FCM19910807CORRECTED FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 7, 1991 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke, Hilt and H. Sanders, Treasurer Jean Sanders and Auditor Don Vilione. Ald. H. Sanders moved to approve a Gathering Permit for St. Leonard Parish for September 27, 1991 thru September 30, 1991. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to approve Soda Licenses for St. Leonard Parish and Idle Isle Concession Stand for 1991-1992. Seconded by Ald. H. Sanders, motion carried. The Committee deferred action on the Deceleration Lane Project for Lannon Drive until affected property owners are able to attend the meeting. The proposed engineering services for shooting grades for affected Little Muskego Lake Dam property owners was removed from the agenda as it has been determined that this work can be accomplished by the Public Works Department. Ald. Dumke moved to recommend approval of signing of agreement between the City of Muskego and the Wisconsin Electric Power m Company to extend the right-of-way from Racine Avenue west to Woods Road. Seconded by Ald. Hilt, motion carried. Treasurer Jean Sanders and Auditor Don Vilione appeared before the Committee to discuss establishing a policy for Public Deposit and Investments. Ald. Hilt moved to recommend approval of policy as presented. Seconded by Ald. Dumke, motion carried. Ald. H. Sanders moved to approve transfer of $2,000.00 from Account #100.2000.1101 (Officers' Overtime Account) to Account #100.2000.1113 (Water Patrol Account). The reason for the shortfall in Account #100.200.1113 was the 160 hours of training out four water patrol officers received in the Spring. Seconded by Ald. Hilt, motion carried. The Committee discussed Park Dedication funds relating to Parkland Plaza. The funds will be for a retention pond and the City's share will be 20% or $67.30 to be taken from Park Dedication Funds. Ald. Dumke moved to approve. Seconded by Ald. Hilt, motion carried. Correspondence dated July 25, 1991, from Librarian Holly Sanhuber was discussed which indicated that she anticipates a shortage in the overtime account for the Library due to major surgery, serious illness and a death. Ald. Dumke moved to defer in order to research if there is another account that could provide the necessary funds. Seconded by Ald. Hilt, motion carried. Finance Committee - Page 2 August 7, 1991 Ald. Hilt moved to recommend acceptance sewer and road improvements for Sherwood Circle Extension (Kurer/Bushberger). Seconded by Ald. H. Sanders, motion carried. Elected Officials' salaries review was removed the agenda for further study. Ald. Hilt moved to approve payment of legal expenses for Judge Lentz in the amount of $400.00. This amount will be submitted to the insurance company for reimbursement to the City. Seconded by Ald. H. Sanders, motion carried. The Committee discussed purchase of portion of land for the Muskego Volunteer Fire Company. Ald. Hilt moved to recommend Council approval of purchasing land in the amount of $87,600. Seconded by Ald. Dumke, motion carried. The Committee reviewed final FLOW payment. Ald. Hilt moved to recommend the final payment in the amount of $13,223.93. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to recommend release of $l,SOO.OO that was budgeted for 1991 (Account 100.8400.3215) for the Community Festival parade. Seconded by Ald. Hilt, motion carried. The Committee reviewed request for payment of engineering services for Phase II and Phase III of Lake Forest Development from Losik Engineering. Mr. Michael Losik is requesting payment from the City of Muskego. The City will be reimbursed through the assessment process. Ald. H. Sanders moved to recommend payment. Seconded by Aid. Hilt, motion carried. Ald. Hilt moved to approve the following requests for Release of Fund: Meadow Green West Addn. #2 - $208,015.95 Lake Point Estates Subdivision - $109,725.00 Seconded by Ald.
