FCM19940406FINANCE COMMITTEE - CITY OF MUSKEGG MINDTES OF MEETING HELD WEDNESDAY, APRIL 6, 1994 The meeting was called to order at 7:20 P.M. by Chairman De Angelis. Also present were Committee Members Patterson and Dumke, Ald. Schneider and those per the attached list. Ald. Schneider appeared before the Committee to discuss requirements for issuing Class B Intoxicating Liquor and Fermented Malt Beverage Licenses. The Committee deferred to the April 12, 1994 meeting to enable research to be done and legal opinion obtained. Ald. Patterson moved to approve the following applications for Operator Licenses subject to receipt of fees, verification of class certification and favorable police report: Anthony Paul Walesa Heather Ann Scheelk Analiza Burns Harold A. Ziebell II Christine Ann Krause Natalie Renee Rawski Seconded by Ald. Dumke, motion carried. Further discussion on Subdivider's Agreement-CCV (Champions Village) was removed from the agenda. Mr. Joseph Thibedeau, S77 W17394 St. Leonards Drive, appeared before the Committee to discuss request for City's participation in funding a fencing project for sideline fencing at the Bay Lane School baseball fields. The proposed cost is approximately $E,OOO.OO and the City is being requested to fund $3,000.00. The Committee reviewed correspondence from Parks Director Peter Theis advising that the Parks & Recreation Board is recommending approval of this project. Ald. Patterson moved to recommend approval of City's participation in the amount of $3,000.00; with the funds to come from either Park Dedication, if eligible, or Contingency. Seconded by Ald. Dumke, motion carried. The request from the Plan Department for additional purchases was removed from the agenda. Mr. Todd Watermolen, Emerald Park, Inc., appeared before the Committee to discuss request for Industrial Revenue Bonds for financing the construction of their landfill and pollution control facility in the amount of $5,881.320. Ald. Patterson moved to deny request. Seconded by Ald. Dumke, motion carried. The Committee discussed distribution of surplus tax incremental monies as a result of dissolving Tax Incremental District #3 in 1993. The amount of $308,775.35 is proposed to be distributed as follows: \ Finance Committee - Page 2 April 6, 1994 Muskego/Norway School District $210,505.07 Waukesha County 34,170.45 WCTC 15,996.23 City of Muskego 48,103.60 Ald. Patterson moved to recommend approval of the above distribution. Seconded by Ald. Dumke, motion carried. The Committee reviewed request for Change of Closing date for a parcel in the Industrial Park from Lloyd S. Hamm from April 30, 1994, to June 30, 1994. Ald. Dumke moved to recommend approval of Change of Closing date. Seconded by Ald. Patterson, motion carried. Building Inspection Director Chuck Dykstra appeared before the Committee to discuss the following proposed amendments to Building Department Fees and Ordinance revisions: Ordinance Revisions: Buildinq Chapter 30, Section 30.05 (8.) Fees - Before receiving a building permit, the owner or his agent shall pay a fee as from time to time established by resolution of the Common Council and listed in Table 1. Such resolution shall remain on file with the City Clerk and in the office of the Building Inspector. In applying the provisions of THIS CODE, in respect to new work, existing buildings, alterations and repairs, the physical value of the work shall be determined by the Building Inspector on the basis of current costs or as otherwise provided in the local ordinances. \ Chapter 30, Section 30.05 (9). Municipal Projects. Fees are waived. Chapter 30, Section 30.09 (f.) - Failure to request required inspections in a timely manner, and/or allowing work to be covered prior to inspection, shall result in the assessment of a penalty fee against the permit holder; said penalty fee to be as from time to time established by resolution of the Common Council and listed in Table #l. Chapter 30, Section 30.50 - Failure to Obtain Permit - It shall be unlawful to commence work prior to obtaining a permit therefore. Penalty fees shall be charged when work is commenced prior to the issuance of a permit; said penalty fees shall be established by resolution and be listed in Table #l. Penalty Fees shall be charged when work is started before permit is applied for and issued, said penalty fees shall be established by resolution and be listed in Table #2 Proposed Changes in Plumbing Permit Fees - Table #2 (Attached) House Numbers Chapter 0, Section 8.03(9)(c) - Amend to read: Numbers shall be supplied by the Building Inspector and the Owner shall pay a fee as from time to time determined by resolution of the Common Council, and listed in Table #l. Ald. Dumke moved to recommend approval of above amendments to Ordinance and amendments to permit fees. Seconded by Ald. Patterson, motion carried. 0 Building Inspection Director Chuck Dykstra discussed with the Committee his request to transfer funds from new Full Time Deputy Inspectors Wage Account to Contract Services Account to enable the Building Inspection Director to hire Independent Finance Committee - Page 4 April 6, 1994 0 Inspection or other individuals on a Contract basis until we can hire a full time inspector with the proper certifications. Ald. Dumke moved to recommend approval of transfer of $6,061.33 from the Salary & Benefit accounts for his department to Contracted Services (Account #100.2500.2400). Seconded by Ald. Patterson, motion carried. The Committee discussed the possible hiring of Special Prosecutor for License Violation and deferred to April 12, 1994 Finance Committee. The Committee reviewed request for clarification of "high school student" in Nonrepresented Personnel Code. Ald. Patterson moved to defer to the April 20, 1994 Finance Committee meeting to allow Mayor De Angelis to confer with Union Representatives and/or City Attorney. Seconded by Ald. Dumke, motion carried. The Committee reviewed lease agreement between Police Department and M. W. Marine, Inc. for lease of the following for use for Water Patrol in the amount of $1,300.00 for four months; May 15, 1994 thru September 15, 1994: 1 (one) Alumacraft 1991 17 Ft. Trophy 170; SN/ACBX7518B191 1 (one) 1991 Mariner 90 ELPTO outboard motor; SN/037234 0 1 (one) Shorelandr' R1918 Trailer; SN/504679 Ald. Dumke moved to recommend approval of lease. Seconded by Ald. Patterson, motion carried. The Committee reviewed Lease Agreement for the Idle Isle Concession between Parks and Recreation Board and Kenneth and Judi Grenz to start on May 15, 1994, and terminate on September 15, 1994 which was recommended by the Parks & Recreation Board. Ald. Patterson moved to recommend approval. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to approve release of funds for Lakeview Highlands-North in the amount of $298,041.50.
