FCM19921216FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD DECEMBER 16, 1992 0 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Patterson, Dumke and Sanders, Building Inspection Director Chuck Dykstra, Plan Director Larry Kirch, Information Systems Director Joe Sommers, and Parks Director Peter Theis. Ald. Patterson moved to approve the following applications for Operator Licenses subject to receipt of fees and favorable police reports: Amy Kremnitzer Michelle Cowling Brian Urbancic Seconded by Ald. Dumke, motion carried The Committee reviewed with Chuck Dykstra, Larry Kirch and Joe Sommers the Negotiating Committee's recommendation for Non-represented base salary rates for 1993. Ald. Patterson moved to leave Utility Superintendent at same level as 1992. The motion died for lack of a second. Aid. Sanders moved to approve the base salaries as recommended by the Negotiating Committee. Seconded by Ald. Dumke, motion carried with Ald. Patterson casting the only dissenting vote. Chief Johnson provided the Committee with a memorandum advising that the Waukesha County Police Chiefs' Association Squad Purchase Consortium has merged with V.A.L.U.E. in Local Government, a cooperative purchasing program of Southeastern Wisconsin. As a result, the following bids for a total of 129 new squads was received: Base Price with Specifications Ho12 Motors $12,704.30 Boucher Chevrolet 12,920.30 Boucher Ford 12,905.30 Ewald Chevrolet 12,733.30 Hiller Ford 13,108.30 Kayser Ford 12,824.30 Southgate Ford 12,971.30 Gross cost for four (4) squads $50,817.20 Trade-in of three (3) squads -15,ooo.oo Net Cost $35,817.20 0 Ald. Patterson moved to approve purchase of four (4) squads and Trade-in of three (3) squads for the total purchase price of $35,817.20. Seconded by Ald. Sanders, motion carried. -- - .- Finance Committee - Page 2 December 16, 1992 Parks Director Theis reviewed with the Committee anticipated expenditures for Park Headquarters Building Restoration. Ald. Sanders moved to defer until the January 6, 1992, Finance Committee meeting in order for Mayor Salentine and Parks Director Theis to confer with the City Attorney on the legality of bidding costs in question, to determine method of bidding and to allow time for an on-site inspection. Seconded by Ald. Dumke, motion carried. The Parks and Recreation Board has advised the Finance Committee that they are recommending leasing the city-owned land at Parkland Plaza and an outlot of Woodcrest Heights for the 1993 Crop Year. Ald. Dumke moved to approve leasing of both parcels and directs that an ad be placed as in prior years. Seconded by Ald. Sanders, motion carried. Treasurer Sanders submitted to the Committee a copy of a letter received from Attorney John Macy regarding delinquent personal property taxes of the New Berlin Company, Inc. Treasurer Sanders advised that she felt that Attorney Macy should be directed to continue to take the necessary action to collect these delinquent personal property taxes. Ald. Patterson moved to recommended that the City Treasurer pursue every effort to collect delinquent taxes. Seconded by Ald. Dumke, motion carried. Ald. Sanders moved to recommend approval of entering into the 1993 Joint Funding Agreement for the Lake Water Quality Monitoring Program for Lake Denoon. Seconded by Ald. Dumke, motion carried. Ald. Patterson moved to defer action on the General Facility Agreement between Norway School District and the City of MUSXEGG until the January 6, 1993, Finance Committee meeting. Seconded by Ald. Dumke, motion carried Review of available funding for the Muskego Volunteer Fire Company was removed from the agenda. Ald. Patterson moved to recommend acceptance of all improvements for Breann Ridge Subdivision and recommend release of the Letter of Credit, subject to $3,000.00 being transferred into the Developer's Deposit. Seconded by Ald. Sanders, motion carried. Sanders moved to recommend approval of Races On Ice for Muskego Icetronauts to be held at the Bunter's Nest on February 14, 1993. Seconded by Ald. Patterson, motion carried. Ald. Patterson moved to recommend approval of Service Agreement for Chief's Software for the Police Department for 1993 in the amount of $9,900. Seconded by Ald. Dumke, motion carried.
