FCM19921202FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD WEDNESDAY, DECEMBER 2, 1992 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Patterson, Dumke, and Sanders, Building Inspection Director Chuck Dykstra, Information Systems Director Joe Sommers, Public Works Assistant Foreman Marvin Palubicki, John Henderson (Mooney, LeSage), Harold Deback and Joseph Santi. The Committee further reviewed the operator's license for David Fiebrink. Ald. Dumke moved to recommend approval. Seconded by Ald. Sanders, motion carried. Ald. Patterson moved to approve the following applications for Operator Licenses subject to receipt of all fees and favorable police reports: Colleen King Kathryn Bosch Cathy Martin Linda Kopp Seconded by Ald. Dumke, motion carried. The Operator's License for Ronald Scheel was deferred until the December 8, 1992 Finance Committee meeting to allow for the applicant to be reinterviewed. Discussion was held with Mr. DeBack and Mr. Santi on the extension of Enterprise Drive in the Industrial Park. It was noted that by Resolution #212, Authorization to apply for Transportation Facilities Economic Assistance and Development (TEA) Grant for Enterprise Extension, the City authorized the project to be eligible for TEA Grant funding which requires an environmental assessment to be completed and the project publicly bid. Based upon the City Engineer's estimated costs, the feasibility of the project is dependent upon the 50% grant funding. Final determinations will be made after bids are received. The Fire Protection Contracts with Tess Corners Volunteer Fire Department and Muskego Volunteer Fire Company were reviewed and the Committee recommended approval. A discussion was held with John Henderson (Mooney, LeSage), the City's Industrial Park Broker, on lot prices for 1993. Ald. Dumke moved to recommend establishing an asking price of $29,500 per acre, effective March 1, 1993. Seconded by Ald. Sanders, motion carried. The present asking price is $28,000 per acre. The Committee reviewed and approved Title 19 Write-offs in the amount of $899.65 and Collection Agency Write-offs in the amount of $7,499.30 for 1991/92 and recommended approval of write-offs. Finance Committee - Page 2 December 2, 1992 Information Systems Director Joe Sommers, Building Inspection Director Chuck Dykstra and Public Works Assistant Foreman Marv Palubicki appeared before the Committee to discuss non-represented 1993 base salary scales with the Committee. The Committee deferred action until the Wednesday, December 16, 1992 meeting. The Committee reviewed request for time extension for payment of sewer assessment for Mr. Harold DeBack. Mr. DeBack is requesting a 120 day extension in order to determine if the Enterprise Drive Extension becomes a reality. Ald. Sanders moved to approve a 120 day extension. Seconded by Ald. Dumke, motion carried. The Committee reviewed and recommended approval of the following positions for 1993: Student Employee - 19 Hours per Week - Plan Dept. $4.25 per hour Student Employee - 15 Hours per Week - Clerk's Office $4.25 per hour Erosion Inspector - Full Time $8.50 per hour - start $9.00 per hour - after six months Ald. Dumke moved to recommend approval of Offer to Purchase for the Industrial Park received from Kids Kampus Group, Inc. for a 2.4002 acre parcel to the south of Enterprise at Challenger in the amount of $40,000. Seconded by Ald. Patterson, motion carried. Ald. Patterson moved to approve the following Release of Funds: Ann Drive (Street Trees) - $936.00 Lake Point Estates - $805.20 Breann Ridge - $364.00 Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to approve the following Service Agreements: NSC, Inc. (Library Software) $6,995.00 HTE (Building Software) $2,650.00 BRC: Financial Systems $2,360.00 Payroll System $1,940.00 Accounts Receivable $1,070.00 Cash Receipts $1,490.00 Seconded by Ald.
