MINUTES OF MEETING HELD MARCH 22, 1989
The meeting was called to order at 7:00 P.M. by Chairman
Salentine. Also present were Committee Members Dumke, Hilt and
Penovich and Financial Consultant Seegar Swanson.
The following persons appeared to apply for an Operator's
License:

Ald. Hilt moved to recommend approval of the above applicants
subject to receipt of favorable police reports. Seconded by Ald.
Dumke, motion carried.
The Committee discussed Class "A" license for Crossroads with Mr.
Skodras. Ald. Hilt moved to approve Class A license subject to
license being relinquished to City. Seconded by Ald. Dumke,
motion carried.
The Committee reviewed proposed 1989 Borrowing with Financial
Consultant Seegar Swanson. Ald. Hilt moved to recommend approval
to borrow $640,000. Seconded by Ald. Dumke, motion carried.
The Committee reviewed request for Class B-Beer Only license for James Micalak. Ald. Hilt moved to defer for lack of personal
appearance by interested party. Seconded by Ald. Penovich,
motion carried.
The Committee discussed Phase III-Recreation Trail correspondence
from Parks Supervisor Theis dated March 14, 1989. The Parks and Recreation Board would like to complete Phase III of the trail
(Pioneer Drive to Racine Avenue) at the same time they proceed with Phase II (Lannon Drive to Bay Lane/Woods Road) which is
scheduled for some time this year. Money for Phase II has been
approved. It was noted that the approved expenditure for Phase I
was $3,665 and actual costs amounted to $2,001; coming in $1,664 under budget. The Public Works Committee has given
Superintendent Loughney its approval to include Phases II and III into the department's work schedule. Ald. Hilt moved to
recommend approval of expenditure of Park Dedication Funds for Phase III of the Recreation Trail. Seconded by Ald. Dumke,
motion carried.
The Committee reviewed Tess Corners Fire Department request for a
Defibrillation Pro ram with Jeff Verburgt. 2 Total cost for eight
defibrilators is $ 4,480. Ald. Hilt moved to recommend approval
of above expense from Borrowed Money account. Seconded by Ald.
Dumke, motion carried.

Ald. Dumke moved to authorize bids for Official Newspaper.
Seconded by Ald. Hilt, motion carried.
The Committee reviewed request from Public Utilities Committee to
share in cost of improvements of capping and filter system for
McShane Lift Station realizing that it enhances the value of te McShane property which is presently for sale. The Finance
Committee recognizes benefit and will further review when actual
costs are known.
