FCM19931103AMENDED FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD WEDNESDAY, NOVEMBER 3, 1993 The meeting was called to order at 7:ClO P.M. by Chairman De Angelis. Also present were Committee Members Sanders and Dumke. Committee Member Patterson was absent. Mayor De Angelis discussed with the Committee the procedure for revocation of liquor licenses. The Committee deferred to discuss options at the November 9, 1993 Finance Committee meeting. Ald. Dumke moved to approve the following application for Operator's License: Linda Rondeau Seconded by Ald. Sanders, motion carried. Mr. Timothy Bohne, agent for Leah's Pizza & Pasta, W137 S6350 Janesville Road (Lincoln Point Center) appeared before the Committee to request a "Class B" Fermented Malt Beverage and Intoxicating Liquor License. Ald. Dumke moved to recommend approval of license. Seconded by Ald. Sanders, motion carried. Mr. Mark Lubecke, W224 57645 Alma Lane, Big Bend, appeared before the Committee to request approval for a Charity Event for a 24-hour endurance run (from noon to noon) to be held on January 8th and 9th, 1994 around Big Muskego Lake. Ald. Sanders moved to recommend approval of waiving of time restrictions. Seconded by Ald. Dumke, motion carried. The Committee reviewed the following proposed additions to the Subdivider's Agreements as recommended by the individual committees: Public Utilities - The Developer shall televise the sanitary sewer system, repair any defects as determined by the City Engineer, and supply the video tape to the City of Muskego, and clean all sewer lines prior to the issuance of building permits and acceptance of the improvements by the City of Muskego. Public Works Committee - 1. To clean all storm sewers prior to issuance of building permits and acceptance of the improvements by the City of Muskego. 2. Retain right to require subdivider to install Finance Committee - Page 2 November 3, 1993 additional storm drainage and erosion control measures prior to acceptance of improvements by the City of Muskego. 3. Grading Requirements for new subdivisions: All site grading plans must be reverified by the Developer's Engineers and must be within six inches of what is listed on the master grading plan. Public Safety Committee - The Committee did not have any recommendation Ald. Sanders moved to direct the Plan Office to incorporate the above recommendations. Seconded by Ald. Dumke, motion carried. Mayor De Angelis advised the Committee that he had met with a representative from each bargaining unit and that the response received back was that there was no objection to the City contracting with PrimeCare Plus for the 1994 health insurance. The Committee will review final contract figures and make recommendation at their Tuesday, November 9, 1993 meeting. Mr. Scott Krause and Attorney Boris Sodos appeared before the Committee to discuss the Subdivider's Agreement with Country Club Villages for Champions Village. The Committee will continue review at their November 17, 1993 meeting. The Committee reviewed United States Geological Survey agreement for Water Resources Investigation of Lake Denoon and the Lake Denoon Advancement Association's local share. Ald. Sanders moved to recommend continuance of contract for 1994 with the City portion of $2,050 being paid from DNR Grant Funds. Seconded by Ald. Dumke, motion carried. The Committee reviewed agreement from the State for Weights and Measures Inspection. Ald. Sanders recommend approval of Contract for $2,250.00 noting that there is a $250.00 increase over 1993. Seconded by Ald. Dumke, motion carried. The Committee reviewed Expiration of Letter of Credit for Country Brook Estates Phase I and Phase II. Ald. Sanders moved to release $27,550 from the Letter of Credit for asphalt work. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to approve the following release of funds: Lakeview Highlands $5,175.78 Lakeridge North $1,022.00 Seconded by Ald. Sanders, motion carried. The meeting adjourned at lo:40 P.M.
