FCM199201080 FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 8, 1992 The meeting was called to order by Chairman Salentine at 7:00 P.M. Also present were Committee Members Hilt, Dumke and H. Sanders, and John Henderson (Mooney,LeSage). Ald. Hilt moved to approve Operator's Licenses for the following applicants subject to receipt of favorable police reports and submittal of all fees: Jodi Bee Miller Theresa Ann Moore Daniel LaPaz Seconded by Ald. Dumke, motion carried. 0 The Finance Committee discussed purchase of copy machine for the Clerk's Office reviewed correspondence from Attorney Molter dated January 7, 1992, regarding private interest in a public contract. It is Attorney Molter's opinion that contracting with a company for a purchase exceeding $7,500, that is an alderman's employer, would result in a violation of Section 946.13(l) of the Wisconsin Statutes prohibiting a private interest in a public contract. The Finance Committee agrees with the above legal opinion. John Henderson appeared before the Committee to discuss a 1992 promotion budget for the Industrial Park Addn. Ald. Hilt moved to ;~:;z;; an amount not to exceed $4,538.00. Seconded by Ald. H. , motion carried with Ald. Dumke voting "no". Ald. Dumke moved to approve entering into a 1992 General Services Agreement with Ruekert & Mielke for engineering services for the City of Muskego. Seconded by Ald. H. Sanders, motion carried. Ald. Hilt moved to recommend approval of Cleaning Contract for 1992 with Plautz Cleaning Services at a rate of $1,558.28 per month. Seconded by Ald. Dumke, motion carried. Ald. H. Sanders moved to recommend approval of purchase of Dictaphone for the Police Department, which is an approved 1992 capital expenditure, in the amount of $21,329.60. The old machine will not be used for a trade-in. Seconded by Ald. Hilt, motion carried. The Committee reviewed the 1992 Police Union Settlement which is a one year contract with a 5% salary increase and a $45.00 increase in clothing allowance. Ald. Dumke moved to recommend approval of agreement. Seconded by Ald. H. Sanders, motion carried. 0 The Committee reviewed the 1992 Public Works Department Settlement which is a one year contract with a salary increase of 5% and a $45.00 allowance for safety shoes. Ald. Dumke moved to recommend approval. Seconded by Ald. H. Sanders, motion carried. l Finance Committee - Page 2 January 8, 1992 The Committee reviewed and recommended the 1992 Non-represented Settlement as follows: 1. Recreation Director's 18 month salary rate be established at the same rate as Parks Director. 2. Utility Superintendent's 18 month salary rate be established at an 18 month salary rate of $34,003.62. 3. Salary rate increase of 5%, after above adjustments, as per Exhibit A of the Personnel Code. The Committee discussed the terms of the employee's pension plan regarding percentage vs. hourly rate and time of employment before contribution and recommended no changes. Ald. H. Sanders moved to recommend the above 1992 Settlement for Non-represented and the Management and Other Non-represented Personnel Code and to direct the City Clerk to place a Closed Session on the January 14, 1992 Common Council Agenda to discuss with the Common Council. Seconded by Ald. Dumke, motion carried. A suggestion was made by the Finance Committee that all bargaining teams establish a policy for employees who do not wish to take health insurance through the City for 1993. Ald. Hilt. moved to recommend amendment to Offer to Purchase for Industrial Park Add. for Dalal to change the closing date from January 31, 1992, to March 16, 1992. Seconded by Ald. H. Sanders, motion carried. Ald.
