FCM19870819FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 19, 1987 The meeting was called to order at 7:00 P.M. by Chairman Salentine. Also present were Committee Members Hilt and Penovich, Ald. DeAngelis, Ald. Sanders, Financial Consultant Seegar Swanson, Mr. & Mrs. Kroening, and Mr. Harold DeBack. Ald. Dumke was absent. The following persons appeared to apply for an Operator's License: Thomas Edward Olson Cheryl Wynne-Robbins Edwin J. Loeffler Lori Diane Lutske Ald. Hilt moved to recommend Council approval subject to receipt of favorable police reports. Seconded by Ald. Penovich, motion carried. The Committee discussed application for Special Permit for Sports Bar with Loretta Peterson. Ald. Hilt moved to approve Special Permit and to amend their Class B Liquor License for August 22, 1987, with a 1O:OO P.M. restriction. Seconded by Ald. Penovich, motion carried. The Committee reviewed Offer to Purchase of City-Owned land with Dennis & Roxanne Kroening. Ald. Hilt moved to recommend acceptance of Offer to Purchase in the amount of $22,000, with a counter-offer to clarify certain contingencies. Seconded by Ald. Penovich, motion carried. The Committee reviewed amendments to Restated Pension Trust. Ald. Hilt moved to recommend approval of changes. Seconded by Ald. Penovich, motion carried. The Committee reviewed request for release of funds for Lynn Kurer. Aid. Penovich moved to release funds in the amount of $15,961.50. Seconded by Ald. Hilt, motion carried. The Committee reviewed request for release of funds for Durhamswood Addn. #1 Subdivision. Ald. Hilt moved to release funds in the amount of $31,231.00. Seconded by Ald. Penovich, motion carried. The Committee discussed 1987 Borrowing with Financial Consultant Seegar Swanson. Ald. Hilt moved to have Seegar Swanson proceed with several financial possibilities and to be present at the August 25, 1987 Council meeting. Ald. Penovich moved to change Bond Counsels to the firm of Mulcahy & Werry. Seconded by Ald. Hilt, motion carried. . . ,- * Finance Committee - Page 2 August 19, 1987 The Committee discussed Industrial Park ditch reconstruction and Racine Avenue culvert upgrading with Harold DeBack. The Finance Committee suggested that the City and Developer equally divide the cost of the ditch reconstruction and the City will pay for culvert upgrading with possible contribution from the County. Mr. DeBack will review proposal and get back to the City. The Committee discussed Super Excavators proposal for liquidated damages for the Ladwig Drive Sewer Project. Ald. Hilt moved to recommend a counter proposal of $31,000. Seconded by ALd. Penovich, motion carried. The Committee discussed policy for lost payroll checks. Aid. Penovich moved to approve Treasurer's request that $8.00 stop payment fee be passed along to Employees. Seconded by Ald. Hilt, motion carried. The Committee discussed revocation policy for liquor Licenses. The Finance Committee recommends that the Rules, Laws & Ordinance Committee draft an amendment to the Liquor Ordinance which would give the City the right not to renew a liquor license if it had not been used in an allotted time frame. The Committee proposes a one or two year period. The Committee discussed authorizing hiring of attorney for the Yaeger claim. The Committee decided that City Attorney be invited to sneak to the Plan Commission explaining his original decision. * Ald. Hilt moved to approve payment amount of $1,274,485.36.
