 Finance Committee - Page 2 June 7, 1995 The Committee reviewed the attached report on applications for 1995-96 Liquor Licenses. Ald. Sanders moved to recommend approval of all licenses with the following recommendations: Bushy's Pub - Approve only what was approved for 1994-95 Jeff's Black Duck/Happy Daze/Wild Turkey Saloon/Aqualin's - Reviewed and will review again at June 21, 1995 meeting. Clark Refininq & Marketing, Inc. - Hold until new agent appears before the Finance Committee Seconded by Ald. Patterson, motion carried. The Committee further discussed Letter of Credit for CCV (Champions Village) with Scott Krause and John Bernhardt. The Committee deferred action for receipt of formal Water Trust Agreement, DNR approval of water system and Letter of Credit format. The Committee further discussed Elected/Appointed positions with City Clerk Jean Marenda, City Treasurer Jean Sanders and City Assessor Laura Mecha. City Clerk Marenda submitted to the Committee a proposed timeline for charter ordinance amendments. Ald. Rasmussen presented the Committee with a. proposal for keeping the positions as elected, combining the City Clerk/Treasurer position, and hiring a Finance Director who would take over all the comptroller/investment duties. The terms were also discussed and it was suggested that the electedpositions be changed from two year to four year positions. The Common Council will further discuss at the June 13, 1995 meeting with the idea of scheduling an Informational Hearing for possibly Monday, July 10, 1995. Joe Sommers appeared before the Committee to discuss agreement with Ameritech to sign up for a discount calling program called ValueLink. Ald. Sanders moved to authorize three (3) year contract. Seconded by Ald. Patterson, motion carried. The Committee reviewed an Amendment To Contract Of Sale for Lot #l, CSM #7364 of the Industrial Park for Davis/Miller requesting a change in closing date from June 15, 1995 to no later than July 15, 1995. Ald. Sanders moved to approve amendment for extension of closing date. Seconded by Ald. Patterson, motion carried. Mayor De Angelis discussed with the Committee a Delta Group option to purchase an approximate 2 acre parcel which expired on August 1, 1994. Ald. Sanders moved to approve a single listing contract with Mooney LeSage for the parcel (Tax Key 2228.999.015) which is bordered by Saturn on the north and Enterprise on the south. Seconded by Ald. Patterson, motion carried. Finance Committee - Page 3 June 7, 1995 The Committee reviewed memorandum from Parks Director Peter Theis requesting salary adjustments for the Parks Maintenance II person, the most experienced Seasonal employee and himself because of a medical leave of absence of his Parks Maintenance I employee. Ald. Patterson moved to increase the salary of the Parks Maintenance II employee and the senior seasonal staff employee by $l.l6/hr. each, retroactive to May 18, 1995 until the return of the Parks Maintenance I employee, or 14 weeks, whichever is sooner. The $1.16 is additional compensation normally paid for supervision of the 14 week seasonal employees. These employees and the Parks Director will be expected to maintain standards throughout Department. Upon return of the Parks Maintenance I employee, said employee will receive the $1.16 additional compensation for the balance of the 14 weeks. Seconded by Ald. Sanders, motion carried. The Committee reviewed memorandum from City Clerk Marenda regarding a minor error discovered in Resolution #263-94 where the Parks Ranger position was listed as a $5.66 per hour position and the adopted budget and hiring intent had the salary as $5.63 per hour. Aid. Sanders moved to approve Parks Ranger salary as $5.63 as was budgeted for 1995. Seconded by Ald. Patterson, motion carried. The Committee reviewed memorandum from Mark Paulat regarding the 1996 Grant Applications for Priority Watershed and deferred until the June i3, 1945 meeting in order to discuss with Mr. Paulet. The Committee revietr+d memorandum from Mark Paulet regarding Freedom Square engineering proposals which had been reviewed with the DNR and Plan Director Sadowski. Ald. Patterson moved to defer to make a further review of the Rust proposal and then make a decision accordingly. Seconded by Ald. Sanders, motion carried. Ald. Sanders moved to recommend the following requests for Release of Funds: Kimberly Estates (en?.) $ 91.65 Lakewood Meadows Add:!. #l (eng.) $1,229.51 The Committee deferred action on the the Lakeview Highlands North release and determiiled that no release would be made for Durhamswood II as the City will retain the balance of $1,048.44 which were set aside in Section XII of the Subdivider's Agreement for future pond maintenance costs.
