FCM19880120FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 20, 1988 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Dumke, Hilt and Penovich, Parks Supervisor Theis and Ald. Patterson. The following persons appeared to apply for an Operator's License: Lelyn James Michael Sommers Connie Koput Ald. Dumke moved to recommend Council approval subject to receipt of favorable police reports. Seconded by Ald. Hilt, motion carried. Ald. Hilt moved to recommend Council approval of Alarm System Permit for Henry Jankowski, S66 W18505 Jewel Crest Drive. Seconded by Ald. Dumke, motion carried. The Committee reviewed Non-represented settlement. Parks Superintendent Theis appeared before the Committee to discuss wage settlement for Parks Maintenance Man. Ald. Hilt moved to recommend approval of a 50$ per hour increase effective January 1, 1988, along with the 3.5% increase, and another 50$ per hour increase effective December 31, 1988 to be added to the base wage. Seconded by Ald. Dumke, motion carried. Ald. Hilt moved to recommend approval of incorporating into the Non-represented settlement the same language as the AFSCME contract pertaining to part-time benefits. Ald. Hilt moved to recommend that the Mayor, Aldermen and Judge salaries will not be increased, the Assessor & City Clerk's position will include Health Insurance and $21,000 Life Insurance, the Assessor will receive $1,000 in lieu of pension and the present $1,000 in lieu of pension for the City Clerk will be eliminated. The Clerk's salary, effective with the 1988 term will be $32,488.63, the Assessor's salary, effective with the 1988 term will be $35,204.91, and the Treasurer's Salary, effective with the 1988 term, will be $11,434.49. All starting and 6 months steps for the Clerk and Assessor positions will be eliminated. Health Insurance will be provided to the Mayor. Seconded by Ald. Dumke, motion carried. Ald. Penovich abstained. The Committee reviewed request to attend Illinois Association of Recycling Centers Annual Conference in Champaign, Illinois on February 4th & 5th. Ald. Dumke moved to deny request. Seconded by Ald. Hilt, motion carried. The Committee reviewed judgments on outstanding 1986 personal property taxes for Schaumberg's Dis. Co. h David Norbeck. Ald. Dumke moved to advise the City Attorney to proceed with court action to secure outstanding personal property taxes. Seconded by Ald. Hilt, motion carried. Finance Committee - Page 2 January 20, 1988 0. The Committee discussed two outstanding personal property taxes for Paepke and A. King Hanson. Ald. Hilt moved to advise the City Attorney to proceed with court action to secure outstanding personal property taxes for Paepke and to direct the Treasurer to submit outstanding tax bills for A. King Hanson to the City's collection agency. The Committee reviewed 1986 outstanding personal property taxes for Industrial Precision Grinding, Inc. Ald. Dumke moved to direct the Controller to write-off as uncollectable per recommendation of City Attorney in his correspondence of November 20, 1987. The Committee reviewed request for Transfer of Funds from the Parks Department. Ald. Hilt moved to defer for more information from the Parks Department. The Committee reviewed proposed amendments to the Fee Schedule as submitted by the City Clerk and the Building Inspector. Ald. Dumke moved to recommend adoption. Seconded by Ald. Hilt, motion carried. The Committee discussed Maintenance Agreement for the Building Inspection copy machine. The Committee requests City Clerk to secure quotes. Ald. Patterson will furnish a list of names. Ald. Dumke moved to approve payment of General Vouchers in the following amounts: 1987: $ 7,101.88 1988: $57,139.03 1987: $13,422.16 1988: $ 3,735.83 Seconded by Ald. Hilt, motion carried. Ald. Hilt moved to approve payment of Sewer Utility Vouchers in the amount of $41,021.34 (1987) and $8,238.21 (1988). Seconded by Ald. Dumke, motion carried. Ald. Hilt moved to approve payment of Water Utility Vouches in the amount of $1,130.50 (1987) and $198.15 (1988). Seconded by Ald. Dumke, motion carried. The meeting adjourned at 9:20 P.M.
