MINUTES OF MEETING HELD JULY 18, 1990
The meeting was called to order at 7:00 P.M. by Chairman
Salentine. Also present were Committee Members Hilt, H. Sanders
and Dumke, Ald. D. Sanders, G. P. Lee and Chief Johnson.
Clementine Knutowski appeared before the Committee to request a "Class B" Fermented Malt Beverage and Intoxicating Liquor & Soda
Water Beverage License for 1990-91 for Golden Lamb Cafe on
Janesville Road. Ald. Hilt moved to recommend approval and to
refund the fee collected for cigarettes and soda for 1990-91.
Seconded by Ald. H. Sanders, motion carried.
The Committee reviewed the following applications for Operator's
Licenses:

The Committee reviewed the amended application for a "Class B"
Fermented Malt Beverage and Intoxicating Liquor h Soda Water Beverage License for Sandra Gagliano (Sandy's Gateway) to read
"and parking lots on September 8, 1990, only, with no outside sales after 11:OO P.M.". Ald. Dumke moved to recommend
approval. Seconded by Ald. Hilt, motion carried.
Mrs. Lynn Kurer appeared before the Committee to request reconsideration of restrictions for Special Dance Permit for July
28th and July 29th (Bushyfest). At the July 10th meeting, the
Finance Committee had recommended approval of a dance permit with an 11:00 P.M. restriction. She is requesting that her liquor
license be amended to include the fenced in area of the parking
lot which will allow for outside sales of alcohol until 1:30 A.M.
for July 28th and July 29th, and also to amend the Special Dance
Permit to allow a 12:00 P.M. restriction for Saturday, July 28th and an 11:00 P.M. restriction for Sunday, July 29th. Ald. Dumke
moved to recommend approval of amended license to allow for outside sales of alcohol until 1:30 A.M. for Bushyfest and to
amend Special Dance Permit to show 12:00 P.M. for Saturday, July 28, 1990 and 11:00 P.M. for Sunday, July 29, 1990. Seconded by
Ald. H. Sanders, motion carried.

Ald. Hilt moved to go into Closed Session pursuant to 819.85(1)(c), Considering employment, promotion, compensation or
performance evaluation data of any public employe over which the
governmental body has jurisdiction or exercises responsibility, more specifically as to pending Telecommunicator grievance.
Seconded by Ald. Dumke, motion carried.
Ald. Hilt moved to disapprove the Telecommunicator's grievance.
Seconded by Ald. Dumke, motion carried.
Ald. H. Sanders moved to defer in order to confer with Labor
Attorney Jon Swain in order to render a decision at the August 8,
1990, Finance meeting. Seconded by Ald. Hilt, motion carried.
The Committee discussed quotes for removal of trees for Schultz
Lane. supt. Loughney is to provide a recommended cost for Common
Council approval.
The request for transfer of funds for the Comprehensive Plan was
removed from the agenda.
The Committee reviewed offers of two lots on Holz Drive being
l donated to the City received from the following property owners:

Ald. H. Sanders moved to recommend accepting the two lots being
donated to the City and to direct the City Attorney to prepare
the necessary documents. Seconded by Ald. Dumke, motion
carried. A letter will be sent to the above property owners
advising them of the City's decision.
The Committee reviewed correspondence from the Wisconsin Electric
Power Company regarding the extension of electrical service to Industrial Park Addn. in the amount of $6,303.00. Ald. H.
Sanders moved to recommend approval of expense. Seconded by Ald.
Dumke, motion carried.
An easement agreement between Lincoln State Bank and the City of
Muskego, conveying an easement to the Muskego Chamber of
Commerce, for the purpose of constructing and maintaining a sign
upon the property owned by Lincoln State Bank, for the purpose of
erecting a "Welcome to Muskego" sign was reviewed by Finance

the Committee. Ald. Hilt moved to recommend approval of
easement. Seconded by Ald. Dumke, motion carried.
Correspondence from Parks Supervisor Peter Theis, dated July 10, 1990, was reviewed by the Committee. Funding in the amount of
$5,480 is being requested for Phase IV of the Muskego Recreation
Trail. This segment will run between the Bay Lane/Woods Road
intersection to Bluhm Farm Park. It will again follow the WEPCO
right-of-way and be made up of a compacted traffic bond material.
The Committee discussed request for funds for Lake Denoon
detention pond project. The Committee requests that the Public
Works Committee look into the feasibility of funds coming from
Urban/Rural drainage funds for this project.
