FCM19900321e 0 0 CORRECTED FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 21, 1990 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke and Hilt, Malcolm Guinther (Guinther & Associates), Matthew Amen, Thomas Amen and Todd Bushberger. The following persons appeared to apply for an Operator's License: Sharon Wood Kristin Cissa Dale Beaumont Alice Worske Ald. Hilt moved to recommend Council approval of the above applicants subject to receipt of favorable police reports. Seconded by Ald. Dumke, motion carried. Ald. Hilt moved to recommend approval of a Class B Fermented Malt Beverage and Intoxicating Liquor License for Amann's Beach which has been relinquished by Castle Management, Inc. Thomas Barker, Agt. Ald. Hilt moved to recommended approval with an 11:OO P.M. restriction on outside sales, and pending favorable police report. Seconded by Ald. Dumke, motion carried. The Committee reviewed estimated cost of $3,000. determined by the City Engineer to compile a HEC (Hydraulic Equivalency Computation) report required by FEMA for the floodplain amendment for the Industrial Park Add. Ald. Dumke moved to recommend directing City Engineers to create required HEC report subject to the fee not exceeding $3,000.00 with funds to be obtained from the Industrial Park Fund for the City 's portion of the report. Seconded by Ald. Hilt, motion carried. Letter of Credit and Subdivider's Agreement for Woodside Estates was reviewed with Developer Todd Bushberger. Ald. Hilt moved to recommend approval subject to Public Works Committee addressing the shadow lane requirement on Woods Road. Seconded by Aid. Dumke, motion carried. The Subdivider's Agreement will require Woodside Estates to participate in the cost of the HEC report in proportion to the land area benefited compared to the total floodplain area being amended. Ald. Dumke moved to recommend approval of payment of Attorney Bill for Emerald Park Negotiating Committee Attorney in the amount of $2,424.75; Emerald Park Secretarial fees for services rendered from January 1, 1990 thru March 3, 1990 in the amount of $146.29, and miscellaneous expenses in the amount of $88.19. Seconded by Ald. Hilt, motion carried. Finance Committee - Page 2 March 21, 1990 Ald. Hilt moved to recommend approval of payment of $186.61 for secretarial fees and $79.79 for miscellaneous expenses for the Stoneridge Landfill Negotiating Committee. Seconded by Aid. Dumke, motion carried. The Committee reviewed counter-offer in the amount of $1,000. for city-owned land (Lot 12, Block 15, Fountainwood Subdivision) received from Anthony & Lisa Migliaccio. Ald. Dumke moved to recommend rejection of counter-offer keeping with the Committee's recommendation of $2,500. Seconded by Ald. Hilt, motion carried. The Committee reviewed request for extension of closing date for CATS Nationwide (Industrial Park Addn.) from March 30, 1990, to May 30, 1990. Ald. Hilt moved to recommend approval. Seconded by Ald. Dumke, motion carried. The Committee reviewed communications from David Eslinger, Claim Supervisor at Wausau Insurance Company, dated March 13, 1990, advising that the claim against the City of Muskego submitted by Jane S. Schams (M2-150930) be formally disallowed. Ald. Hilt moved to recommend denial of claim. Seconded by Ald. Dumke, motion carried. The Commi .ttee reviewed Offer to Purchase for Industrial Park Addn. #l for West Lake Development with Malcolm Guinther for 3.2 acres in the amount of $80,000.00. Ald. Dumke moved to deny offer and to prepare a counter-offer at $83,200 with stipulation that this offer is subject to amendment of floodplain area. Seconded by Aid. Hilt, motion carried.
