FINANCE COMMITTEE Minutes - 7/24/2018 Unapproved CITY OF MUSKEGO FINANCE COMMITTEE MINUTES July 24, 2018 5:45 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 5:45 p.m. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Committee Members Alderpersons Wolfe, Madden and Kubacki, as well as Alderpersons Borgman and Engelhardt. Also present: City Attorney Warchol, Finance and Administration Director Mueller, Finance and Administration Assistant Mustapich and Deputy Clerk Blenski. PUBLIC MEETING NOTICE The Deputy Clerk stated that the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES – June 26, 2018 Alderperson Kubacki made a motion to approve. Alderperson Madden seconded; motion carried. 2017 AUDIT PRESENTATION CPA Wendi Unger of Baker Tilly Virchow Krause, LLP was present. She stated the audit process went well with full cooperation of City personnel. Ms. Unger distributed the “City of Muskego Executive Summary of 2017 Audit of City’s Financial Statements” and reviewed the highlights. Mayor Chiaverotti acknowledged the value of Director Mueller’s participation in the audit process. LICENSE APPROVALS Review and Recommendation Regarding Operator Application for Dontay Roquemore City Attorney Warchol outlined the past criminal history of the applicant. Mr. Roquemore was not in attendance. Police Chief Rens had expressed concern about a license being issued to this applicant. Alderperson Kubacki moved to deny the license because of the past criminal history. Alderperson Wolfe seconded; motion carried. Recommend Approval of Operator Licenses Alderperson Kubacki made a motion to recommend approval of an Operator License for Robert Bankenbusch, Lisa Bourdo, Lauren Busalacchi, Edna Penass, Susan Giganti, William Hyde, Lisa Ireland, Kaitlyn Kurudza, Melissa-Jean Kronenburg, Katherine Lemberger, Kenneth Metz, Tyler Packard, Tori Roecker, Robert Rohde, Anthony Shelby, Udhayvir Singh, Kaitlyn Sutton, Coyzette Wargin and a Temporry Operator License for Arthur Benotti. Alderperson Wolfe seconded; motion carried. Finance Committee Minutes 2 July 24, 2018 Recommend Approval of Amendment to Licensed Premise – AJ’s Bar & Grill, S90 W13970 Boxhorn Drive – July 28, 2018 (3:00 p.m. to 9:00 p.m.) Alderperson Wolfe made a motion to recommend approval. Alderperson Kubacki seconded; motion carried. Recommend Approval of Outside Dance Permit – AJ’s Bar & Grill, S90 W13970 Boxhorn Drive – July 29, 2018 (3:00 p.m. to 7:00 p.m.) Alderperson Wolfe made a motion to recommend approval. Alderperson Kubacki seconded; motion carried. Review Request to Waive Fees – Muskego Community Festival Bob Bankenbush was present on behalf of the Festival Committee. Alderperson Kubacki made a motion to waive the license fees as requested. Alderperson Madden seconded; motion carried. Recommend Approval of Class “C” Dance Hall License and Temporary License to Sell Fermented Malt Beverages and Wine – Muskego Community Festival, Inc. – August 23, 24, 25 and 26, 2018 Alderperson Madden made a motion to recommend approval. Alderperson Wolfe seconded; motion carried. 12-Month Review for Operators Colleen Gartzke and Scott Walker City Attorney Warchol noted there were no new issues since the last review. Recommend Approval of Temporary License to Sell Fermented Malt Beverages – Muskego Corvette Club – August 25, 2018 Alderperson Wolfe made a motion to recommend approval. Alderperson Madden seconded; motion carried. Recommend Approval of Temporary License to Sell Fermented Malt Beverages and Wine - CommonGround Ministry, Inc. (Refashion for Life – August 22, 2018) Alderperson Kubacki made a motion to recommend approval. Alderperson Madden seconded; motion carried. NEW BUSINESS Recommend Approval of Developer’s Agreement for The Glen at Pellmann Farms Alderperson Madden made a motion to recommend approval. Alderperson Kubacki seconded; motion carried. Recommend Approval of Fire Protection Agreement with Tess Corners Volunteer Fire Department (2019 – 2021) Jeff Verburgt was present and explained the 2019 – 2021 Capital Budget Summary Request. Capital Budget Expenditures are part of the Agreement for Fire Protection. Alderperson Kubacki made a motion to recommend approval. Alderperson Madden seconded; motion carried. Finance Committee Minutes 3 July 24, 2018 Recommend Approval of Confidential Document Destruction Agreement with Abraham’s On- Site Shredding Service Alderperson Madden made a motion to recommend approval. Alderperson Kubacki seconded; motion carried. Mayor Chiaverotti noted that the City had used a shredding service in the past. Director Mueller proposed changing companies because there were issues with the previous provider. Recommend Approval of Reimbursement to Jewell Homes for the Hillendale Sanitary Pressure Sewer Alderperson Madden made a motion to recommend approval. Alderperson Kubacki seconded. A memo was provided by Public Works and Development Director Kroeger. A reimbursement to Jewell Homes in the amount of $19,680.44 is proposed. Alderpersons Wolfe and Kubacki had questions and requested clarification. Alderperson Wolfe moved to defer. Alderperson Kubacki seconded; motion carried. VOUCHER APPROVAL Utility Vouchers Alderperson Wolfe made a motion to recommend approval of Utility Vouchers in the amount of $463,173.28. Alderperson Kubacki seconded; motion carried. General Fund Vouchers Alderperson Wolfe made a motion to recommend approval of General Fund Vouchers in the amount of $834,632.71. Alderperson Madden seconded; motion carried. Wire Transfers for Payroll/Invoice Transmittals Alderperson Wolfe made a motion to recommend approval of Wire Transfers for Payroll/Invoice Transmittals in the amount of $337,069.17. Alderperson Kubacki seconded; motion carried. ADJOURNMENT Alderperson Kubacki made a motion to adjourn at 6:24 p.m. Alderperson Wolfe seconded; motion carried.
