FCM198509040 FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD SEPTEMBER 4, 1985 The meeting was called to order by Acting Chairman Tomczyk at 7:03 P.M. Also present were Committee Members Dumke and Penovich, Ald. Nilsson, Ald. DeAngelis, Chief Johnson, Lt. Daley and those persons per the attached list. Mayor Salentine arrived at 7:15 P.M. The Committee reviewed Class A Liquor License for the Little Store with owner Frank Ksionsk and Attorney Charles Oppitz. Ald. Tomczyk read a petition received from 21 neighbors requesting cancellation of liquor license and reviewed a police report dated August 21, 1985. Attorney Oppitz requested a two week deferral. Ald. Dumke moved to defer for two weeks and requested the Clerk's Office to submit information to City Attorney for review. Seconded by Ald. Penovich, motion carried. Frank Ksionsk voluntarily stated that Valerie Ksionsk will refrain from sale of alcoholic beverages. The following persons appeared to apply for an operator's license: Madeleine Kienast Deborah Carlson Donald Mittag Melinda Mittag Ald. Dumke moved to recommend Council approval of the above by Ald. Tomczyk, motion carried. persons subject to receipt of favorable police reports. Seconded The Committee reviewed library shelving request with Library Director Holly Sanhuber. Ald. Tomczyk moved to recommend to Council purchase of additional shelving consisting of 35 single faced sections and 25 back-to-back sections, not to exceed $17,000, and authorize letting of bids. Seconded by Ald. Penovich, motion carried. The Committee reviewed Tess Corners Fire Department parking lot improvements with Jeff Verburgt and Phil Dibb. They have received three quotes that all range about $27,500. It was noted I that there will be an additional cost of $4,000 for removal of electrical poles. Ald. Penovich moved to approve reconstruction of Tess Corners Fire Department parking lot not to exceed $31,700, with funds from TID #2. Seconded by Ald. Dumke, motion carried. The Committee discussed establishing salary scale for new position of Full Time Appointed Deputy Treasurer. Ald. Penovich moved to a prove a salar scale of $6.02 (starting), $6.75 (6 Mos.) and t7.23 (18 Mos .r with the newly a pointed Deputy Treasurer starting at the second level of 5 6.75 per hour, effective August 26, 1985. Seconded by Ald. Tomczyk, motion carried. 0 Finance Committee - Page 2 September 4, 1985 The Committee reviewed Recreation Department request for locker room attendants at the Swimming Pool at an additional cost of approximately $780. Ald. Tomczyk moved to approve subject to raising pool fees to $1.00, and review by the Parks & Recreation Board. Seconded by Ald. Penovich, motion carried. The Committee reviewed Historical Society lease with representatives from the Historical Society. Ald. Tomczyk moved to recommend approval subject to approval of City Attorney. If there are no appreciable changes, resolution should go to Council. Seconded by Ald. Dumke, motion carried. The Committee discussed vacating of city property on Denoon Point with Mr. Gordon Strehlow. Ald. Tomczyk moved to pursue request motion carried. subject to review by City Attorney. Seconded by Ald. Dumke, The City reviewed addendum to cooperative agreement between City and Department of Aging (Waukesha County) for Denoon Center as a nutrition site in 1985. Ald. Tomczyk moved to recommend approval. Seconded by Ald. Dumke, motion carried. The Committee discussed Use of Council Chambers-Recreation Department for hosting of SEPRC (Southeast Park & Rec Council) on October 23, 1985. There will be coffee and donuts served. Ald. Penovich moved to approve. Seconded by Ald. Dumke, motion carried. The Committee reviewed two requests from Muskego Athletic Association for use of Open Area for baseball registration on February 8, 1986 from 9:OO A.M. to Noon and February 22, 1986 numberous dates in the Fall of 1985 and Spring of 1986. Ald. from 1:00 P.M. to 3:OO P.M., and Youth Baseball Program for Tornczyk moved to approve subject to the City Clerk's review of Ald. Dumke, motion carried. availability because of City Hall/Library expansion. Seconded by The Committee reviewed the Cleaning Quotes. The Committee will discuss at a later date. The Committee reviewed Non-Represented salary increases and recommends the following: 0 The proposal for 1985186 is a 4% increase for 1/1/85 thru a 4% increase for 1/1/86 thru 12130186, and a 1% increase 12/30/85, a 1% increase effective 11:59 P.M. on 12/31/85, effective 11:59 P.M. on 12/31/86, along with the following new base rates: 0 Finance Committee - Page 3 September 4, 1985 Library Director Recreation Supervisor Parks Supervisor Deputy Clerk Park Maintenance Man Part-time High School Water patrolman Election Poll Workers Clerk's Office Chairman & $11.09 per hour $10.81 per hour $ 8.90 per hour $ 8.99 per hour No escalation in 1986. $ 3.45 per hour No escalation. Student & The Committee also approved $1,000.00 yearly in lieu of pension for the City Clerk and Assessor. The Committee discussed bids for the Ladwig Drive Sewer Project. The Committee decided to send the bids to Council without recommendation. The Committee discussed Offer To Purchase, Tess Corners Bridge Project-Lamb Easement. Ald. Tomczyk moved to recommend approval. Seconded by Ald. Dumke, motion carried. The Committee discussed DandiLion Park Proposal. Ald. Tomczyk moved to recommend resolution be placed on Council stating that the City has no desire to purchase DandiLion Park due to cost of renovation, maintenance, etc. Seconded by Ald. Dumke, motion carried. The Committee will review Little Muskego Lake Protection 6r Rehabilitation's request of city land at a later date. Ald. Tomczyk moved to approve payment of General Vouchers in the amount of $233,602.00. Seconded by Ald. Penovich, motion carried. Ald.
