FCM19940622*CORRECTED FINANCE COMWITTEE - CITY OF NUSKEGG MINUTES OF MEETING HELD WEDNESDAY, JUNE 22, 1994 The meeting was called to order at 7:40 P.M. by Chairman De Angelis. Also present were Committee Members Sanders, Dumke and Patterson (arrived at 7:40 P.M.), Ald. Taube, Ald. Misko and Ald. D'Acquisto. Ald. Sanders moved to approve the following applications for Operator's Licenses subject to receipt of fees, verification of schooling, and receipt of favorable police reports: Sue Erickson Kathleen Rynders J. Bret Miller Steven P. Kersky (Renewal) Seconded by Ald. Dumke, motion carried. Ald. Sanders moved to deny Operator's License to Jill R. Maciosek due to recent license violations at other establishment. Seconded by Ald. Dumke, motion carried. Ald. Sanders moved to defer action on application for Jeannie M. Geddes to the Finance Committee of June 28, 1994, in order to receive police report. Seconded by Ald. Dumke, motion carried. Thomas & Mary Olszewski appeared before the Committee to request a Class B Fermented Malt Beverage and Intoxicating Liquor License for the property addressed SllO W20770 Denoon Road. Ald. Dumke moved to recommend approval subject to relinquishing of license presently being held by Mathew Gus Amann. Seconded by Ald. Sanders, motion carried. Bertram Schneider appeared before the Committee to request a Class B Fermented Malt Beverage and Intoxicating Liquor License for the property addressed 564 W18295 Martin Drive to be named "B. Michaels" (previously The Office). Ald. Dumke moved to recommend approval subject to relinquishing of license presently being held by Equity Credit Corporation. Seconded by Ald. Sanders, motion carried. The Committee reconsidered 1994-95 license application for Mr. Art Dyer and discussed with Mr. Dyer his compliance with original requirements of granting of license; i.e. control of property and approval of Building, Site & Operation plan. Mr. Dyer presented the Committee with the attached letter from his Real Estate Agent advising that an offer has been accepted and the closing was scheduled for Wednesday, June 22, and has been delayed until an environmental assessment is completed. The letter indicates that all other contingencies have been waived. Ald. Sanders moved to recommend approval of 1994-95 license. The motion died for lack of a second. Ald. Patterson moved to Finance Committee - Page 2 June 22, 1994 send to Council with no recommendation. Seconded by Ald. Dumke, motion carried 2-l with Ald. Sanders casting the dissenting vote. Mr. Scott Krause appeared before the Committee to further discuss amendment to "Petition For Improvements and Agreement Regarding Special Assessments" for Country Club Villages, Inc. The following clarifications were agreed to: 1. Any reference to "bank" will be changed to "lending institution". 2. Question if current language is limited to one (1) Letter of Credit or separate Letter of Credits. 3. Further clarification of meaning of "completion of sewers". Ald. Sanders moved to recommend approval subject to the above being approved by the City Attorney. Seconded by Ald. Dumke, motion carried. Ald. Patterson moved to defer action on further review of Resolution #194-84, Resolution #125-86 and Resolution #3-91, Hiring of Relatives, until the July 6, 1994 meeting. Seconded by Ald. Sanders, motion carried. Chairman De Angelis relinquished the Chair to Ald. Patterson and left the room for the following discussion, due to possible conflict of interest. The Committee reviewed present policy, Exhibit A, for issuing of liquor licenses, and discussed how long a license can be held without being used and the requirements under which extensions might be granted. Ald. Patterson moved to refer the whole issue to the Rules, Laws & Ordinance Committee for finalization. Seconded by Ald. Sanders, motion carried. Mayor De Angelis resumed the Chair. No material was received for for Revolving Loan Fund Appl for CATS Nationwide. ication The Committee reviewed correspondence from Parks Director Peter Theis advising that the City has been awarded $7,800 from the Department of Transportation for the HWY L Off-road Extension (Lannon Drive-Parkland South - recreational trail) and that certain requirements need to be met. The City Engineers have proposed to do the necessary engineering for $9,476. There has been $15,600 appropriated for this projects in the Park Dedication Fund account, combined with the $7,800 grant, for a total budget of $23,400. An option to reduce the engineering costs by approximately 50% is to give back the $7,800 grant monies to the State and have Ruekert & Mielke engineer the project without having to provide as many services. Ald. Sanders moved to defer and request additional information from Finance Committee - Page 3 June 22, 1994 Parks Director Theis and City Engineers. Seconded by Ald. Patterson, motion carried. The Committee discussed 1995 Budget Review format. The Committee reviewed memorandum from Chief Johnson, dated June 20, 1994, regarding need to replace battery for the Uninterrupted Power Supply which is malfunctioning and will not sustain the City's emergency equipment or the AS400 computer in the event of a power outage. The battery pack consists of 10 batteries and is recommended to be replaced every three to four years. It was originally planned to be budgeted for 1995. Ald. Sanders moved to approve replacement of Battery Pack with funding from Contingency for a total cost of $2,600. Seconded by Ald. Patterson, motion carried. Ald. Sanders moved to approve Release of Funds as follows: Plum Creek (Engineering) $100.80 Lakeview Highlands-North $2,793.24 (Engineering) $166,472.17 (Contractors) Seconded by Ald.
