MINUTES OF MEETING HELD WEDNESDAY, JUNE 8, 1994
The meeting was called to order by Chairman De Angelis at 7:05
P.M. Also present were Committee Members Sanders, Dumke (left for emergency at lo:20 P.M.), Patterson (arrived at 8:30 P.M.),
Ald. Misko, Ald. Taube, Chief Johnson, Assessor Laura Mecha, Plan Director Matt Sadowski, Mark Paulat, PLWA Grant
Administrator/Soil Erosion Inspector, and those per the
attached list.
Ald. Dumke moved to approve the following applications for
Operator's Licenses subject to receipt of fees, verification of
schooling, and receipt of favorable police reports:

Seconded by Ald. Sanders, motion carried.
Mr. Don Hensiak appeared before the Committee to request a
Temporary Operator's License for Donald Hensiak for the
upcoming Jaycee's Baseball Tournament. Ald. Dumke moved to
recommend approval. Seconded by Ald. Sanders, motion carried.
Mr. Edward Lyon appeared before the Committee to request a
Class "B" Beer License for the Schultz Gun Club for the
remainder of 1993-94 (6/25 - 6/30/94). Ald. Dumke moved to
approve. Seconded by Ald. Sanders, motion carried.
The Committee reviewed the following 1994-95 License Renewals:
LAAN, Inc. Premise description amended to include outside
sidewalk area for month of June-September for specific
times identified on application.
D. h C. Hweitt, Inc. (D. J:s Pub h Grill)
Nautica Pub, Inc.
Jeffrey Bosanac (Black Duck Inn) (effective Midnight
9/22/94)
Waylyn, Inc. (Bushy's Pub) - Amended with the following
restrictions: No outside sales in designated enclosed area
after 1:00 A.M. and no outside sales in parking lot after
11:00 P.M. Exception: Bushyfest Only (July 22-23-24,
1994) No outside sales in designated enclosed area and fenced area of parking lot after 1:00 A.M. on July 22 &
23, 1994 and 11:00 P.M. on July 24, 1994.
Outside Dance Permit for Bushy's Pub approved for Bushyfest
with music until 12:00 Midnight on July 22 & 23, 1994 and until 10:00 P.M. on July 24, 1994.

Seconded by Ald. Sanders, motion carried.
Mr. Scott Krause appeared before the Committee to further
discuss Subdivider's Agreement for Champion Villages as to
proposed Amendment to Sewer Agreement. Ald. Dumke moved to
approved form of submitted agreement, June 7, 1994, and to send
to City 's Bond Attorney for review; with cost of review to be
paid by Mr. Krause, as per previous agreement. Seconded by
Ald. Patterson, motion carried.
The Committee further reviewed Deposit & Forfeiture figures
that were recommended by the Public Welfare Committee at their meeting held March 21, 1994. Ald. Patterson moved to amend and
recommend the following figures:

Seconded by Ald. Sanders, motion carried.
The Committee further reviewed Subdivider's Agreement and
Letter of Credit for Lakewood Meadows Add. #l. Ald. Sanders
moved to recommend approval subject to adding under #2. g.
(Erosion Control) a separate item for $7,000.00 for a
vegetation guaranty as outlined in the Section I. F. 5. in the
Subdivider's Agreement. Seconded by Ald. Dumke, motion carried.
Chief Johnson reviewed with the Committee the proposed Policy
for Harassment in the Workplace. Ald. Patterson moved to
recommend approval. Seconded by Ald. Sanders, motion carried.
The Committee reviewed with Chief Johnson his request for
management training for his department personnel. Northwestern
University is offering an off-campus School of Police Staff and
Command to be held in five two-week blocks starting September 12, 1994, and ending January 13, 1995. The cost of the
training for one sergeant is $2,200 which includes tuition, reference manuals and study materials. Chief explained that he

had training funds available through the State of Wisconsin which would cover $1,200 of the cost and his Training Budget would cover the remaining $l,OOO.OO Ald. Sanders moved to approve above request for training for one sergeant. Seconded by Ald. Patterson, motion carried.
The Committee reviewed correspondence from Treasurer Jean
Sanders, dated May 26, 1994, regarding delinquent Personal
Property Taxes for Inch by Inch. Ald. Patterson moved to
direct the Treasurer to explore all avenues for collection.
Seconded by Ald. Sanders, motion carried.
The Committee reviewed with Chief Johnson the request received from St. Leonard's School to extend the D.A.R.E. Program to
their school. Chief explained that the cost can be absorbed in our current D.A.R.E. program without a serious problem. Ald.
Dumke moved to approve. Seconded by Ald. Sanders, motion
carried.
Matt Sadowski and Mark Paulat appeared before the Committee to
review Priority Watershed Grant Application. Ald. Patterson
moved to recommend approval. Seconded by Ald. Sanders, motion
carried.
Mr. David J. Johnson (Cole-Layer-Trumble Company), CLT, appeared before the Committee to request a three week extension to the Muskego revaluation project. This extension would allow
them to overcome some setbacks that have occurred on the data
processing and field effort portions of this project. Ald.
Patterson moved to recommend extension, noting that in
accordance with the contract, there are two extensions that can
be given; the first one by the Assessor and the second one by
the Common Council, without penalty. Seconded by Ald. Sanders,
motion carried.
The Committee reviewed written communication from City Clerk
Jean Marenda regarding rodents in the Clerks Office and
Building Inspection Department which resulted in Safeway Pest Control being contacted and a treatment completed on May 26,
1994. The report indicated that there would be an ongoing
problem and that a monthly pest control should be intiated at
$30.00 per month. Ald. Patterson moved to recommend approval
of entering into a maintenance program for the balance of 1994
with the amount of $285.00 being transferred from Contingency
to .0900.5200 (maintenance of buildings and grounds). This
transfer would go into effect only if there is insufficient
funds remaining at the end of the year to pay for this
expense. Seconded by Ald. Sanders, motion carried.
Mr. Jim Dallas and Mr. David Mick (Building Construction, Inc.) appeared before the Committee to present a new Offer to
Purchase for Lot 2 of CSM 7293 for 4+ acres on the corner of
Mercury Drive and Enterprise Drive in the amount of $29,500 per
acre for the number of acres defined as buildable as well as

being contingent upon an agreement being reached to allow the
Buyer the potential to use some of the drainage easement
(presently road right-of-way for Mercury Drive) to the east of
subject property for parking. The Committee clarified that
Section I which states, "Buyer and Seller shall cooperate in obtaining necessary engineering and permits to allow for this
drainage easement" will be the financial responsibility of the
Buyer. Ald. Sanders moved to recommend approval of Offer to Purchase with a $25,000.00 per acre figure. Seconded by Ald.
Dumke, motion carried. The revised Offer will be submitted to
the City prior to the Common Council meeting of 6/14/94 for
action.
Chief Johnson brought to the Finance Committee's attention that
two employees of the Police Department are planning to be
married this year and reviewed with the Committee concerns he has with recent amendments to the Wisconsin State Statute
111.322, Discrimination Action Prohibited, which appears to place our Resolution on Hiring of Relatives in contradiction to
the revised law. Mayor De Angelis and Chief Johnson are awaiting further opinions from the City's labor attorney,
Attorney Jon Swain.
