MINUTES OF MEETING HELD WEDNESDAY, JANUARY 6, 1993 '@
The meeting was called to order at 7:OO P.M. by Chairman
Salentine. Also present were Committee Members Patterson, Dumke
and Sanders, Information Systems Director Joe Sommers and Public
Works Foreman Wayne Delikat.
The following applicants appeared before the Committee to
request an Operator's License:

Ald. Dumke moved to approve above licenses subject to receipt of
all fees and favorable police report. Seconded by Ald.
Patterson, motion carried.
Mr. A1 Dwyer appeared before the Committee to discuss conditions
for issuance of Class B license that were established by the
Finance Committee at their meeting held July 8, 1992. Mr. Dwyer
submitted documents to the Committee which verify that premises
is under his control, but has not received Building Site &
Operation approval by the Plan Commission. Ald. Patterson moved
to grant a 120 day extension to allow details for acquiring
title to be worked out and also to allow for architectural plans
to be submitted to the Plan Commission for Building, Site &
Operation approval subject to Attorney Molter reviewing and
determining if the Committee is able to allow extension past the
January 1, 1993 established date. Seconded by Ald. Dumke,
motion carried. It was understood by all parties that if all
conditions are not met and this establishment does not become a
reality, that the license will revert back to the City.
The Committee reviewed General Facility Agreement between the
City of Muskego and Muskego-Norway School District. Ald.
Sanders moved to recommend approval. Seconded by Ald.
Patterson, motion carried.
The Committee did not receive any information from the Parks
Director as requested in their minutes of December 16, 1992,
and, thus, deferred action until their January 20, 1993 meeting.
Review of Muskego Volunteer Fire Company available funds was
deferred.
The Committee reviewed bids for the brush recycling center
project as follows:

Ald. Patterson moved to recommend approval of low bid of Badger
Fence in the amount of $10,800.00 for fencing and Payne & Dolan
for the gravel and TB, pending Plan Commission approval of the
revised Building, Site & Operation plan. Seconded by Ald.
Sanders, motion carried.
Joe Sommers reviewed with the Committee a Disaster Recovery Plan
that he put together per the request of the City's auditors. The
Committee reviewed and place on file.
The Committee reviewed the 1993 Settlement for the Police Union,
as attached, and recommended approval.
The Committee reviewed the 1993 Settlement for the Public
Works/Utility Department, as attached, and recommended approval.
The Committee reviewed the 1993 Settlement for the
Non-represented personnel, as attached, and recommended approval.
The Committee reviewed proposed Policy Statement regarding
Health Insurance that was submitted by the City Clerk and
deferred until the January 20, 1993 Finance Committee meeting.
The creation of a Utility Foreman Position and Establishing the
Salary Scale was deferred to the Public Utilities Committee
scheduled for January 21, 1993.
Ald. Dumke moved to approve the following Release of Funds:
Foxboro Subdivision $74,515.00
Restful Lane (Tom Wernette) - It was determined that the
existing Letters of Credit be transferred to a single
Developer's Deposit and that no funds be released
at this time.
Mutza - Release of $1,007.55 in Developer's Deposit
to Developer. All improvements have been
accepted by the City.
Settler's Creek - Engineering Bill - $559.20
Settler's Creek - Street Signs - $120.00
Authorization to transfer $4,600 from Breann Ridge
Letter of Credit into Developer's Deposit to cover
$1,000.00 for street lights and $3,600.00 for dumpsters.
The meeting adjourned at 10:30 P.M.

ARTICLE VII - HEALTH AND WELFARE
Health Insurance
The Employer agrees to pay the entire cost of Compcare Point of
Service, Option Z", effective 01-01-93. If there is any change in the
Health Care Provider during the term of this agreement, the replacing
coverage shall be equal to or greater than the benefits in effect
during 1993 In addition, there shall be no increase in the co-pay
maximum during the term of this agreement Employees who opt to enroll
in Compcare Point of Service, Option l", may do so, but will need to
pay for the difference between the two options.

Section 1 - Longevity/Health Insurance
Paragraph G
On January 1st of 1993, 1994, and 1995, the City agrees to deposit
into this fund the value of one sick day for each employee, with this
day being subtracted from each employee's sick leave account For
employees hired during the calendar year, they shall have a sick leave
day subtracted from their sick leave account on December 31st of that
year, with the value of the day being added to the fund.
ARTICLE X - TIME OFF FOR FUNERALS
Section 1 - In the event of the death of any employee's mother, father,
spouse, child, brother, or sister, three (3) days leave of absence with
pay shall be granted. In the event of the death of any employee's
grandparents, or spouses immediate family, up to three (3) days leave
of absence with pay will be granted for the purpose of making funeral
arrangements or attendance at funeral
Section 2 - Spouse's immediate family shall include children, parents,
grandparents, brothers and sisters
If the employee believes that additional berievement days are
necessary, that employee shall be allowed to take reasonable sick leave
for that purpose
ARTICLE XVII - TERMINATION
Contract to expire on December 31, 1995
PUBLIC WORKS SETTLEMENT
1993-1994-1995
ARTICLE 111, PROBATIONARY PERIOD ,* 3.04 New employees shall be eligible for paid holidays and
health insurance after one (1) month of employment, and life
insurance on the first of the month following one (1) month of
employment.
ARTICLE IV, RETIREMENT PROGRAM
4.02 The Employer agrees to pay the employee's cost of
administrating the pension plan.
ARTICLE V, WAGES & BENEFITS
5.01 Salary Increase of 4% per year for 1993,
1994 and 1995
ARTICLE XVII - INSURANCE
Section 17.02 to be replaced with the following concept:
17.02 - The City agrees to pay the entire cost of
CompCare Point-of-Service Option I1 Health
Plan effective 01-01-93. If there is any
change in the Health Care Provider during
the term of this agreement, the replacing
coverage shall be equal to or greater than
the benefits in effect during 1993. In addition,
there shall be no increase in the co-pay maximum
during the term of this agreement. Employees who
opt to enroll in Compare Point-of-Service Option I
may do so, but will need to pay the difference
between the two options.
ARTICLE XVIII - SAFETY EQUIPMENT
18.05 All members of the Public Works Department and the
Public Utility Department shall be provided, per year,
a $60.00 safety shoe reimbursement.
ARTICLE XXVII - TERMINATION OR AMENDMENT OF AGREEMENT
27.04 This Agreement shall be effective as of January 1,
1993 and shall remain in full force and effect up
to and including December 31, 1995.
ADDITIONAL:
Exhibit showing salary scales will reflect a reclassification
for Public Works/Utility Secretary to the following base salary
scale for 1993:

AMENDEMENT TO PERSONNEL CODE FOR MANAGEMENT AND
OTHER NON-REPRESENTED EMPLOYEES FOR 1993, 1994 AND 1995
ARTICLE IV - RETIREMENT PROGRAM
4.01 - Increase pension contribution of those non-represented
employees who receive a cents-per-hour benefit in accordance
with the 1993-95 AFSCME settlement.
ARTICLE V - WAGES & BENEFITS (Exhibit "A")
Salary Increase of 4% per year for 1993, 1994 and 1995 on new
base salaries established by Resolution #325-92 As Amended,
but no increase to all minimum wage classifications, except to
Library Page who will receive the 4% at the 9mos. and 24mos.
level only. Delete Draftsperson who now is covered by AFSCME.
Increase base salary of Public Works Foreman to $15.51 and Asst.
Foremen to $14.97 before the 4% increase. Add .52 cents per
hour (.50 plus 4%) to 18 month salary of Parks Maintenance
Person for 14 weeks in the summer while supervising seasonal
help.
Note that the Public Works Foreman and Asst. Foremen have been
deleted from the Public Works/Utilities Agreement and added to
Non-represented.
ARTICLE IX - HOLIDAYS

9.01 - Delete New Year's Eve Day Holiday and add One Floating
Holiday for non-represented employees in the Clerk's and
Treasurer's Offices.
ARTICLE X - OVERTIME
10.01 - Overtime is paid for all hours over 40 per week - not
"regular shift of hours".
10.02 Add: Compensatory time off may be accumulated, but not
in excess of 60 hours at any one time.
ARTICLE XVII - INSURANCE
17.01 - The City agrees to pay the entire cost of CompCare
Point-of-Service Option I1 Health Plan effective 1/1/93. If

17.05 - Change to read: Retired persons may choose to continue
their health insurance coverage at their own cost after ten (10)
years of continuous service and the employee is 55 years of age
or over at the time of retirement.

C. Miscellaneous. Change $45.00 per year safety shoe allowance
Change uniform maintenance benefit for Police Chief and
Lieutenants to be the same as Team 5 Police Officers.
Include Public Works Foreman and Asst. Utilities Foremen to
receive same benefits as Superintendents of Public Works and
Utilities.
. to $60.00 safety shoe reimbursement.
This Personnel Code shall be in effect for the period January 1,
1993 through December 31, 1995.
