MINUTES OF MEETING HELD WEDNESDAY, SEPTEMBER 7, 1994
The meeting was called to order at 7:lO P.M. by Chairman De Angelis. Also present were Committee Members Patterson and
Sanders, Ald. Woodard, City Clerk Jean Marenda, Recreation Director Gordon Jacobson, and Jeff Metz (MSI). Ald. Dumke was
absent.
Ald. Sanders moved to approve the following applications for
Operator's License subject to receipt of fees, favorable police
report and verification of schooling:
Charlene Olszewski Todd Eichman
Tera Eichman Kent Kasch
Seconded by Ald. Patterson, motion carried.
Ald. Sanders moved to approve a Class B Fermented Malt Beverage
and Intoxicating Liquor License application for Sandra Jeske for
Tootmeister's, W191 S6409 Hillendale Drive (formerly Valley Tap)
pending proof of Seller's Permit, etc. Seconded by Ald.
Patterson, motion carried.
The Committee reviewed correspondence from Chief Johnson
regarding recent violations at Bayside Tavern. The Committee
request that Mr. Phelps & Ms. Rea be notified to attend the
0 September 21, 1994, Finance Committee meeting to discuss recent violations with Committee.
Further discussion on Subdivider's Agreement for CCV (Champions
Village) is deferred until the September 21, 1994 meeting.
Mr. Jeffrey Metz, MS1 Development Corporation, appeared before
the Committee to review the Developer's Agreement for the commercial property on the corner of CTH Y & CTH L. Ald.
Patterson moved to recommend approval subject to all changes
in Finance Committee minutes of August 17, 1994, being
incorporated into Agreement (recreation trail/lighting circuits)
as well as items in Attorney Molter's correspondence of August
26, 1994. Seconded by Ald. Sanders, motion carried. Letter of
Credit will be reviewed at Finance Committee meeting of
September 13, 1994.
Gordon Jacobson appeared before the Committee to further discuss
Recreation Supervisor vacancy and to request that the position become fulltime. Ald. Patterson moved to recommend filling of
vacancy for present part-time position with review of possible
fulltime status to be discussed during 1995 Budget process.
Seconded by Ald. Sanders, motion carried.
The Committee reviewed correspondence from Mediation Center of

Waukesha County requesting the City's participation in the
program which specializes in resolving community-based
disputes. The annual cost of the service is $500.00. The

Committee deferred action until a contract is received which outlines the actual services available.
City Clerk Jean Marenda reviewed with the Committee the
following quotes received for 1995 Cleaning Service for Municipal Buildings:

In addition, the following quotes were received to initially strip and refinish

Ald. Patterson moved to accept low bid from Dan Plautz.
Seconded by Ald. Sanders, motion carried.
City Clerk Jean Marenda reviewed with the Committee reroofing
project budget estimates received from Roofing Consultants,
Ltd., prior to bidding out project.
City Clerk Jean Marenda discussed with the Committee dates that Atty. John Macy will be unavailable for the Board of Review as
well as his inability to be present at any hearings that involve Little Muskego Lake dam owners because of present litigation.
Ald. Sanders moved to recommend retaining of Attorney Julie Gay
(part-time Asst. City Atty. for the City of Waukesha), as
needed, to represent the Board of Review, at a price of
$75.00/hr. Seconded by Ald. Patterson, motion carried.
The Committee reviewed correspondence from Public Works
Superintendent John Loughney advising that the City was recently
awarded L.R.I.P. (Local Road Improvement Project) funds from the State thru Waukesha County Department of Transportation for road
improvements to Bay Lane which were recently completed. supt.
Loughney is requesting that the 1994 Budget be amended to add the following:
Revenue (100.0050.0903) Capital Outlay $12,070.

Transportation
Ald. Patterson moved to recommend amending 1994 Budget to
incorporate the above. Seconded by Ald. Sanders, motion carried.
Tom Schilling, President of the Muskego Police Association, Inc.
appeared before the Committee on behalf of the Association to explain the police officers' view of the Compensatory Time
issue. The Committee suggested that representatives from the Union and Police Department management appear at the September
21, 1994 Finance Committee meeting to try to reach a consensus.

Ald. Sanders moved to defer requested Release of Funds from the Developer's Deposit for Vesbach Estates until determination of
drainage situation. Seconded by Ald. Patterson, motion carried.
The Committee reviewed information from Police Chief Johnson on the 1994 Radio Maintenance Agreement and approved check in the
amount of $2,116.40 for 1995. Seconded by Ald. Patterson,
motion carried.
