FCM19880524FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 24, 1988 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke, Hilt and Penovich, Ald. Sanders, Ald. Patterson, Ald. Repischak and those per the attached list. The Committee discussed Alarm Permit for Morris Mechanic. Aid. Hilt moved to approve. Seconded by Ald. Dumke, motion carried. The Committee discussed Gathering Permit for Sully's Tuggers for June lZth, at Horn Field. Ald. Hilt moved for approval. Seconded by Ald. Dumke, motion carried. The Committee discussed purchase of delinquent property from Waukesha County with concerned individuals. Mrs. Radtke and her attorney stated that they thought they had a binding agreement with the City. City Attorney Molter has stated that the City has the option to offer property to another party since the status of the lot has changed from unbuildable status to buildable status and adopted subject to City Attorney approval. Mr. Sterzinger stated that he is interested in purchasing the parcel. Ald. Hilt moved to purchase lot from the County. Seconded by Ald. Dumke, motion carried. Ald. Hilt moved that the Finance Committee invite written complete offers to purchase, containing a minimum of $500 earnest money from the following persons or combination of those persons or any one of those persons in combination with other persons (James Godec, Lorraine Radtke, Ralph Sterzinger); that said offer shall contain a proposed puchase price of not less than $15,500 and shall be received by the City on or before June 8, 1988; the City specifically reserves the right to refuse any offer and/or offers for any reason. The City will reimburse Mr. Ralph Sterzinger for the cost of the percolation test, if the City purchases the land from the County, because of the potential benefit given to the City. Seconded by Ald. Dumke, motion carried. The deadline for Offers to Purchase will be June 8, 1988, and will be reviewed at that evening's Finance Committee meeting. The Committee discussed investigative fee for renewal of permits. Ald. Hilt moved to not require renewal fees if no complaints have been logged. Seconded by Ald. Dumke, motion carried. The Committee reviewed Budget Transfer request from the Police Department in memorandum from Police Chief Johnson dated May 4, 1988. The request is to transfer $300 from the Conference and Special Events Account (OlOO-2000-3613) to the Training Account (0100-2000-1116). The $300 from the Conference account will be generated from conferences that won't be attended and from several that were held locally and required less cost. Ald. Dumke moved to approve transfer. Seconded by Ald. Hilt, motion carried. Finance Committee - Page 2 May 24, 1988 0 The Committee reviewed application for Transient Merchants Permit for fireworks stands for Annette Beuthin. Police records of Annette and Donald Beuthin were reviewed. Ald. Hilt moved to defer. Seconded by Ald. Dumke, motion carried. The Committee discussed vacation carry-over requests for Don Simon, John Loughney and Jackie Schweitzer. Ald. Hilt moved to defer with no loss of vacation carry-over until a decision is made. Seconded by Ald. Dumke, motion carried. Ald. Hilt moved to approve payment of General Vouchers in the amount of $187,337.74. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to approve payment of Sewer Utility Vouchers in the amount of $24,137.73 and Water Utility Vouchers in the amount of $322.14. Seconded by Ald. Hilt, motion carried.
