MINUTES OF MEETING HELD APRIL 17, 1991
The meeting was called to order at 7:OO P.M. by Chairman
Salentine. Also present were Committee Members Dumke and H.
Sanders.
The Committee interviewed the following applicants for Operator
Licenses:
Sharon Subel
Mark LeBlanc
Sheryl Nelson
Ald. Dumke moved to approve the above applicants for Operator
Licenses subject to payment of fees and receipt of favorable
police reports. Seconded by Ald. H. Sanders, motion carried.
Ald. Dumke moved to approve a Class B Fermented Malt Beverage and
Intoxicating Liquor License for David W. Lyon, "Five Will Get You
Six" (576 W18040 Janesville Road). Seconded by Ald. H. Sanders, motion carried. It was noted that the previous license holder has
surrendered the license to the City.
The Committee reviewed memorandum dated April 10, 1991, from Parks
Director Peter Theis requesting approval of funds for an
acquisition of a pier section for lake access parcel #ll (Oak
Grove Drive). The 3 l/2' wide by 8' long pier would cost
$499.00. Ald. Dumke moved to approve the expenditure from the
$lO,OOO.OO budgeted for miscellaneous expenses in the 1991 Parks Dedication Fees account, Seconded by Aid. H. Sanders, motion
carried.
The Committee reviewed memorandum dated April 10, 1991, from Parks
Director Peter Theis requesting that the following amendments be
made to Chapter 18, Section 2.3 of the Land Division Ordinance
(Park Dedication Fees):
1. Fees be increased from $200 to $400
2. A review of the fee structure be done by
the City on an annual basis.
3. Add statement: "The Common Council shall determine
whether a land dedication and/or a park dedication
fee is more feasible or compatible with development
of the community."
Ald. Dumke moved to approve the amendments increasing the fee to
$325.00. Seconded by Ald. H. Sanders, motion carried. This amendment to the Land Division Ordinance will require a public hearing.

The Finance Committee deferred action on proposed increase of
Licensing fees for further consideration.
Ald. Dumke moved to approve the increase in pay scale for the
Recreation Department due to the increase in the Minimum Wage to
$4.25 per hour. Seconded by Ald. H. Sanders, motion carried.
The Committee reviewed Offer to Purchase for the 3.2 acre parcel
fronting on Racine Avenue and Challenger Drive and deferred action
until a meeting can be set with the Industrial Park Broker.
Ald. Dumke moved to approve release of funds for Lake Forest
Development in the amounts of $6,831.95 and $10,194.95. Seconded
by Ald. H. Sanders, motion carried.
