FCM19850619a FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD JUNE 19, 1985 The meeting was called to order by Chairman Salentine at 7:30 P.M. Also present were Committee Members Tomczyk, Dumke and Penovich, Ald. Nilsson, Chief Johnson, Lt. Gifford and those per the attached list. The following persons appeared to apply for Operator's License: Paul Sviatoslavsky Michelle Zainer Mike Biakley Rochelle Nowak Jeff Bohlman Roy Bartz Marjorie Trevorrow Ald. Dumke moved to recommend Council approval of the above persons subject to receipt of favorable police reports. Seconded by Ald. Tomczyk, motion carried. The Committee discussed request of Police Department for personnel change with Chief Johnson and Lt. Gifford. The request is to terminate the position of police cadet and establish a position of permanent part-time telecommunicator, an on- call/temporary telecommunicator, and a permanent part-time utility person, per the attached list. Ald. Tomczyk moved for approval. Seconded by Ald. Dumke, motion carried. The Committee discussed request for expenditure of TIF funds to Nilsson. Ald. Nilsson stated he would return to the Committee pave parking area - Tess Corners Fire Department with Ald. when more definite cost figures were obtained. The Committee discussed Liquor License/Dance Hall applications. There is a conflict between granting of outside sales and an ordinance currently in force which states that all outside drinking shall cease at 11:OO P.M. Ald. Tomczyk moved to approve buildings for those licensed premises which include the exterior a 10:30 P.M. time limitation on sale of liquor outside of in their premises description. Seconded by Ald. Dumke, motion carried. Ald. Tomczyk moved to approve Dance Hall Licenses for all Class B establishments for interior of buildings on premises only. Any requests for Dance Hall licenses for the exterior of buildings must be made to the City Hall for a "Special Permit" License. Dumke seconded, carried. The Committee authorized the Deputy Clerk to grant Special Permit" Licenses (Public Dance) for outside events to a Class B establishment. The Police Department will forward all past and the Deputy Clerk. If a complaint is on file, the request must be future complaints to Finance Committee for review, with a copy to approved by the Finance Committee. 0 I' e Finance Committee - Page 2 June 19, 1985 The Committee reviewed request to refund application fee of $387.50 submitted by Valley Wood, Inc., minus $25.00 for administrative costs, for a total of $362.50. Valley Wood had applied for a license and have determined that they would relinquish their license if a license would be approved for Ald. Tomczyk, motion carried. Salvatore Scarpace. Ald. Dumke moved to approve. Seconded by The Committee recommended approval of all license applications per the attached list, with the Klauser Rifle Range license to be reviewed at next meeting. The Committee reviewed Refuse License for 1985-86 for the following: City of Waukesha Industrial Waste Corp. Modern Wrecking Co., Inc. Cotton Disposal, Inc. Northwestern Wrecking Co. Waste Management Co. Town & Country Waste Service Economy Disposal, Inc. Sanitary Disposal Service Ald.Tomczyk moved to recommend Council approval of the above persons. Seconded by Ald. Dumke, motion carried. e The Committee reviewed the Gathering Permit for Muskego Icetronauts to be held at Highway Y and Woods Road, across from the High School, on September 8, 1985. Ald. Dumke moved for approval. Seconded by Ald. Tomczyk, motion carried. The Committee reviewed the Salvage and Recycling Center License for Kohne Salvage. Ald. Tomczyk moved to recommend Council approval. Seconded by Ald. Dumke, motion carried. The Committee reviewed the Transient Merchant Permit for Gerald by Ald. Dumke, motion carried. Swartz. Ald. Tomczyk moved to recommend Council approval. Seconded The Committee discussed Counter-Offer to Purchasefcity-owned Tess Corners Lot (Woodland) with Mr. Ryback. The City presented Mr. Ryback with a counter-offer of $18,000. Mr. Ryback rejected the offer. Ald. Tomczyk moved to recommend the Council counter-offer at $16,500. Seconded by Ald. Dumke, motion carried. The Committee discussed Bass Bay Road Assessment with residents of the area. Ald. Tomczyk moved to recommend adoption of a Preliminary Resolution. Seconded by Ald. Dumke, motion carried. The Committee reviewed Jewel Creek agreement. Ald. Tomczyk moved to recommend Council approval. Seconded by Ald. Dumke, motion carried. 0 Finance Committee - Page 3 June 19, 1985 The Committee reviewed the renewal of the Weights & Measures contract. Ald. Tomczyk moved to recommend expenditure of $1,490 for the 1985-86 period. Seconded by Ald. Dumke, motion carried. The Committee discussed the 1985 Subscription to the Citizens Governmental Research Bureau. CGRB members have previously received this bulletin through their membership. They are now asking for a Dumke moved to recommend purchasing one subscription. Seconded by subscription fee of $35.00 per year (July 1 through June 30). Ald. Ald. Tomczyk, motion carried. The Committee reviewed Lease of City-Owned property (Schaumberg). The Committee reviewed the Parks and Recreation Board's recommendation to approve the lease effective June 1 through December 31, 1985 at $105.00. Ald. Tomczyk moved to recommend Council approval. Seconded by Ald. Dumke, motion carried. The Committee reviewed request for 1984 Tax Refund - Burkhardt from Paul M. DeAngelis, Assessor. Property with Tax Key 1/2205.027 has been issued a notice of decrease and correction on their land value. The request is to correct this over-assessment by issuing a check in the amount of $133.30 to Mr. and Mrs. Burkhardt prior to the due date of the second payment extension time of July 31, 1985. Ald.
