MINUTES OF MEETING HELD SEPTEMBER 16, 1992
The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Patterson and
Sanders and Information Systems Director Joe Sommers.
Ald. Patterson moved to approve a Class B Fermented Malt
Beverage and Intoxicating Liquor License for Jill R. Maciosek
for "Fresh Start" located at SlOO W20874 Denoon Road (Amann's)
subject to previous owner relinquishing license. It was noted
that this license is to include entire premise including
parking lot. Seconded by Ald. Sanders, motion carried.
.Ald. Patterson moved to approve an Operator's License for the
following applicants subject to payment of fees and receipt of
favorable police reports:
Sandra J. Platke Kathy Staszak
Dawn Ritchie Michelle Lee
Seconded by Ald. Sanders, motion carried.
The Committee discussed establishing salaries for elected
officials. The salary of Aldermen for Districts 1, 3, and 5
m
for the term 1992-1994 is $5,056.20 and the Aldermen for Districts 2, 4, 6, and 7 is currently $4,770. The Committee
made the following recommendations:
1. The salary for the Aldermen in Districts 2, 4, 6, and 7
be raised to the other aldermen's salary rate of $5,056.20 for the 1993-95 term.
2. The Mayor's salary to be increased $l,OOO.OO to stay
consistent with the Finance Committee's intention of having the Mayor's salary $l,OOO.OO higher than the City Clerk's salary.
The Committee will confer with the City Attorney to determine
how this can be implemented in lieu of different terms for the two positions. There will be no change in the Mayor's benefits.
3. The City Clerk has requested that the method of payment
to all Aldermen, effective April, 1993, be changed to make
payment after work performed rather than in advance which is the method of payment for the two new Aldermen and the majority
of all other employees. The Committee determined that all new
aldermen will go on line with the new pay system and existing
aldermen to stay at present system.
Joe Sommers reviewed with the Committee the renewal of the
Property Tax Assessment and Billing Services Agreement with

Waukesha County. By this agreement, the County proposes to
provide data services to assist the City of Muskego in the preparation of assessment rolls and tax bills. Following are
the rates for the 1993 and 1994 agreement:

1993 Contract Rate of 82@ per parcel of Taxes Batch
1993 Contract Rate of 934 per parcel of Taxes On-Line
1993 Contract Rate of $1.10 per parcel of CAMA Processing
All 1994 rates will be the same plus the Consumer Price
Index for 1992, not to exceed seven percent.
Ald. Sanders moved to recommend approval of agreement.
Seconded by Ald. Patterson, motion carried.
The Committee reviewed Quotation for Janitorial Services for
1993 at a monthly total of $1,909.45 which is a 2% increase
across the board. Ald. Patterson moved to recommend approval.
Seconded by Ald. Sanders, motion carried.
The Committee discussed correspondence received from Attorney
Donald J. Murn, the attorney representing the property owners
involved with the Little Muskego Dam claim which indicated that
before they would allow soil borings to be done by Midwest
Engineering, they wanted the City to guarantee that any and all
property damage they may incur as a result of the soil borings
being done will be repaired by the City to its present condition; the guarantee may be in the form of an insurance
policy or some other equivalent. Second, they want at least
one weeks' notice as to the exact date and time the drilling
will be done on each of their properties. This is to enable
each property owner to be present during the drilling. The
Committee felt that the one week notice was legitimate, but
felt that there needs to be some cooperation when the City is
trying to help them reduce their liability.
The Committee discussed Mass transit and light rail proposal
but took no action.
The Committee discussed the $lO,OOO.OO contribution from Terra
Development earmarked for the expansion of Muskego Volunteer
Fire Company's Station #l. Ald. Sanders moved to approve the
$lO,OOO.OO and to. add to the $25,000.00 to increase the
Contingency amount. Seconded by Ald. Patterson, motion carried.
Joe Sommers reviewed with the Committee software and hardware
maintenance agreements for water utility. Action was deferred
in order to secure figures for per use charge.
Joe Sommers discuss purchasing equipment to enable personnel to
work on special projects from home. The hardware proposed would cost $215.00. The Committee denied request due to
setting a precedent for future requests.
Ald. Patterson moved to approve the following Release of Funds
for engineering bills:
