FCM19920722FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JULY 22, 1992 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Sanders, Dumke, and Patterson and Building Inspection Director Chuck Dykstra. Ald. Dumke moved to approve Gathering Permit for St. Paul's Evangelical Lutheran Church for Sunday, August 2, 1992. Seconded by Ald. Patterson, motion carried. Ald. Sanders moved to recommend approval of the 1992-1993 Class B Fermented Malt Beverage and Intoxicating Liquor License for Waste Management of Wisconsin, Inc. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to recommend approval of the following applications for Operator's Licenses subject to receipt of fees and favorable police reports: Kevin Frasier Wilma Osgood Matthew Lenzen Lisa Wojciechowski Heather Domres Seconded by Ald. Sanders, motion carried. The Committee reviewed correspondence from Waukesha County inquiring as to whether or not the City will continue to participate for the next three years in the Community Development Block Grant (CDBG) Entitlement Program. Ald. Dumke moved to recommend that the City not enter into the agreement. Seconded by Ald. Patterson, motion carried. Chuck Dykstra appeared before the Committee to discuss Soil Erosion Inspector position. The person in the position was hired with the understanding that there would be a salary increase after six months of satisfactory employment. Chuck was not aware that a part-time position is further clarified in the Personnel Code which states that "Employees hired after l/1/88 who work under 30 hours per week, shall reach the 6 month level after working 9 calendar months". Ald. Patterson moved to deny request. Seconded by Ald. Sanders, motion carried. The Committee reviewed contract with State of Wisconsin Department of Agriculture, Trade and Consumer Protection for weights and measures inspections done for the City of Muskego. The contract period is from July 1, 1992 through June 30, 1993. The amount of the contract will be $Z,OOO.OO. Ald. Dumke moved to recommend approval of contract. motion carried. Seconded by Ald. Sanders, Finance Committee - Page 2 July 22, 1992 The Committee reviewed exterior restoration specifications for Parks Building submitted by Parks Director Peter Theis. Ald. Sanders moved to recommend authorization to proceed with preparation of specification and bidding of project. Seconded by Ald. Patterson, motion carried. The Committee reviewed communication from City Clerk Marenda regarding an employee's interest in participation in a dependent care program which could be achieved by amending the City's present cafeteria plan to allow for dependent care payments on a pre-tax basis. The dependent care program is a separate contract which would require 5-6 hours at $110.00 per hour. Ald. Patterson moved to disapprove request to include dependent care benefits. Seconded by Ald. Dumke, motion carried. The Committee deferred action on agreement between City of Muskego and Midwest Engineering Services, Inc. for Subsurface Exploration until more information is provided. Mr. Kent Kosobucki appeared before the Committee to review Subdivider's Agreement and Letter of Credit for Foxboro Subdivision. Ald. Patterson moved to recommend approval subject to amending the Subdivider's Agreement to state that three (3) model homes can be built by the developer or assignee; monies are included in the asphalt allotment for paving of bike trail; and the Letter of Credit be increased to $331,000 to include light pole for entrance to Subdivision. Section V. Miscellaneous Requirements will also be amended to read, "The Developer shall install, at his own expense, all decorative street signs. The City will draw from the Letter of Credit, at time of the acceptance of improvements, an amount sufficient to cover the cost of replacing the signs." Seconded by Ald. Dumke, motion carried. Ald.
