FCM19830518FINAKCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD MAY 18, 1983 The meeting was called to order at 7:30 P.M. by Chairman Salentine. DeAngelis, Recreation Supervisor, Jackie St. Mary and those persons Also present were Committee Members Colburn, Dumke and Penovich, Ald. as per the attached list. The following persons appeared to apply for an Operators License: Camille Trapp Dawn James Ryan Lever Roger Kippenhan Mark Hummer Ald. Colburn moved to recommend Council approval of the above persons to be granted an Operators License, subject to a favorable police report. Seconded by Ald. Dumke. Motion carried. Mr. John Christensen, who had appeared previously to apply for an Operator's License, appeared again along with his attorney, Mr. Greg Miller. Mr. Miller discussed the charge against Mr. Christensen dated 1/26/83 stating charges would be dropped if he would acquire a city license. Mr. Christensen's criminal record was reviewed by criminal record and the recommendation of his probation officer the committee. Ald. Colburn moved that due to Mr. Christensen's the application be denied. Seconded by Ald. Dumke. Mr. Christensen was advised that he contact Mr. Zanger, Probation Officer, and obtain a letter from him stating his recommendations at this time. The notion to deny carried. Mr. James Schofield, W150 S7004 Cornel1 Circle, appeared at the meeting to apply for an Operator's License. Ald. Colburn moved to recommend approval, subject to a favorable police report and payment of the $25.00 fee. Seconded by Ald. Dumke. Motion carried. The cornittee discussed the possible purchase of a small parcel of city-owned land in the area of Guernsey Meadows with Mr. Irving Fischer. Mr. Fischer stated that he would pay $SOO.OO for the land plus expenses. Ald. Penovich moved to recommend approval, subject to approval of the Parks and Recreation Board and the Plan Commission. Seconded by Ald. Colburn. Motion carried. The committee discussed expenditure of funds for equipment for the newly appointed Humane Officer, Lee Shane. Mr. Shane requested funds not to exceed $200.00 for a "Ketch-all" pole, spray dog repellant Ald. Penovich. Motion carried. The committee recognized that $150.00 and a hand book. Ald. Colburn moved for approval, seconded by has already been used for the purchase of transportation cages by the Humane Officer. The committee discussed the possible purchase of Lake Meadows Park land with Mr. Roland Haut. Mayor Salentine advised that Mr. Haut had agreed on a price of $4,500.00 per acres, over a 10-year period with an interest rate of 9 percent. Ald. Penovich moved to send this matter to the Common Council without recommendation. Seconded by Ald. Dumke. Aldermen Penovich and Dumke voted "aye". Ald. Colburn voted "no". The notion carried. The committee discussed the leasing of city-owned land to Mr. Richard Schaumberg. (Approximately 15 acres). The lease amount to be $180.00 per year. Ald. Dumke moved to recommend approval, seconded - by Ald. Colburn. Motion carried. of the Tess Corners Drainage Project (Woods Rd. Culvert) from Dist. The committee discussed the change of the TIF District for a portion No. 2 to TIF Dist. No. 6. Ald. Colburn moved to recommend approval. Seconded by Ald. Dumke. lviotion carried. 0 5/18/63 - P. 2 Finance Committee The committee discussed the request of Ald. Colburn to participate in the city's health insurance program at his own expense. Ald. Penovich moved for approval, seconded by Ald. Dumke. Motion carried. The committee discussed the use of city-owned property for the city's participation in "Green Up Muskego" Week. The city parking lot would be used by local merchants to sell plants and green up related merchandise. Ald. Colburn moved to approve the use of the city-owned property for the above purpose. Seconded by Ald. Dumke. Motion carried. Ald. Colburn moved to recommend approval of payment of general vouchers in the amount of $212,483.15. Seconded by Ald. Penovich. Mot ion carried. Mr. Harry Beilfuss questioned the legality of the Little Muskego by the city during Funfest. Lake Association keeping the parking fees and other expenses incurred Ald.
