FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD AUGUST 8, 1990
The meeting was called to order at 7:00 P.M. by Chairman
Salentine. Also present were Committee Members Hilt, H. Sanders
and Dumke, and James Guttmann.
The Committee reviewed the following applications for Operator's
Licenses:
Dale Keup Larry Roberts
Kimberly Norby Susan Hense Brett Jorgenson Kathleen Karcher
Ald. Dumke moved to recommend approval subject to receipt of favorable police reports. Seconded by Ald. H. Sanders, motion
carried.
The Committee further discussed the AFSCME grievance for the
Secretary/Clerical position in the Department of Planning &
Development. Ald. Hilt moved to recommend that the grievance be
granted and that the salary classification be Receptionist-Typist
I, retroactive to the date of employment. At negotiations time the City will attempt to re-define the duties of the entry
Receptionist-Typist I position with the assistance of Attorney
Jon Swain. Seconded by Ald. H. Sanders, motion carried. The
Committee requests that Attorney Swain draft a letter to the
Union indicating the City of Muskego's intent to re-design duties
of the Receptionist-Typist I position and to negotiate
establishing a classification with a job description for a
position requiring minimal skills.
The Committee reviewed the request received from the Director of
Planning & Development to hire Penny Leaf, the part-time employee
in the Clerk's Office, to fill in temporarily until a replacement
for the Department of Planning & Development Secretary is
hired. Ald. Dumke moved to approve the hiring at $5.00 per hour
for a maximum of five (5) weeks. Seconded by Ald. H. Sanders,
motion carried.
Mayor Salentine advised the Committee that he has received a letter from the AFSCME director, Robert Chybowski, stating that
the Union is appealing the grievance filed in behalf of Ms. Laura
A. Becker to arbitration.
Ald. Hilt moved to waive Gathering Permit fee for Muskego
Community Festival. Seconded by Ald. Dumke, motion carried.

Mr. James Guttmann appeared before the Committee to discuss with
the City the possible purchase or joint advertising of a lot next
to city-owned lot on Ruby Drive. Ald. Dumke moved to direct the
Mayor to list the City lot (Tax Key 2174.171) and the adjoining
lot (2174.170) as one buildable parcel with an asking price of
S26,OUO with The Realty Center, Inc.; listing costs will be
shared equally. Seconded by Ald. Hilt, motion carried.
The Committee reviewed amendment to Offer to Purchase for
Czaplewski Bros., Lot 5 of the Industrial Park Addn., to change
the closing date from July 30, 1990 to November 30, 1990. Ald. Hilt moved to recommend approval. Seconded by Ald. Uumke, motion
carried.
Mayor Salentine discussed with the Committee the upcoming selection of a Business Partner that is part of the IBM Computer
purchase.
The meeting adjounred at 8:30 P.M.
