FCM19881221CORRECTED FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD DECEMBER 21, 1988 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Hilt & Penovich, Ald. Taube, Financial Consultant Seegar Swanson, Scott Krause and Stella Dunahee. The Committee discussed the following proposed 1989 settlement for the Non-Represented employees: Assistant Director and Land Use Administrator position will be raised to the Public Foreman position (1988 Rate - $12.97 per hour). Public Works Superintendent salary will be increased $2,000, plus 6% pension contribution. Lieutenants' $260. annual salary will be increased by Utility Superintendent will receive the 6% pension contribution. The request for a 2Oe per hour rate increase for the Deputy Treasurer was discussed with Treasurer Sanders. The Committee determined that Non-Represented positions which are comparable to AFSCME positions and which have been reviewed or reclassified during the last four years, will not be reclassified. Non-Represented Police Lieutenants salary scale will have only two steps (starting & 18 month) and the present 6 month step will become the starting. Two year contract with a 3% increase effective January 1, 1989 and 3% increase effective January 1, 1990. Health Insurance - The Employer agrees to pay up to the cost of the WHO Insurance premium for 1989. In 1990, the Employer agrees to pay up to the lowest cost insurance plan offering identical coverage. In both 1989 and 1990, any difference between the amount funded by the City and the cost of the insurance plan selected shall be paid by the employee by payroll deduction. Sick Leave payout to beneficiaries up to 120 days; except for employees hired after January 1, 1988 which will have up to 90 days. Probationary Period for Non-Represented will be 90 working days, except where the State Statute governs police employees. Finance Committee - Page 2 December 21, 1988 Non-Represented employees may take one (1) week vacation after six (6) months of employment. Non-Represented employees to receive Workmen's Compensation check, with balance paid by City to equal normal salary. Non-Represented employees may take up to 3 sick days for family illness. Life Insurance Benefits: $21,000 before age 70; $14,070 Ages 70 to 74; $10,050 Age 75 and Over. Non-Represented Police employees will follow State Statutes in regard to Filling of Vacancies Non-Represented Police employees will be given a one-time only Gun Allowance of $200 for new guns - ownership to be retained by the employee. All those who have already purchased new guns will be grandfathered in. Any employee who terminates employment or is terminated while on probation, will reimburse the City for the $200 gun allowance. Any employee who terminates employment or is terminated during the first two to five years will reimburse the City for one-half of the $200.00 Gun Allowance. The Committee discussed B Bond Finance (Country Club Villages, Inc.) with Seegar Swanson and Scott Krause. This item will be furthered discussed at the January 4, 1989 Finance meeting. Budget Transfers were removed from the Agenda. The Committee reviewed Service Agreement with Sorbus for the System 36 Hardware. Ald. Hilt moved to recommend approval of the above contract allowing the 1989 budgeted equipment purchases to be added to the contract without further Finance Committee approval. Seconded by Ald. Penovich, motion carried. The Committee reviewed the City's General Liability Insurance with Wausau Insurance for 1989. The City's Property Insurance for 1989 was removed from the Agenda. The Committee reviewed amendment to WPS Health Insurance Contract for retired employees living out of state. Aid. Penovich recommended adding the amendment with single coverage at $314.42 and family coverage a $448.50. The Committee reviewed listing of city-owned property on Wentland Drive. Ald. Hilt moved to recommend renewing listing agreement with Klenz Realty for six months. Seconded by Ald. Penovich, motion carried. Finance Committee - Page 3 December 21, 1988 The Committee reviewed Request for Release of Funds for Willow Pond Apartments from the escrow account for Sanitary Sewer and Water. The City Engineers have reviewed request and have recommended release of $28,000. Ald. Penovich moved to release $28,000. Seconded by Ald. Hilt, motion carried. The Committee reviewed the proposed Police Department Settlement for 1989 and 1990: 3% increase effective January 1, 1989 and 3% increase effective January 1, 1990. On December 31, 1989, mean average adjustment will be made using comparables as listed in the 1988 Contract (increase or decrease). Detectives, Juvenile Officers, Patrol Sergeants, and Detective Sergeants to receive an additional pecentage raise to bring those positions to a level comparable with similar positions of comparable police departments as of January 1, 1989.
