FCM19830216c .- FINANCE COMMITTEE - CITY OF MUSKEG0 0 MINUTES OF MEETING HELD FEBRUARY 16, 1963 e The meeting was called to order at 7:30 P.M. by Chairman Salentine. Also present were Committee Members Klenz, Dumke and Penovich, Ald. Treba and Ald. Colburn and those persons as per the attached list. The following persons appeared to apply for Operator's Licenses: Chris Youssi James Bastian Michael Skowronski Dane Crosby Wynena Crosby Tamara Benishek Debora Trapp Veronica Frelka Ald. Dumke moved, Ald. Klenz seconded, to recommend to Common Council the approval of the above listed persons to hold an Operator's License in the City of Muskego subject to receipt of favorable police reports. Motion carried. Carol A. Konczal appeared to apply for a Class "B" Fermented Malt Beverage and Intoxicating Liquor License for the former "Jerry's Hideout" on Janesville Road. Ald. Penovich moved to recommend to Common Council approval of same. Seconded by Ald. Dumke. Motion carried. The committee reviewed a request for Operator's License for Randall R. Zellmer. Ald. Dumke moved to defer further review until Mr. Zellmer's personal appearance. Seconded by Ald. Klenz. Motion carried. The committee reviewed with Lt. Johnson the telephone system at the I police department. The proposedtdephones for the basement area were discussed. Ald. Klenz moved to approve $631.00 from TIF District No. Seven for this expenditure. Seconded by Ald. Dumke. Motion carried. The committee discussed the offer to purchase a city-owned lot (Parcel 3) on Fairfield Drive with Mr. and Mrs. Brian Potters. Ald. Penovich moved to allow 90-day contingency. Seconded by Ald. Dumke. Motion carried. The committee discussed the possibility of a referendum on proposed library expansion with members of the Library Board. Ald. Klenz stated that he is in disagreement with any action taken on the wording of a referendum by the committee and also of any action taken by the Clerk in requesting a referendum on the April ballot until the matter is approved by the Common Council. Ald. Dumke moved to recommend to Common Council the following referendum be placed on the April ballot: 8 e "Should the City of Muskego further pursue the needed expansion of Muskego Library and City Hall at a cost by Tax Increment Financing?" not to exceed $250,000.00 with revenue to be generated Motion seconded by Ald. Penovich. Motion carried. The committee discussed Pick & Save's request to review restrictions place on their liquor license. It was the decision of the Finance Committee to take no action at this time concerning this matter. The committee discussed the request of the City Assessor to refund Klenz moved to refund $406.05 to the First National Leasing Corporation. personal property tax to First National Leasing Corporation. Ald. Seconded by Ald. Dumke. Motion carried. The committee discussed the Tudor Oaks Claim and the possibility of appealing the decision. The committee decided to ask City Attorney Molter to request a 20-day extension to review a possible appeal. They directed Mayor Salentine to place a resolution on the agenda of the next Council meeting to determine the status of an appeal. 0 2/16/83 - P. 2 Finance Committee by resolution at the Council meeting held 2/8/83. Ald. Dumke moved The committee discussed the purchase of park equipment as adopted to place Resolution #33-83 on the agenda for the Council meeting to be held 2/25/83 for reconsideration. Ald. Penovich moved to approve general vouchers in the amount of 0. $343,528.39. Seconded by Ald. Dumke. Motion carried. Ald. Penovich moved to recommend approval of payment of sewer utility vouchers in the amount of $15,966.24. Seconded by Ald. Dumke. Motion carried. Ald. Penovich moved to adjourn. Seconded by Ald. Dumke.'
