FCM19890222'FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 22, 1989 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke, Hilt, and Penovich, Chief Johnson, Ald. Patterson, Ald. Sanders, Aid. Repischak, City Clerk Marenda, Recreation Supervisor Schweitzer, Parks Supervisor Theis, Jerry Hulbert (Parks & Recreation Board Chairman) and those per the attached list. The following person appeared to apply for an Operator License: Scott Beierle Ald. Hilt moved to recommend approval of the above applicant subject to receipt of favorable police report. Seconded by Aid. Dumke, motion carried. The Committee discussed application for a Class B Fermented Malt Beverage and Intoxicating Liquor license for White House Inn (formerly Family Connection) with Mr. Michael Daniels. Ald. Hilt moved to recommend approval. Seconded by Ald. Dumke, motion carried. The Committee reviewed Common Council referral of the Parks Supervisor and Recreation Supervisor salaries. Numerous discussions took place. Ald. Penovich moved to convene into Closed Session pursuant to §19.85(l)(c), Considering employment, promotion, compensation or performance evaluation data of any public employe over which the governmental body has jurisdiction or exercises responsibility. Seconded by Ald. Hilt, motion carried. The meeting reconvened into Open Session. Aid. Hilt moved to increase both the Recreation Supervisor & Parks Supervisor salary range at the 18 month level to $28,217.29 for a two year contract for 1989 and 1990. A study will be instituted immediately and if the recommendation is to hire a new employee, that employee will be hired and the position funded from the 1989 Contingency Account. Seconded by Ald. Dumke, motion carried. The Committee requests that the City Clerk check with the League of Municipalities and other agencies to obtain information on firms available to conduct study. The study is to address the following: - 1. If additional hours are required in the Recreation Department, and 2. To evaluate the ef.ficiency of the department The Committee reviewed Administrative fee for management of Escrow Accounts. Ald. Hilt moved to defer until the March 8 Finance Committee meeting. Seconded by Ald. Dumke, motion carried. *Finance Committee - Page 2 February 22, 1989 0 The Committee discussed Police Department vehicles with Chief Johnson. Chief Johnson is proposing that the Police Chief receive an auto allowance for use of own vehicle for work use in lieu of vehicle being provided by the City. Ald. Hilt moved to recommend approval of an annual auto allowance for Police Chief of $3,200 per year, plus installation of various police equipment. Seconded by Ald. Dumke, motion carried. The Committee discussed establishing a policy for Service Agreements. The following policy will be implemented : All Service Agreements will be included in the Common Council packet, but will not require a separate resolution for each item. The agreements will receive Common Council approval through adoption of the Finance Committee minutes. The Committee reviewed proposed amendment to 1989 Budget with City Clerk Marenda. Aid. Dumke moved to recommend transfer of $76,952.00 from the Contingency Account to the Salary Accounts and to transfer $39,628.00 from Account #7200-1100 Recreation Department Salaries & Wages to f/7200-1110 Recreation Department Salaries & Wages-Other. Seconded by Ald. Dumke, motion carried. 0 The Committee reviewed Offer to Purchase of City-owned land on Wentland received from Jacek & Lucy Miskowiec in the amount of $17,000, with a closing date of April 15, 1989. Ald. Hilt moved to recommend approval of offer. Seconded by Ald. Dumke, motion carried. The Committee reviewed request for Release of Funds for Durhamswood No. 2 Subdivision in the amount of $4,000 from the Letter of Credit for sanitary sewer portion of the account. Ald. Hilt moved to approve release of $4,000. Seconded by Ald. Dumke, motion carried. Delinquent Personal Property Taxes was removed from the Agenda. The Committee reviewed request to charge interest on delinquent accounts receivable with City Clerk Marenda. Ald. Dumke moved to recommend approval of the following collection procedure: 1. Invoices due 30 days after billing. 2. If not paid within 30 days, a 1.5% interest penalty will be added and rebilled. 3. If not paid within 60 days, an additional 1.5% interest penalty added. 4 If not paid within 90 days, bill will be sent to Collection Agency, or in the case of a property owner, placed on the tax roll, if the bill is related to that property. l 0 Finance Committee - Page 3 February 22, 1989 Seconded by Ald. Hilt, motion carried. The l-l/Z% late charge will not apply to Rescue Bills. The Committee discussed proposed health inspections by Waukesha County Health Department of all Class A and B license holders at no charge to the City. Ald. Hilt moved to direct the City Clerk to request the inspections. Seconded by Ald. Dumke, motion carried. The Committee reviewed a list of Uncollectable Rescue bills submitted by the City Clerk's Office. Ald. Dumke moved to recommend approval of $3,076.44 as uncollectable. Seconded by Ald. Hilt, motion carried. The Committee reviewed Premium Only Plan (Cafeteria Plan) with City Clerk Marenda. Ald. Dumke moved to recommend approval of the plan. Seconded by Ald. Hilt, motion carried. The Committee reviewed 1989 Capital Budget requests with Chief Johnson. Chief Johnson is requesting permission to use monies left from the purchase of other items to purchase a printer and tape back-up. Ald. Hilt moved to approve the use of $1,000. left from the purchase of the disc, $2,470 not spent on sirens, and $8,500 budgeted already for a printer, to purchase a printer and back-up tape. City Clerk Marenda advised the Committee that a factory refurbished Decision Data 6807 printer and tape backup can be purchased for a total not to exceed $8,500. Ald. Dumke moved to approve the request. Seconded by Ald. Hilt, motion carried. The Committee discussed establishing front foot assessment and set interest rate for all 1989 water projects. Ald. Hilt moved to approve Consumer Price Index for 1989 of 4.7% which will result in the following: Residential: $15.29 Commercial: $17.47 Seconded by Ald. Dumke, motion carried.
