CALL TO ORDER
Mayor Chiaverotti called the meeting to order at 6:30 p.m.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.
ROLL CALL
Present: Committee Members Aldermen Wolfe, Madden and Kubacki, as well as Aldermen
Borgman and Kapusta; Aldermen Hammel and Engelhardt arrived during the meeting. Also
present: City Attorney Warchol, Planner Trzebiatowski, Finance and Administration Director
Mueller, Finance and Administration Assistant Mustapich, Police Chief Rens, Police Captain
Constantineau, Detective Westphal, Library Director Larson and Deputy Clerk Blenski.
PUBLIC MEETING NOTICE
The Deputy Clerk stated that the meeting was noticed in accordance with the open meeting
law.
APPROVAL OF MINUTES – May 22, 2018 and June 12, 2018
Alderman Kubacki made a motion to approve. Alderman Wolfe seconded; motion
carried.
LICENSE APPROVALS
Recommend Approval of Operator Licenses
Alderman Kubacki made a motion to recommend approval of an Operator License for
Dawson Addis, Eric Baker, Debra Berthelsen, Therese Blight, Joel Comp, Maria
Dentice, Samuel Dixon, William Francis, Kerry Heideman, Diane Hernitz, Jacoba
Johson, Jill Juds, Jan Kuzmic, Mekca Martin, Joanna Matthes, Saralyn Maurer,
Patricia Molkentin, Shannon Nowak, Justin Perer, Ronald Petersen, Cynthia Powers,
Mary Robbins-Lenk, Patti Schultz and Diane Whitehouse. Alderman Madden
seconded; motion carried.
Review and Recommendation Regarding 2018-2019 Licenses
Alderman Kubacki made a motion to recommend approval. Alderman Wolfe
seconded; motion carried. (List attached.)
Approval of Taxicab Drivers for Muskego Senior Taxi Service-Lynn Fischer, Maxine Learned
and Robin Piper
Alderman Madden made a motion to approve. Alderman Wolfe seconded; motion
carried.
Recommend Approval of Temporary License to Sell Fermented Malt Beverages-Muskego
Area Chamber of Commerce-July 11, 2018 (Taste of Muskego)
Alderman Wolfe made a motion to recommend approval. Alderman Kubacki
seconded; motion carried.

Alderman Madden made a motion to recommend approval. Alderman Wolfe
seconded; motion carried.
NEW BUSINESS
Review and Recommendation Regarding McShane Lift Station Pump
The Superintendent of Public Utilities proposed the following two options: Option 1
Replacement - $41,735.00 and Option 2 Repair - $36,840.00. Alderman Kubacki made a
motion to recommend approval of Option 1 Replacement. Alderman Wolfe seconded;
motion carried.
Review and Approve City Hall Meeting Rooms Policy
Mayor Chiaverotti noted that the existing language was cleaned up and reviewed by the City
Attorney. No major changes were made. The Council Chambers will only be used for official
City business. Alderman Kubacki made a motion to approve. Alderman Madden
seconded; motion carried.
Health Insurance Options – Initial Review
Director Mueller distributed health insurance renewal options, including three HSA Alternative
Plans. Several Committee Members supported Option #2. Ms. Mueller noted that under that
option if the City provides 100% funding of the current HRA, it will cost approximately $60,000.
Cost savings are not realized unless the City funding for the HSA is reduced. In addition, an
HSA does require the employee to manage the account and submit expenses for payment.
She also stated that she did a five-year comparison and the 2017 expenditures are actually
$20,000 less than 2013. In addition, the HRA utilization has decreased over the past several
years. The projections for the first six months of 2019 will be available in October. The
consensus of the Committee was that Director Mueller should review the 2019 rates and
provide updated health insurance information during the budget process.
VOUCHER APPROVAL
Utility Vouchers
Alderman Wolfe made a motion to recommend approval of Utility Vouchers in the
amount of $4,828.05. Alderman Madden seconded; motion carried.
General Fund Vouchers
Alderman Wolfe made a motion to recommend approval of General Fund Vouchers in
the amount of $1,274,167.08. Alderman Kubacki seconded; motion carried.
Wire Transfers for Payroll/Invoice Transmittals
Alderman Wolfe made a motion to recommend approval of Wire Transfers for
Payroll/Invoice Transmittals in the amount of $335,222.06. Alderman Madden
seconded; motion carried.
ADJOURNMENT
Alderman Kubacki made a motion to adjourn at 7:04 p.m. Alderman Wolfe seconded;
motion carried.
