FCM199002210 FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD FEBRUARY 21, 1990
The meeting was called to order at 7:00 P.M. by Chairman
Salentine. Also present were Committee Members Hilt, Dumke and
H. Sanders. Ald. Simmons, Police Chief Johnson, Recreation
Supervisor.Schweitr.er, Recreation Dept. Assistant Natalie
Wichgers, Jerry Hayden and Bill Reeder (Little Muskego Lake Water
Bugs).
The following persons appeared to apply for an Operator's
License:
Tessie Yager Jeffrey Mattern
Ald. H. Sanders moved to recommend Council approval of the above
applicants subject to receipt of favorable police reports.
Seconded by Aid. Dumke, motion carried.
Mr. Jeff Witkowiak appeared to be interviewed as the new Agent
for Country Square Restaurant. Aid. H. Sanders moved to
recommend approval of transfer. Seconded by Ald. Dumke, motion
carried.
The Committee reviewed the minutes of the previous meeting. Mr.
Jim Pratt, representative of the Lake Denoon Advancement
Association, appeared before the Committee to advise that the
Association has applied for a grant through the Wisconsin Urban
Waterways Project for the Lake Denoon Siltration Project and has
been notified that they will receive a grant in the amount of
$12,500 for dredging of detention pond and channel off North
Shore Drive. The Association is requesting engineering work to
be done by the City Engineers. Ald. Dumke moved to enter into an
agreement with the Association whereby the Association will
escrow with the City $2,000 for engineering fees and to direct
the City Attorney to prepare plans and specifications and bid the
project. Seconded by Aid. H. Sanders, motion carried.
The Committee further discussed Guernsey Meadows-Outlot #4. Per Committee's request, the abutting property owners were sent a
letter with a copy of all materials received from Mr. Bruce
Brownell, President of the Guernsey Meadows Homeowners
Association, advising that the City has been approached to
purchase the outlot. Neither homeowner appeared at the
meeting. Ald. Hilt moved to recommend proceeding with the
purchase of Outlot #4 for park purposes and directed the City
Attorney to advise the procedure for acquiring the outlot.

Police Chief Johnson appeared before the Committee to further
discuss lease agreement for Police Department copy machine that was removed from the Finance minutes of February 7, 1990, at the
Common Council meeting of February 13, 1990, for reconsideration. Ald. Dumke moved to recommend approval of the
lease agreement authorizing Chief Johnson to sign the
agreement. Seconded by Ald. Hilt, motion carried.
Mr. Bill Reeder and Mr. Jerry Hayden appeared before the
Committee as representatives of the Little Muskego Lake Waterbugs
to renew agreement for the placement of the ski jump at Idle Isle Park and DeAngelis Island and to request approval of the practice
and show dates of Water Bugs Ski Club on Little Muskego Lake and
request the removal of the paragraph that allows the City of
Muskego to use the ski jump when not scheduled for regular
events. The Committee also reviewed memorandum from Recreation
Supervisor Schweitzer advising of the dates recommended by the Parks & Recreation Board at their meeting held February 12, 1990
with the inclusion of July 5th and August 30th. Ald. H. Sanders
moved to recommend approval of the agreement and to state that
the City is receptive to removing the City's use of the ski jump provided that it is not a requirement of the DNR permit.
Seconded by Ald. Hilt, motion carried. The City will research if
City use is required by the DNR and if buoy required an annual
approval by DNR.
The Committee discussed Minimum Wage adjustment for part-
time/seasonal employees and reviewed information supplied by the
Clerk's Office for High School Student, Poll Workers & Voter
Registration Clerks, the Recreation Department for part-
time/seasonal employees, and the Library for the Library Page.
Ald. Hilt moved to recomend payment of the Minimum Wage effective April 1, 1990. Seconded by Ald. H. Sanders, motion carried.
The Committee reviewed correspondence regarding Health Department
Inspections and determined that Waukesha County should be
requested to inspect the establishments of all "Class A and B"
license holders in 1989.
The Committee reviewed request from Ald. Simmons to provide
business cards for all aldermen. Ald. Hilt moved to deny request stating that aldermen should purchase their own business cards as
they could be used for campaign material. Seconded by Ald. Dumke, motion carried.
The Committee reviewed correspondence from Gene Kovacs,
Department of Planning & Development, regarding purchase of a photo copier, approved in the 1990 Capital Budget. Three bids were rceived as follows:

Mr. Kovacs stated that after review of six models of copiers,
the quality of copies, ease of operation, and features of the
Konica 2590 greatly exceed the other equipment tested. Ald. H.
Sanders moved to recommend purchase of Konica 2590 at a purchase
price of $5,000.00. Seconded by Ald. Dumke, motion carried.
The Committee reviewed amendments to the 1989 Budget. Ald. Dumke
moved to recommend approval of amendments, as attached. Seconded by Ald. H. Sanders, motion carried.
The Committee discussed with Recreation Supervisor Jackie
Schweitzer the approved Capital Budget expenditure for a Code-a-
phone. She suggested that a more efficient and cost-effective method of improving on the telephone answering system in that
department would be the rental of an electronic bulletin board messaging service. Ald. Hilt moved to recommend Council approval
of request for the rental of an electronic bulletin board
messaging service from Phones Plus at an annual cost of
$300.00. Seconded by Ald. H. Sanders, motion carried.
