MINUTES OF MEETING HELD WEDNESDAY, MAY 5, 1993
The meeting was called to order at 7:00 P.M. by Chairman De Angelis. Also present were Committee Members Dumke and
Patterson, Ald. Taube, Stan Potrykus (Metropolitan Engineering)
and those per the attached list.
Ald. Patterson moved to approve Operator's License for the
following applicants subject to payment of fees, receipt of
verification of schooling and favorable police reports:
Wendy Fohey Maureen Bratsch
Daniel Bott Robert Sweetman
Seconded by Ald. Dumke, motion carried.
Ald. Dumke moved to recommend approval of Class B Intoxicating
Liquor and Fermented Malt Beverage license for the Nautica Pub,
S66 W14475 Janesville Road, subject to present owner
relinquishing the license. Seconded by Ald. Patterson, motion
carried.
l Ald. Dumke moved to approve a Gathering Permit for The Little Muskego Lake Association to be held June 18, 1993 thru June 20,
1993 for Lakefest to be held at Idle Isle. Seconded by Ald.
Patterson, motion carried.
The Committee reviewed Special Dance Permit application for The
Silver Bullet, 516 W17957 Janesville Road, to be held on June
5, 1993, along with a memorandum from the Police Department
stating that one complaint of loud music was received as a
result of a Special Dance Permit that was issued for June 21,
1992. That complaint was from several blocks away. Ald.
Patterson moved to deny request. Seconded by Ald. Dumke,
motion carried.
The Committee discussed recent violations at E. J. McGeary's with license holder Colleen R. Doss. Ms. Doss indicated that
she will not be renewing her license for 1993-94.
It was noted that the license holder for Fresh Start failed to
appear at the last two Finance meetings to discuss recent
violations. Ald. Patterson moved to send written notification
to the license holder requesting her to appear at the May 19, 1993 Finance Committee meeting indicating that the Committee is
seriously contemplating a temporary 14 day suspension and/or
possible nonrenewal of 1993-94 license.
Ald. Patterson moved to defer until the May 11, 1993, Finance
Committee action on Refuse License applications for Moeller
Disposal Services, Inc. and Expert Disposal Services.

Mr. Stan Potrykus, engineering for the Kilps Development,
appeared before the Committee to discuss the cost breakdown for
the three properties on Kelly Drive that will be served through the Kilps Development. Mr. Bill Brumer and Kathleen Pierquet
were present and Mayor De Angelis advised the Committee of a
letter that he received from Mr. and Mrs. Johnson, dated May 1, 1993, requesting additional information. The breakdown
consists of a per unit cost and also a parcel front foot
assessment cost. Ald. Patterson moved to approve the costs for
front foot assessment and indicated that at this time the 10%
engineering and inspection fee will not be waived. The
assessments will be as follows:

Ald. Dumke, motion carried. All affected parties were in
favor of the above manner of assessment.
The Committee deferred action on bids for Official Newspaper in
order to receive information as to who was given notification of the City going out for bid.
The Committee reviewed information from City Clerk Jean Marenda
stating that it has been the practice in the Clerk's Office to
issue soda licenses to applicants on a continuing basis. The
State Statute state, however, that "Common Council may grant
licenses to such persons as they deem property for the sale of soda water beverages..." She is asking if the Finance
Committee would consider an ordinance to amend the Municipal
Code to allow the City Clerk to issue soda licenses on an ongoing basis as she has been doing. Ald. Patterson moved to
approve authorizing the City Clerk to issue soda licenses on an
ongoing basis and recommends drafting of ordinance. Seconded
by Ald. Dumke, motion carried.
The Committee deferred action on request for release of funds
for grading for Plum Creek Subdivision until receipt of
recommendation from the City Engineers.
Mayor De Angelis advised the Committee that he had received
correspondence from Building Inspection Director Chuck Dykstra
that Tom Chiconas is in receipt of a full non-restricted U.D.C. Construction certification. As per the Common Council action
on February 9, 1993, upon receipt of certification, the hourly
rate will be $13.42 which will be effective retroactive to April 26, 1993.
