FCM19810819e FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD AUGUST 19, 1981 The meeting was called to order by Chairman Gottfried at 7:34 P.M. Also present were Committee Members Radtke, Salentine and Dwdie Aldermen Klenz and Penovich. The following persons appeared at the meeting to apply for Operators Licenses : ?Q ! Radtke moved to recommend approval of Operators Licenses for the above listed persons, subject to receipt of favorable police reports. Seconded by Ald. Dumke. Motion carried. Supt. Bertram is to report to the Public Works Committee on the survey work for Bluhm Park. It was the committee's decision purchase 3.73 acres of land in the amount of $64,542.73. Ald. Dumke to reject the offer from the W. P. Corporation for the city to re- moved to recommend to the Common Council that the city offer to urchase 3.73 acres owned by the W. P. Corporation for $34,000 plus rnnterest. Seconded by Ald. Radtke. Motion carried. (This is in accordance with the rules and regulations of the industrial park) Ald Salentine moved to recommend approval of payment of vouchers in the amount of $124,574.72. Seconded by Ald. Dumke. Motion carried. The committee discussed the polic of buying back lots previously Mayor Gottfried presented the committee with a health insurance plan from Blue Cross - Blue Shield with rates below those presently being paid to WPS. He explained the coverage is the same or greater than presently being provided by WPS and indicated that the city's unions and employee organizations would have to approve the changeover. Mavor Gottfried further explained that many of the employees are provided by WPS. The rates dissatisfied with the service being presently being paid are as follows: Family plan $148 Single plan 52 The rates for Blue Cross - Blue Shie 1 28 00 d are, Family plan 139.02 Single plan 49.86 Ald. -R-&dtks moved to recommend to the Common Council to change the company presently providing employee's health insurance from WPS to Blue Cross - Blue Shield. Seconded by Ald. Dumke. Motion carried. The committee reviewed a communication from the Library regardin budget and asked whether or not the monies not used in 1981 could be used in 1981. The committee noted that the non-print portion of the library bud et was not overdrawn in 1980. It Was their decision that the j700 00 which was budgeted by the library in 1981 for michrofiche for 1980 periodicals shall not be spent for other library needs. n /@ a charge that was made against the 1980 budget instead of the 19Bl me Finance Committee reviewed a memo approved by the Library Board and presented by Librarian Grant Frederickson proposing the dispos: ' of 1981 Federated System funds in the amount of $9,322.80. The question was raised whether or not the Council has control over how that money is spent. The committee agreed to invite members of the Library Board to the next meeting to discuss the matter. The comnittee reviewed a bill from the city attorney's office in case. Ald. Salentine moved not to pay the bill. Seconded by Ald. the amount of $2,788.25 for legal services rendered in the Vanden Plas Radtke. Motion carried. The city attorney will be invited to the next Finance Committee meeting to discuss policies relating to legal matters involving extraordinary time. The committee discussed what format the 1982 city budget should t They reviewed the copy of the 1981 budget for the Village of Gree the major departments of the city will submit detailed budgets for review by the Finance Committee and other aldermen. It was agreed reviewed with the committee the letter being sent to all department that the budget previously used will be continued. Mayor Gottfried heads establishing ~. the dates involved in the budget review. The following format was agreed upon: dale which was extremely detailed. Mayor Gottfried explained September 9th - The Finance Committee will begin a review of all budgets September 9th thru Oct 14th - Meetings with various department heads (Schedul to be announced later) November 9th - Meeting of the Whole (Common Council) November 30th - Public Hearing on the proposed 1982 budget December 1, 1981 - Adoption of the 1982 City Budget following the Plan Commission meeting Pld.
