FCM19820505FINANCE COMMITTEE - CITY OF YUSKEGO MINUTES OF MEETING'mLD MAY 5, 1082 The meeting was called to order at 7:37 P.M. by Chairman Salentine. Also present were Cmittee Members Klenz and Penovich, Aldermen Colburn and Nilsson, Police Chief Scholz, Mr. Frank DeAngelis and Mr. Michael Mooney. The folloring persons appeared to apply for an Operator's License: a ~ ! Kevin Wolf Armand Schirripa Valerie Nowak MS. hreen K1aser appeared to apply for a Class "B" Fermented Malt Bev0r-e and Intoxicating Liquor License for The Hunter's Nest. Aid. Klenz moved to recommend approval of Operator's License for the above listed pereons. Seconded by Ald. Penovich. Yotion carried. police Chief Scholz appeared at the meeting to discuss authorization for his department to purchase two unmarked squads. The committee discussed the number of cars to be purchased and the type Of cars to be purchased. Ald. Klenz moved to accept the quote from Jack Griffin Ford at the latest possible acceptance date for the Sum Of $6,135.00 per unit. Seconded by Ald. Penovich. Motion carried. Mr. Michael Mooney appeared to review a cost analysis of industrial park expansion. It was the committee's decision to review this at a later date. The listing of the remaining lots in the induetrial park was also discussed. Repurchase, poseible division or. resale of the Yarquardt lot was revRledJt was also the decision of the committee to authorize Mayor Salentine to negotiate with Ray Wallner andlor Harold DeBack for purchase of lands owned by them for expansion of the induetrial park. Mr. Mike Fitzgerald appeared at the meeting on behalf of the Water Budgs Skl Club. A letter requesting conditional use of the dock as a take-off pier was submitted by the Water Bugs for approval by the Finance Committee. Ald. Klenz moved to recommend to Common Council ski practice and show use. of the dock at Idle Isle Beach, recomnended by the Park and Recreation Board as follows: Saturdays and Sundays (Yo. of Yay) 12:OO P.M. - 3:OO P.M. Tuesday and Thursdays 5:OO P.M. -. Dusk Wednesday and Saturday (Yo. of May) Show dates in June, Practice dates for June, July and July and August August to be reconsidered after a review of the May practices Motion seconded by Ald. Penovich and carried. A letter was also submitted requesting permission to set up a slalom course on Little Muskego Lake. Ald. Klenz moved to defer action until the May 19th Finance Committee meeting. Seconded by Ald. Penovich. Motion carried. The committee referred the matter of fire inspection fees to the public Safety Committee Ald. Klenz moved to grant the request of the City Clerk-Comptroller to attend the Municipal Clerk's Institute in Green Bay the week of July 11 carried. thru the 16th at a cost of $315.00. Seconded by Ald. penovich. Motion The Finance committee concurred with the Mayor's request to have the Common Council review the hiring of all new city employees. The committee reviewed a letter from Municipal Justice Wittbrot sent to Mr. Wittbrot indicating that non-represented salaries are in pertaining to a salary increase for that position. A letter will be the process of being reviewed. Finance Comittee May 5, 1983 Page a The cmittee discussed the sale of city-owned lots in the area of McShrne Drive. Ald. Klenz moved to defer action on this matter until a list of all city-wned lots ie compiled. Seconded by Ald. Penovich, motion carried. The comittee recomended approval of a contract between the city and the Wisconsin Department of Agriculture regarding weights and measumv in the city in the amount of $1350.00. Mayor Salentine haa directed City Attorney Molter to file a claim in behalf of the City of Muskego in the matter of the Tudor Oaks Bank- ruptcy. Ald. Klenz moved to recomaend Council approval of the expenditure of approximately 51,000.00 for the placement of City of Muskego identification signs on Eighray 15 (Rock Freeway). Funds for this purpose to come from Tu Increment Financing District 17. Seconded by Ald. Penovich. Motion carried. The committee reviewed the following bid from Conmunity Newspapers, Inc for the placment of official notices: 3 Common Council proceedings, ordinances, Insertion notices and other published matter set in "Bolid" or paragraph form.............$3.00 $2.35 1st 2nd Insere Display ads, ballots and other matter set in display format....................$5.75 64.55 All figures are per column inch Ald. Klenz moved to reconmend Council approval Of the above bid as submitted by Community Newspapers, Inc. (Muskego Sun). Seconded by Ald. Penovich. Motion carried. The minutes of the previous meeting were reviewed and placed on file. Contract negotiations for City Hall-Library and Telecommunicators were reviewed. It was the decision of the Finance Committee to send the matter to the Common Council without recommendation. Ald. Klenz moved to recommend approval of the payment of vouchers in the mount of $251,544.75. Seconded by Ald. Penovich. Motion carried. Ald. Klenz moved to adjourn. Seconded by Ald. Penovich.
