FCM19840718FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD JULY 18, 1984 The meeting was called to order by Chairman Salentine at 7:30 P.M. Also present were Committee Members Penovich, Dumke and Tomczyk. The Committee reviewed requests for Gathering Permits for the following: Muskego Icetronauts Sept. 9 & Oct. 14, 1984 St. Paul Ev. Lutheran Church August 5, 1984 Muskego V.F.W. Post #8171 August 23-26, 1984 Ald. Penovich moved to approve the Gatherine Permit listed above. Seconded by Ald. Dumke, motion carried. The following persons appeared for an Operator's License: Diane Drewitz Ethel Soliwoda Kurt Arnold Therese Bowen Leah Robertson Jean Repischak Ald. Penovich moved to recommend Council approval of the above persons subject to favorable police reports. Seconded by Ald. Durnke, motion carried. Ald. Penovich moved to recommend Council approval of Mr. Todd Helm's Operator's License subject to favorable police report and payment of pending fine. Seconded by Ald. Dumke, motion carried. Klauser. Ald. Dumke recapped how approximately eight months ago The Committee reviewed the license application for Rifle Range- the Council had given Mr. Klauser a license after he appeared at the Welfare and Finance committee meetings. At that time the City had not received any complaints. Mayor Salentine stated that in order to refuse to renew an existing license it would be necessary to show sufficient cause and proceed with the necessary revocation requirements. Mr. Klauser stated the Rifle Range hours would not exceed 5:OO P.M. Mayor Salentine directed the Zoning Officer to check if there are any restrictions that may void the license and to report on the status of the Conditional Use. Mr. Klauser clarified that the shooting would be only by Club members and the hours from 1O:OO A.M. to 5:OO P.M., with no shooting on Mondays. Ald. Tomczyk moved to recommend approval of license to Common Council. Seconded by Ald. Penovich, motion carried. The Committee noted that the City had not received any offers to purchase for the two City owned Tess Corners lots. Finance Committee 7/1a/a4- Page 2 The Committee reviewed the Non-represented Pension request. Ald. Penovich moved to recommend to Council a 26 per hour increased Seconded by Ald. Tomczyk, motion carried. contribution by the City for the Non-represented pension plan. The Committee reviewed the Audit with the Auditors and City Clerk Charlotte Stewart. The Committee discussed the Industrial Expansion and recommended review by the Industrial Study Committee. The Committee reviewed the renewal of the lease for the Police Shooting Range and was satisfied with the existing lease. The Committee recommended approval of lease for a term of one year. The Committee reviewed the Policy on assessment for Road Costs (Kurtee Lane). The Public Works Committee recommended to the Finance Committee that the policy to determine the amount to be assessed for road costs should not include costs of the storm drainage work, easements, legal cost or original land cost. The Committee unanimously agreed with the Public Works Committee recommendation. 0 The Committee discussed the request for additional funds-Denoon Park for Archaeological study. Recreation Supervisor Jackie St. Mary informed the Committee that the Park Board recommended approval of the expenditure for the Archaeological Survey not to exceed $1,500.00; funds to come from TID #l. The Archaeological Survey is required before the City can qualify for LAWCON funding. Seconded by Ald. Dumke, motion carried. Ald. Tomczyk moved to recommend Council approval. The Committee reviewed request to fill vacancy in Clerk's Office. Clerk Stewart explained that the secretarial opening in the Assessor's office will be filled by the person who held a job in the Clerk's office; thus creating a vacancy. Ald. Penovich moved to fill vacancy. Seconded by Ald. Tomceyk, motion carried. Ald. Tomczyk moved to approve payment of General Vouchers totaling $459.335.93. Seconded by Ald.Dumke, motion carried.
