FCM19901121FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD NOVEMBER 21, 1990 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke and H. Sanders, Police Chief Johnson and Financial Consultant Seegar Swanson. Ald. Dumke moved to approve Operator's License for Paul Lentz subject to receipt of payment and favorable police report. Seconded by Ald. H. Sanders, motion carried. The Committee reviewed minutes of a previous meeting held October 24, 1990. Ald. H. Sanders moved to amend the fifth paragraph to read: "Assessor's Budget - Denied request to increase present Deputy Assessor position from part-time to fulltime; denied request for a part-time clerical typist; reduced Professional Services from $13,810 to $12,320 which resulted in decreasing outside appraisal services for permit work from $8,820 to $7,320. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to convene into Closed Session pursuant to §19.85(1) (c), Considering employment, promotion, compensation or performance evaluation data of any public employe over which the governmental body has jurisdiction or exercises responsibility, more specifically as to pending Telecommunicator grievance. H. Sanders seconded, motion carried. It was noted the Finance Committee would reconvene into Open Session for the continuation of business. The Finance Committee reconvened into Open Session. Ald. Dumke moved to deny the Telecommunicator grievance. Seconded by Ald. H. Sanders, motion carried. The Committee reviewed correspondence from Police Chief Johnson advising that the bids were in for the 1991 purchase of squad cars and the cost of purchasing the three cars is $1,537.00 more than estimated. This is due to a 9% increase over last year's cost; they budgeted 5%, and a slight decrease in the value of the trades. Chief Johnson was requesting the Committee's approval, assuming the 1991 budget is passed as is, on the deficit being absorbed with the money allotted for the used car in their budget. Instead of a $9,000 used car purchase, he would purchase a used car for $7,400 or less. The Committee was in agreement with purchasing a used car at a lesser cost. The Committee discussed a financial plan for an assessment policy for Valley View Heights sewer project. The Committee determined that the financial plan is in need of more refinement by the City Attorney. Finance Committee - Page 2 November 21, 1990 The Committee reviewed the Subdivider's Agreement for the Lake Forest Development for the multi-family phase. It was noted that in Section III - Dedication - that Park Dedication fees were not included, sewer assessment and water assessment fees were not addressed and easements for utilities and storm drainage areas had not been addressed. The Letter of Credit will be forthcoming when building permits are taken out. Ald. H. Sanders moved to approve the Subdivider's Agreement subject to all of the above items being addressed. Seconded by Aid. Dumke, motion carried. Seegar Swanson discussed with the Committee the proposed borrowing. Ald. H. Sanders moved to recommend that the City return to the financial services of Quarles & Brady since the firm of Mulcahy & Werry has dissolved and to recommend approval of the proposed borrowing. Seconded by Ald. Dumke, motion carried. The Committee reviewed the following list to be incorporated into policy regarding memorials/remembrances: 0 $25.00 Memorials - (To designated charity or Library Trust Fund) $2 ,5.00 Remembrances - MEMORIALS/REMEMBRANCES Due to death of: current employees, spouse, children current elected officials, spouse, children former elected officials having served at least one full term retired employees current Board/Commission members former Board/Commission members at discretion of Mayor and City Clerk Due to hospitalization of more than five consecutive days current employees current elected officials retirees Ald. H. Sanders moved to approve the above policy. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to approve amendment to contract of sale for the Industrial Park Addn. for Seitz Equipment & Rentals or Assigns which changes the closing date from January 4, 1991 to February 26, 1991. Seconded by Ald. H. Sanders, motion carried. Aid. Dumke moved to approve the following Release of Funds: Parkland Extended - $650.52 Karah Court - $604.00 Seconded by Ald. H. Sanders, motion carried. Ald. Dumke moved to approve the attached Service Agreement for Cincinnati for the Public Works Department time clock in the amount of $110.00. Seconded by Ald. H. Sanders, motion carried.
