FCM19880720FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JULY 20, 1988 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Hilt and Penovich. Ald. Dumke was absent. The Committee discussed police complaint against Jeff's Black Duck with License Holder Jeff Bosanac. The Committee stated that one more violation would result in revocation hearing. The following persons appeared to apply for an Operator's License: Ken Baranowski Adrienne Hansen Christine Novak Tina Hess Ald. Hilt moved to approve subject to receipt of favorable police reports. Seconded by Ald. Penovich, motion carried. Ald. Hilt moved to approve Alarm Systems Permit for Arthur Krueger for Instrumatics Incorporated, S83 W18902 Saturn Drive. Seconded by Ald. Penovich, motion carried. 0 The Committee reviewed application for Class B Fermented Malt Beverage and Intoxicating Liquor License for Del's Union Church Tavern with Delvin W. Molkentin. Ald. Hilt moved to approve. Seconded by Ald. Penovich, motion carried. The Committee discussed Personal Property Tax with Dennis h Beth Kranz who appeared to request the 1986 and 1987 Personal Property taxes for Parkland Photo Lab be refunded. The State has recently determined that they qualify for a "manufacturer's exemption" for personal property taxes. The information to the State was provided by Kranz and the value for taxing purposes was determined by the State, but the Assessor has no responsibility to supply data or set values. The Committee requested that the petitioner recognize that the city's share of the total tax bill is 21% and the balance of the taxes collected have been turned over to the Muskego Norway School District and the other taxing entities. These taxing entities will not reimburse the City as the City acts as a collecting agent for the other entities. The Committee requests that the City Assessor provide the Committee with a written report for background data and the Mayor will check with the City Attorney to determine if the other taxing entities can be liable for their portion if the City deems that the taxes should be returned. 0 The Committee reviewed Subdividers Agreement and Letter of Credit with Mr. Bill Paschke and Attorney Mike Tobin. Ald. Hilt moved to approve subject to review by City Attorney. Seconded by Ald. Ald. Hilt moved to release $6,000. Seconded by Ald. Penovich, motion carried. The Committee reviewed Request for Release of Funds for Woodcrest Heights Subdivision and City Engineers report dated July 8, 1988. Ald. Hilt moved to approve release of $72,487 for roads but only release $18,000 for sewer and water. Seconded by Ald. Penovich, motion carried. Ald. Hilt moved to approve payment of $957.80 for Attorney Fees for Emerald Park Negotiating Committee. Seconded by Ald. Penovich, motion carried. The Committee reviewed request to waive permit fee for Gathering Permit for Muskego Community Festival. Ald. Hilt moved to approve. Seconded by Ald. Penovich, motion carried. Ald. Hilt moved to defer any action of request for Release of Funds and possible revision to Subdivider's Agreement for Richard Zach due to lack of personal appearance. Seconded by Ald. Penovich, motion carried. Ald. Hilt moved to approve payment of General Vouchers in the ;;;"r;;dof $159,796.61. Seconded by Ald. Penovich, motion . Ald. Hilt moved to approve payment of Sewer Utility Vouchers in the amount of $8,450.55 and Water Utility Vouchers in the amount of $38.08. Seconded by Ald. Penovich, motion carried.
