FCM19940803FINANCE COMMITTEE - CITY OF NUSKEGO MINUTES OF MEETING HELD WEDNESDAY, AUGUST 3, 1994 The meeting was called to order at 7:lO P.M. by Chairman De Angelis. Also present were Committee Members Patterson, Sanders and Dumke. Ald. Sanders moved to approve Operator's License for Myra Stolze subject to a 3, 6, and 12 month review. Seconded by Ald. Dumke, motion carried 2-1 with Ald. Patterson casting the dissenting vote. Ald. Patterson moved to approve a Class A Beer License for Clark Refining & Marketing (S73 W16680 Janesville Rd.) for 1994-95. Seconded by Ald. Dumke, motion carried. Ald. Patterson moved to approve a Gathering Permit for St. Paul's Lutheran Church for a function to be held on Sunday, August 7, 1994 and to authorize the City Clerk to issue prior to the Common Council meeting of August 9, 1994. Seconded by Ald. Dumke, motion carried. Ald. Patterson moved an Amendment to Outside Premise for Schaumberg Suburban House for Saturday, August 20, 1994, with music until 12 Midnight and sale/consumption of alcohol and beer in the parking lot until 1:00 A.M. Seconded by Ald. Sanders, motion carried. Ald. Sanders moved to approve a Gathering Permit for Saturday, August 27, 1994 for the Muskego Corvette Club at Sindic Olds on Janesville & Racine. Seconded by Ald. Patterson, motion carried. Ald. Patterson moved to approve a Temporary Operator's License for Jerome Neary for the Muskego Corvette Club event scheduled for Saturday, August 27, 1994. Seconded by Ald. Sanders, motion carried. Ald. Dumke moved to approve a Gathering Permit for Muskego Sports, Inc. for August 27, & 28, 1994, to be held at Horn Field. Seconded by Ald. Sanders, motion carried. Nothing was discussed on the Subdivider's Agreement for CCV-Champions Village. The Committee reviewed new draft for Policy Regarding Hiring of Relatives which was provided by the City's Labor Attorney Jon Swain dated August 1, 1994. Ald. Patterson moved to approve revised policy which deletes reference to spouses when an individual is or would be directly supervising a person, with the following additions to the list of Departments: Finance Committee - Page 2 August 3, 1994 ADMINISTRATIVE: Plan Dept., Information Systems PUBLIC UTILITIES Seconded by Ald. Dumke, motion carried. The Committee reviewed correspondence from Parks Director Peter Theis advising that the estimated cost for the Hwy. L Off-Road Path is $23,560 not the originally stated $18,600; Phase I - $9,300, Phase II $9,300, and Phase III - $4,960. Ald. Sanders moved to approve the additional $4,960 required for the bike path for a total of $23,560. Seconded by Ald. Patterson, motion carried. The Committee reviewed proposed amendment to Final Resolution for the Kurtze Lane Road Project (MR-2-85). Ald. Sanders moved to refund $8,620.37 to Mr. & Mrs. Pellmann as per proposed amendment to the original resolution (R209-85) which deletes interest charges and deny the request for interest on the refunded monies. Seconded by Ald. Patterson, motion carried. Ald. Patterson moved to defer Acceptance of Quotes for the Stormwater Management Plan to the August 9, 1994, Finance Committee meeting in order for the Mayor and Plan Director to discuss submitted quotes with the individual companies. Seconded bv Ald. Sanders, motion carried. The Committee reviewed Fees for Labels, Computer Printouts and Electronic Media. Ald. Patterson moved to approve the following rate structure: 2-l/2@ per label 254: per bluebar sheet 1Oc per CPU second for a Computer Disk, plus cost of disk Seconded by Ald. Sanders, motion carried. The Committee reconsidered charges that were sent to Mr. Greg Boehm in the amount of $530.00 for Erosion Control Violations which were sent in error. Ald. Sanders moved to send a letter to Mr. Greg Boehm advising him that he was billed in error. Seconded by Ald. Patterson, motion carried. The Committee reviewed correspondence from City Clerk regarding proposed amendment to the City's Pension Plan. Ald. Sanders moved to recommend amending Section 4.11 to allow division of benefits in accordance with orders for marital property division, maintenance, or child support. Seconded by Ald. Dumke, motion carried. Ald. Sanders moved to approve Release of Funds as follows: Kimberly Estates Plum Creek Addn. #l $2;;26.51 (Engineering) Finance Committee - Page 3 August 3, 1994 Seconded by Ald. Patterson, motion carried. Under Communications, the Committee reviewed memorandum from Chief Johnson regarding violations at the Irish Springhouse. The Finance Committee requests that a letter be sent to the License Holder asking him to attend the August 17, 1994 Finance Committee meeting to discuss violations. The meeting adjourned at 9:lO P.M.
