MINUTES OF MEETING HELD NOVEMBER 3, 1982
The meeting was called to order by Chairman Salentine at 7 30 P.M..
Also present were Committee Members Klenz and Penovich, Ald Tomczyk
and Treba, Ed Dumke, Supt. Bertram, Jean Sanders and Jerome Gottfried
The foliowsing persons appeared to apply for an Operatorls License:
James Campeau Gregory Subel
Kathy Yaeger Margaret Schaumberg Marietta Hartung Joe Baillargeon
Laaette Knapp
Ald. Klenz moved to recommend approval of the above listed persons to hold an Operator's License, subject to favorable police report.
Seconded by Ald. Penovich. Motion carried.
The committee discussed extension of tax collection date with City Treasurer Jean Sanders. Ald. Klenz moved to recommend to Common Council
the extensioii-of.tax collection date to February 28, 1983. Seconded
by Ald. Penovich'. Motion carried.
The committee discussed delinquent personal property taxes with Jean
Sanders. The committee referred the matter to the city auditors and
the financial advisor.
The committee discussed amendments of Industrial Development Bonds
with representatives of Peerless Gear. Ald. Klenz moved to recommend
the necessary changes to Common Council, subject to approval of the
city artorsey, Seconded by Ald. Penovich. Motion carried,
The committee discussed the review of restrictions with Pick IN Save
regarding the requirements placed on them as to their Class "A" Retail,
Liquor License. The committee agreed to the following restrictions:
(1) 48" high wall around the cash register was adequute. (2) entrance
way would be narrowed to 48". (3) food items could be checked at the
register in the liquor department.
Mr. Robert Stack, representing Quality Craft Homes, discussed with
the coaunittee an offer to purchase three Fountainwood lots the city
owns. Ald. Penovich moved for a 60-day contingency and a price of
52,500,OO per lot, subject to approval of the city ottorney. Seconded
by Ald. Klenz, Notion carried,
The committee discussed capital budget items with Supt. Bertram.
Ald. Klenz moved to recommend to place a patrol truck in the Public Works Capital Budget. Seconded by Ald. Penovich. Also,
to recommend Road Improvement funds be reduced to $60,000.00.
Motion carried.

The committee discussed the 1983 proposed City budget with Building
Inspector Lee.
The committee discussed a gasoline saving device with Mr. Sam Jovanovich.
The committee will discussed this item with the police department and review the matter at the next Finance Conunittee meeting.
The committee discussed the request of Junsen Development for a
grant the request. Seconded by Ald. Klenz. Motion carried.
The committee discussed the request of the city attorney regarding
a retainer fee. The committee's decision was that an hourly rate
would be charged after a case reaches $2,000.00. Correspondence will
be sent to the city attorney.
The committee discussed policy regarding the closing of city hall for snow emergencies in regard to a communication from Recreation Super- visor, Jackie St. Mary. The following decisions were made:

(1) The Mayor will make the decision to close city hall
(2) The Mayor will set up the chain of command
(3) Tho decision can be made by 7:OO A.M.
Ald. Klenz moved to recommend payment of vouchers in the amount of
$508,754.98. Seconded by Ald. Penovich. Motion carried.
Ald. Klenz moved to recommend approval of payment of sewer utility
voucher8 in the mount of $54,807.02. Seconded by Ald. Penovich. Yotian aarrled.
Ald. Klene moved to adjourn. Seconded by Ald. Penovich. Motion
carried. The meeting adjourned at 10:07 P.M.
