FCM199002070 FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 7, 1990 0 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke, Hilt & H Sanders, Ald. Simmons, Malcolm Guinther (Guinther & Associates, Inc.), Police Chief Johnson and Ald. D. Sanders. The following persons appeared to apply for an Operator's License: Troy M. Warren Margaret Schaumberg Catherine Stachowiak Tanina Hiemer William A. Scharles James Stone Ted Witkowiak Ald. Dumke moved to recommend Council approval of the above applicants subject to receipt of favorable police reports. Seconded by Ald. Hilt, motion carried. Ald. Hilt moved to approve Pharmacist license for Jon Scott Phillips and David Moroder (Phillips Pharmacy). Seconded by Ald. Dumke, motion carried. The Committee reviewed with Police Chief Johnson his /' communication dated January 30, 1990, requesting approval of a lease agreement with American Industrial Leasing Company for a '\ Royal TA2222 copy machine purchased through Copy Plus, Inc. for a ; cost of $130.46 per month for 48 months. There are sufficient monies in the 1990 Police Department operating budget to pay for the new machine lease. Ald. Dumke moved to recommend approval of lease agreement. Seconded by Aid. H. Sanders, motion carried. The Committee authorizes Chief Johnson to sign the lease. The Committee reviewed correspondence from Recreation Supervisor Jackie Schweitzer dated January 15, 1990, advising that the approved Capital Budget item for $600 for a new modulator for use in the Council Chambers has escalated to $681.00, plus about $35.00 for shipping. Ald. Hilt moved to recommend purchase of the modulator from Account . Seconded by Ald. H. Sanders, motion carried. The 1989 Budget Amendments were removed from the agenda. The Committee reviewed the listing agreement with Klenz Realty for the Ruby Drive city-owned lot (Tax Key 2174.171) with an asking price of $13,900. The lot has been listed with Klenz Realty and expired February 6, 1990. Ald. H. Sanders moved to direct the City Clerk to advertise the lot with an asking price of $11,900 and not relist with a realtor. Seconded by Ald. Dumke, motion carried. Finance Committee - Page 2 February 7, 1990 Mr. Malcom Guinther, Guinther & Associates, Inc., co-broker for a parcel in the Muskego Industrial Park, appeared before the Committee with an Offer to Purchase from Rudolph Raab for the 3.4 acre parcel on the southwest corner of Racine Avenue and Saturn Drive (Phase III), with an option to purchase the 3.5 acre parcel on Saturn and Enterprise Drive. Ald. Dumke moved to defer until the February 13, 1990 Finance meeting. Seconded by Ald. H. Sanders, motion carried. The Committee reviewed the lease for the use of City-owned property on Schultz Lane with Loreen Klauser that will expire on February 26, 1990. Ald. Dumke moved to recommend approval of a five (5) year lease, commencing February 27, 1990, with the same terms as agreed upon in the previous lease. Seconded by Aid. Hilt, motion carried. The Committee reviewed the proposal for automatic front doors that will be submitted to Waukesha County for the Waukesha County Block Grant proposal, for the front doors of City Hall and for the Library entrance doors. It was recommended that the slider units with controls would be for the City Hall front doors and the handicap operators and controls would be for the Library entrance doors. The Committee reviewed Offer to Purchase for approximately 2.5 acres in Muskego Industrial Park for $24,000 per acre, not to exceed $60,000 received from CATS Nationwide, Inc. Ald. Hilt moved to recommend Council approval pending review by City Attorney. Seconded by Ald. Dumke, motion carried. The Committee reviewed requirements for road restoration for clay extraction for the Dyer/Barrett properties. Ald. Dumke moved to recommend approval subject to receipt of a $25,000 bond for road restoration and a $2.000.00 bond for top soil. Seconded by Ald. Hilt, motion carried. The Committee reviewed Offer to Purchase for city-owned land in the Fountainwood Subdivision received from Anthony & Lisa Migliaccio in the amount of $500. Ald. H. Sanders moved to recommend Council approval subject to Dept. of Planning & Development verifying that the lot is not buildable and that al fees incurred with this purchase be the responsibility of the petitioner. 1 Ald. H. Sanders moved to recommend release of $299.85 for invoices received for the Parkland Drive Land Division which will leave a balance in the escrow account of $26,660.15. Seconded by Ald. Hilt moved to recommend the release of $288.80 for work performed for the Meadow Green Subdivision leaving a balance in the account of $18,398.80. Seconded by Ald. H. Sanders, motion carried. Ald, H. Sanders moved to approve the Maintenance Agreement with Todd Hoskins Typewriter Service in the amount of $254.35 for four typewriters in the Police Department, one typewriter in the Treasurer’s Office and one typewriter in the Recreation Office. Seconded by Ald. Dumke, motion carried. Aid. Hilt moved to approve Maintenance Agreement for the offset machine from Robertson, Inc. from 3/l/90 to 2/28/91 in the amount of $722.00 Seconded by Ald.
