FCM19890607r- .L . FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD WEDNESDAY, JUNE 7, 1989 The meeting was called to order at 7:OO P.M. by Chairman Salentine. Also present were Committee Members Dumke, Hilt and H. Sanders, Ald. D. Sanders, and Treasurer Sanders. The following persons appeared to apply for an Operator's License: James Patterson Steven Koch Leanne Schaumberg Susan Loef f ler Dawn Dominski Christine Hubbard Ald. Sanders moved to recommend approval of the above applicants subject to receipt of favorable police reports. Seconded by Ald. Hilt, motion carried. Ald. Hilt moved to approve a Gathering Permit for Muskego Women's Softball League to be held on June 24 & 25, 1989, at Bluhm Park. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to approve the fol License: Best Disposal Systems Waste Management-Muskego Waste Management-Milwaukee owing applications for Refuse Laidlaw Waste Systems, Inc. BFI Systems Expert Disposal Service, Inc. Seconded by Ald. Hilt, motion carried. Ald. Dumke moved to approve the following license applications for 1988189: "Class B" Fermented Malt Beverage & Intoxicating Liquor License for Gordon L. Bohrer (Gateway Bar) "Class A'' Fermented Malt Beverage and Intoxicatin Liquor License for McAdams XYZ, Inc. (Pick & Save Y Seconded by Ald. Hilt, motion carried. The Committee reviewed 1989190 Liquor License applications. Schaumberg's Suburban House and Bushy's Pub will have a 1:OO A.M. restriction in enclosed outside areas and 11:OO P.M. in the parking lot, with Schaumberg's Suburban House granted a one day exemption for August 19, 1989, for a 1:00 A.M. restriction for the parking lot. Mr. Richard Bennett, owner of Lakeshore Inn, objected to the premise description including the picnic area because Lakeshore Inn, Inc. does not have a lease agreement which includes the picnic area. Woods Road Tavern was approved including the outside picnic area with an 11:OO P.M. restriction. Ald. Sanders moved to approve the attached list of licenses. Seconded by Ald. Dumke, motion carried. 'i Finance Committee - Page 2 June 7, 1989 Ald. Dumke moved to recommend approval of the application for a Salva e b Recycling license for James Kohne (W200 57203 Williams Drive$. Seconded by Ald. Hilt, motion carried. Ald. Dumke moved to approve Pharmacist License, "Class A" Fermented Malt Beverage and Intoxicating Liquor License, Waterway Marker, and Trap, Rifle Range and Archery Permits for 1989-90 per the attached list. Seconded by Ald. Hilt, motion carried. The Committee discussed Subpoena Fees. The Committee determined that part-time positions would not be required to reimburse the City for fees received. The Mayor indicated that he will not be turning in a $7.00 parking ticket and an $8.00 meal ticket because of the Committee's action. Ald. Dumke moved to set a policy that all full-time salaried employess are required to reimbuse the City the monies received for jury duty and all witness fees except for parking fee paid effective July 1, 1989. Seconded by Ald. H. Sanders, motion carried. The Committee continued discussion on Treasurer/Mayor positions with Treasurer Sanders and Mayor Salentine. The Committee appointed Ald. Dumke as Chairman of the review committee. Treasurer Sanders and Mayor Salentine will present the Committee with more data at the June 21, 1989, Finance Committee meeting. Review of Offer to Purchase for the Industrial Park Addn. was .$ 0 removed from the agenda. a - Mr. Richard Bennett appeared before the Committee to object to the requirement of having his business inspected in order to renew his license to operate gun club. The Committee requests that the City Clerk research this issue and provide a report for the Finance Committee meeting of June 21, 1989, as to why inspection is necessary. The Committee reviewed request for Release of Funds for Meadow Green West Subdivision. Ald. H. Sanders moved to release funds in the amount of $68,875.54 (two invoices of $34,950.54 and $33,925.00) leaving a balance in the account of $110,996.46. The City Engineers have given their recommendation for the above release. Seconded by Ald. Hilt, motion carried. The Committee reviewed request for Release of Funds for Durhamswood Addn. No. 2 in the amount of $77,956.00. The Committee read correspondence from the City Engineers dated May 31, 1989, recommending approval of the release. Ald. Hilt moved to release $7,956.00 which will leave a balance in the account of $82,793.85. Seconded by Ald. H. Sanders, motion carried. '0 Finance Committee - Page 3 June 7, 1989 The Committee reviewed request for Release of Funds for Adrian Schmidt. Ald. Dumke moved to release the balance in the Letter of Credit of $1,000.00 to Adrian Schmidt, who in turn will provide the City with a CD made out in the name of the City of Muskego and Adrian Schmidt and to be held by the City for collateral guaranteeing that the sodding of Adrian Drive will remain stable. A review is to be conducted after a one year period of time. Seconded by Ald. H. Sanders, motion carried. The Committee reviewed Developer's Agreement and Letter of Credit for the Dorothy Vesbach Development. Ald. H. Sanders moved to recommend approval subject to addition of the following under Section I - Improvements: C) Roadside Ditches Must meet City specifications. Seconded by Ald. Dumke, motion carried. Ald. Dumke informed the Committee of the recent meetings that were held in regard to the Schultz Lane Road Project. of the concrete invert property has refused renewal of the shooting range if her property is part of the project. An alternate storm drainage route was explored and it was determined that it would require ditch upgrading on the Howard Schultz property. Mr. Schultz was not receptive to this request; thus requiring storm sewering the water an additional 500 ft. to a drainage channel adjacent to the Klauser parking lot. This results in an engineer's estimate of an approximate increase of $10,000 in the project which is partially offset by relocating the Suchy drainage cement invert. Mr. Sam Klauser is receptive to providing an additional $6,000 toward the project if the Common Council allows for a ten-year payment plan. The Committee recommended that the City Engineer be contacted to proceed with the project. Since the storm sewer is going to directly discharge into the waterway of Big Muskego Lake, a Corp of Engineer's permit is required. The timeliness of this permit is unknown. It will require bidding the project without the Corp of Engineer's permit in hand, if the 1989 installation time frame is met. with the plans and specification and bid the project, being fully aware that if the Corp of Engineers permit is not received in a timely manner, that the contract cannot be awarded.
