FCM19860416FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD APRIL 16, 1986 The meeting was called to order at 7~00 P.M. by Chairman Salentine. Also present were Committee Members Dumke and Hilt, Chief Johnson, Anita McSorley, Jeff Musialowski, and Gary Bluemel. Ald. Penovich was absent. The following persons appeared to apply for an Operator's License: Daniel L. LaMere John H. Eigenauer Lynda S. Fliss James F. Kowalski Pamela Jean Young Vickie L. Berka Richard J. Pastorek Brett R. Behling Susan M. Yerke Ald. Dumke moved to recommend Council approval of the above persons subject to favorable police report, with the exception of Pamela Jean Young which is deferred for further review. Seconded by Ald. Hilt, motion carried. The Committee reviewed Class B Fermented Malt Beverage and Intoxicating Liquor License application with Loretta G. Peterson, S76 W17957 Janesville Road. Ald. Dumke moved to recommend Council approval, subject to City Attorney review. Seconded by Ald. Hilt, motion carried. Ald. Dumke moved to recommend approval of Gathering Permit for Ladies Aux. Muskego Volunteer Fire Department, to be held at Station 112, W195 S10030 Racine Avenue, for April 26. Ald. Hilt moved to recommend Council approval. Seconded by Ald. Dumke, motion carried. Police Chief Johnson gave a report on heating & noise complaint. At this point he has spent $551 to solve these problems, and is anticipating an additional $300 to add a power vent bringing outside air directly into the room for cooling when the air conditioner is not operating. Ald. Dumke moved to transfer $876 from Vehicles Purchase Account to Police Department Maintenance Account. Seconded by by Ald. Hilt, motion carried. The Committee reviewed the request of the Muskego Fire Department to waive the Board of Appeals fee of $20.00 and the Sign Permit fee ($1.00 per square foot -minimum $15.00). Ald. Hilt moved to recommend to Council to waive fees. Seconded by Ald. Dumke, motion carried. Police Chief Johnson requested the Committee to establish a salary for the newly created position of Specialist Sergeant/Juvenile Officer. Ald. Dumke moved to recommend to Council to set pay scale at $29,146.08 (starting) and $29,755.30 (six month step). Seconded by Ald. Hilt, motion carried. A Request to purchase additional cable for the Computer/Word Processing System was reviewed by the Committee. Ald. Dumke recommend approval of funds to purchase additional cable, subject to the Mayor's review and approval. Seconded by Ald. Hilt, motion carried. Finance Committee - Page 2 April 16, 1986 The Committee reviewed the 1985 taxes due on City-owned property on Wentland. Ald. Dumke moved to recommend to Council to authorize payment of the,1985 taxes because the lot was purchased subject to the 1985 taxes being paid. Seconded by Ald. Hilt, motion carried. The Committee reviewed the pro-ration of road assessment for the Verburgt properties on Kurtze Lane and directed the City Attorney to draft a resolution to allow for the pro-ration. Seconded by Ald. Hilt, motion carried. The Committee reviewed agreement with Water Bugs Ski Club. Ald. Hilt moved to recommend Council approval subject to insurance issue being resolved. Seconded by Ald. Dumke, motion carried. The following boat leases were reviewed. A rental lease for a 16 foot Blue Fin for the term of four months beginning May 1, 1986 and ending August 31, 1986, at a cost of $1,200; $300 payable May 1, 1986 and the balance of $900. is payable in three equal payments of $300 each, the first of which is due on June 1, 1986. A lease with James Budish for the Big Muske o Lake at a cost of $1.00 and a lease with Oskar Michels at a cost of 8 1.00. Ald. Hilt moved to recommend Council approval of the Water Patrolmen leases. Seconded by Ald. Dumke, motion carried. The Committee reviewed the dates for the Water Bug Ski Club as presented, along with the Fun Fest dates of July 25, 26 & 27. Ald. Dumke moved to recommend Council approval. Seconded by Ald. Hilt, motion carried. The Mayor discussed with the Committee compensation for an "On-Call" P erson for maintenance emergencies. The Committee recommended the 'On-Call" person receive three hours time off at straight time. The Committee discussed establishing a policy of waiving fees for permits for the City of Muskego and affiliates (Muskego Volunteer Fire Dept., Tess Corners Volunteer Fire Dept, and Muskego Historical Society). Ald. Hilt moved to recommend approval. Seconded by Ald. Dumke, motion carried. The Committee discussed request from Recreation Supervisor to carry- over 1985 vacation into 1986 due to the temporary secretarial vacancy experienced in 1985.
