FCM19820217FINANCE COMMITTEE - CITY OF MUSKEG0 0 MINUTES OF MEETING HELD FEBRUARY 17, 1982 The meeting was called to order at 7.32 P.M. by Chairman Gottfried. Also present were Committee Members Radtke and Salentine and Police Chief Scholz. The following persons appeared to apply for an Operator's License, Brian Bergman Joyce Kajfosz Kim Draskovich Sandy Bostrom Chris Bitter Ald. Radtke moved to recommend approval of the above listed persons to hold an Operator's License subject to receipt of favorable police report. Seconded by Ald. Salentine. Motion carried. The committee discussed the request of the Park and Recreation Board for permission to hire an architect, if necessary, to prepare plans The committee noted that the building has been approved by the and specifications for the proposed park pavilion at Bluhm Park. The Finance Committee acknowledged the request of the Parks and pay for the initial planning required for Lake Meadows Park. The Recreation Board to use funds from the park dedication account to monies would be returned when the TIF project was approved and funded. Mr. Richard Abelson, along with Mrs. Frances Flees, agreed to determine the position of the employees regarding the Finance Committee's offer to pay one-half day's wages, however, she indicated that she felt The committee weed to advise Mrs. Flees of their decision on they were firmly commited to the request for a full day's salary. February 18th. 0 0 Dave Warhanek, on behalf of the MPPA, appeared to discuss the griev- ance regarding payment of overtime. He indicated that the association felt a change from past practices was a violation of the city's contract with them. The committee reviewed Lt. Johnson's report regarding the grievance and heard Chief Scholz explain why he denied the grievance. The committee agreed to advise Mr. Warhanek of their decision by February 18th. Mrs. Olga Mimier appeared on behalf of the Library Board in the would probably take place in April. Mrs. Mimier also explained Library Director. The Committee noted that the salary suggested by the Library Board meant an increase of $376.00 per month. Ald. Radtke moved to recommend to Common Council that $100.00 be paid to Holly Sanhuber for each month she assumes the extra duties of Library Director. Seconded by Ald. Salentine. Salentine moved to recommend approval of the Grievance. Seconded by Ald. Radtke. Motion carried, The Finance Committee wishes to make it clear that the decision to uphold the grievance in no way reflects a position regarding the matter and their action was taken only because negotiations regarding the items in the grievance are presently taking place and should be resolved shortly. Ald. Radtke moved to reaffirm the Finance Committee's offer to settle the grievance filed by city hall personnel by paying them one-half of their regular salary for the January 4th closing of city hall with the understanding, however, that if this is not acceptable to the employees a recommendation will be made to the Common Council to deny the grievance. Seconded by Ald. Salentine. Motion carried. Ald. Salentine moved to authorize the Mayor to purchase a new clock for the aldermen's conference Toom. Seconded by Ald. Radtke. Motion carried. The committee reviewed the DNR's audit report for water patrol which reduced the request of $2,770.02 to $1,598.79 for the year 1981. 0 Ald. Salentine moved to recommend Council approval of a one year maintenance agreement between Robertson, Inc. and the city for the A. B. Dick offset machine in the amount of $525.00. Seconded by Ald. Radtke. Motion carried. The minutes of the previous meeting held February 3, 1982 were reviewed and placed on file, Mayor Gottfried advised the committee that communicatiorshave been sont to neighboring municipalitioe to dotermino what policies Lhcy lluve regarding expenses of city employces and olPiciuls when uttcnding conventions, seminars, etc. He indicated they were also questioned whether a different policy was used when the travel expenses had already been budgeted. Ald. Radtke moved to defer a decision on Salentine. Motion carried. this matter until the information is received. Seconded by Ald. Ald. Salentine moved to adjourn, Seconded by Ald, Radtke.
