MINUTES OF MEETING HELD FEBRUARY 12, 1991
The meeting was called to order at 7:00 P.M. by Acting Chairman
Hilt. Also present were Committee Members Dumke and H. Sanders,
Ald. Simmons and Ald. D. Sanders.
The Finance Committee reviewed the attached proposed 1991
Settlement. Ald. Dumke moved to recommend Council approval.
Seconded by Ald. H. Sanders, motion carried.
The Finance Committee reviewed Counter-Offer to Purchase to be
submitted to R. J. Mueller for the 2.4 acre parcel in the
Industrial Park Addition off of Racine Avenue. The offer
submitted by R. J. Mueller was for $28,000.00 and the City is
counter-offering at $40,000.00. Ald. Dumke moved to recommend
Council approval of counter-offer and upon acceptance, to direct
the City Engineer to proceed with preparation of a certified
survey for the parcel. Seconded by Ald. H. Sanders, motion
carried.
The Finance Committee further reviewed correspondence from
Waukesha County regarding property being forclosed on in the City
of Muskego, Tax Key 2210.990, Durham Drive, with back taxes
totaling $2,431.00. The Committee deferred action to the Common
Council.
The discussion on Starting Sergeant's Pay Scale was removed from
the Agenda.
The Finance Committee reviewed Attorney Bill for Stoneridge
Landfill Negotiating Committee and directed the City Clerk to
research the funds remaining in the escrow account and to request
that a letter be sent to Waste Management to replenish escrow
account.
Ald. H. Sanders moved to approve General Utility Vouchers for
1990 in the amount of $26,050.51 and 1991 in the amount of
$245,780.61 and Utility Vouchers for 1990 in the amount of
$7,306.58 and 1991 for $57,434.90. Seconded by Ald. Dumke,
motion carried.

Mandatory Retirement Age of 70 to be deleted.
Clarification that the Utility Superintendent will receive overtime for call-in at the 1991 Utility Maintenance Man's rate.
In regard to beeper carrying, the Utility Superintendent will
resume the responsibility of having the beeper carried, having
first priority of the duty and the City will train up to five people to perform this duty. The compensation will be one hour
straight time per day, seven days a week. If the beeper carrier
is called in, he will only receive the overtime.
Pension for all other Non-Reps will be determined at future date.
Life Insurance: Wisconsin Mfg. & Commerce - Eligible 1st of
month following date of hire. City pays 100%

The following Parks Department Seasonal Employees will become a part of the Non-represented unit, as established by the 1991
Budget, with no 4% increase:

1991 NON-REPRESENTED SETTLEMENT
All Non-represented will receive 4% with the following
exceptions:
Adjust the following positions before adding the 4%:
Lieutenants $1,000.00
Superintendent of Public Works $1,000.00
Utility Superintendent $2,000.00
Librarian $ 500.00
Park Maintenance 1991 rate will be:
Start 6 MOS. 18 MOS.

Maintenance position's 1991 rate will be:
Start 6 MOS.
$7.07 $7.94
Draftsperson's 1991 rate will be:
$5.25 (no 4% adjustment as it was raised in the 1991 Budget
Process)
High School Student to be paid the required minimum wage.
Mower Operator's salary will be $5.00 per hour.
Parks Director will receive overtime for any hours worked over
the normal work schedule for snow removal and will be paid time
and one-half at the Parks Maintenance person salary scale, double
time on Sundays.
Pension for Public Works Superintendent and Utility
Superintendent will be the same as negotiated for the Public
Works Department, 6.5% for 1991.
Work gloves, three pair of reflector coveralls to be cleaned and
rented at the expense of the City, and winter coveralls shall be provided to the Public Works and Utility Superintendents.
