FCM19911106FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD NOVEMBER 6, 1991 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke, H. Sanders and Hilt, John Henderson (Mooney,LeSage), Information Systems Director Joe Sommers, Mr. Scott Krause and Financial Consultant Seegar Swanson. Ald. Dumke moved to recommend approval of the following applicants for Operator's License subject to payment of fees and receipt of favorable police report: Joseph Rozek Dean E. Schweitzer Brian J. Yager Seconded by Ald. Hilt, motion carried. Joe Sommers reviewed with the Committee various requests for computer purchases which were 1991 budgeted items: 1. Upgrade the Bookkeeper's PC to allow for large spreadsheets at a cost of $681.60. 2. Purchase of three (3) printers and one terminal for the Library at a cost of $4,985. 3. Interface of Police Dept. 911 System at a cost of $7,300. Ald. Hilt moved to recommend approval. Seconded by Ald. Dumke, motion carried. A memorandum from Superintendent Loughney was reviewed which requested a budget transfer of $l,ZOO.OO due to increased road striping: From: #0100.5500.3416 - Sand & Salt To: #0100.5200.3413 - Other Road Materials Ald. Dumke moved to recommend approval of transfer. Seconded by Ald. H. Sanders, motion carried. A discussion was held regarding the possibility of going out for bids for Cleaning Services for 1992 and the Committee decided that since the consensus of staff was they were satisfied with the present service, the City would stay with the present cleaning service. Ald. Hilt moved to approve Maintenance Agreement for HVAC for the Northeast and Woods Road Life Stations at a price of $100.00 per lift station. This is the same price as last year. Seconded by Ald. H. Sanders, motion carried. Finance Committee - Page 2 November 6, 1991 Ald. Dumke moved to approve payment of secretarial fees for Stoneridge Landfill in the amount of $199.96 for the period May 1 through October 20, 1991. Seconded by Ald. H. Sanders, motion carried. The first draft of the Financial Agreement between the City of Muskego and the Muskego Lakes Corporation/Country Club Villages was reviewed by the Committee with Scott Krause and Seegar Swanson. One of the concerns of the Committee is the long range commitment of RECs as described in item "F" of the agreement. The Committee discussed architectural fees for the Muskego Volunteer Fire Department Proposed Building and deferred until the November 12, 1991, meeting. The Committee deferred action on the Disallowance of Claim for Salvatore Orlando until the November 12, 1991, meeting in order to do further research. John Henderson appeared before the Committee to review progress of sales in the Industrial Park Addn. and the publicity which has been advanced by Mooney,LeSage. The Finance Committee will review Commercial Realty Contract at the November 20, 1991, Finance Committee meeting. 0 Correspondence from Treasurer Jean Sanders was reviewed requesting approval to increase dog license fees for 1992. The new fees would be $5.00 for Neutered or Spayed Dogs (previously $3.50) $10.00 for Intact Male/Female Dog (previously $5.00) and $40.00 for Kennel Fees (previously $30.00). Ald. Hilt moved to recommend approval of increase. Seconded by Ald. Dumke, motion carried. Ald. Finance Committee - Page 3 November 6, 1991 The Finance Committee reviewed correspondence from City Clerk Marenda regarding the notification from Tri City Bank that Mr. Carl Gratzek's Letter of Credit for the Valley Square Land Division will terminate on November 11, 1991.
